SAIL commissions projects worth Rs 5500 cr
in FY'13 (UPDATED)
SAIL's relentless drive to fast-track its modernisation and expansion
plan (MEP) has resulted in commissioning of projects worth Rs 5500 crores
in 2012-13. The company's capital expenditure during FY13 was Rs. 9731
crore. Under the MEP, cumulative orders worth Rs 58,225 crore were placed
and an expenditure of Rs 44,536 crore incurred until April '13. In FY
2012-13, projects which were commissioned included New Sinter Plant
no. 3 at RSP, 700 TPD Air Separation Unit-4 Oxygen Plant-II at BSP,
Skin Pass Mill at BSL, Raw Material Handling Plant at ISP, Sinter Plant
at ISP, Coke oven Battery No.11 at ISP, Burnpur, Coke Dry Cooling Plant
at ISP, By-product Plant at ISP, Wire Rod Mill & RHF at ISP. In
April 2013 itself, projects worth Rs 2175 crore have already been commissioned.
The above facts came to light on Thursday when the audited financial
results of Steel Authority of India Limited (SAIL) for the year 2012-13
were taken on record by its Board of Directors. The company recorded
Profit before tax (PBT) of Rs. 3241 crore and Profit After Tax (PAT)
of Rs. 2170 crore for the FY 2012-13. These were respectively 37 % and
39 % lower than the corresponding period last year (CPLY). Even though
the gross sales turnover of the company in FY'13 at Rs. 49,350 crore
was more or less maintained at previous year level, net profit was down
largely due to the lower Net Sales Realization resulting from a subdued
market . SAIL Chairman C S Verma expressed confidence that depressed
market conditions will improve with recent measures to facilitate faster
clearance of projects. He further stated "2013-14 is going to be
a landmark in SAIL's journey of nation-building, with new production
capacities being added after a gap of around 15 years, when we take
up our present capacity of 14 million tonnes to 19 million tonnes by
the end of this fiscal".
XIV research policy committee of ICFRE held (UPDATED)
Indian council of Forestry Research and Education (ICFRE), Dehradun,
the apex body for Forestry Research in the country, has conducted the
XIV annual meeting of its Research Policy Committee from May 30 to 31,
2013 under the chairmanship of Dr V K Bahuguna, Director General, ICFRE.
Eminent Foresters, scientists, representatives of forest based industries,
prominent NGOs working in the field of forestry, representative of farmers,
local bodies and Universities along with internal members consisting
of Directors of ICFRE Institutes, Deputy Director Generals forms the
core committee of Research Policy. Dr P P Bhojvaid, welcomed all the
Research policy committee members, DG ICFRE in his opening remarks emphasized
the need of address the problems of tribal land and livelihood issues.
Also he emphasized that ICFRE will work for global level problems of
biodiversity and climate change and proper documentation of the data.
Linkages are to be established with industries. A book "Atlas of
Wood Decaying Fungi of Central India" was released in the inaugural
session of RPC 2013 meeting by Dr Bahuguna on May 30, 2013. This book
authored by C K Tiwari and colleagues, published by Tropical Forest
Research Institute, Jabalpur (MP) is a comprehensive document enlisting
191 species of fungi with colourful illustrations of their fruiting
bodies as well as microscopic taxonomic details taken from the field
and critically examined in the laboratory, respectively.
Three IAS officers shifted in Karnataka (UPDATED)
Three officers of Indian Administrative Service (IAS) have been transferred
and posted at different places in Karnataka. Accordingly, T M Vijay
Bhaskar (1983) has been posted as Principal Secretary, Rural Development
and Panchayat Raj Department while Dr E V Ramana Reddy (1988) will now

'Huge potential for helicopter usage in India'
Keeping in line with the national policy of acquiring indigenous capabilities
and self reliance, the HAL took initiative to organise a one-day seminar
on "Future trends on Helicopter technologies" on May 29, 2013.
Speaking on the occasion renowned aerospace scientist Prof Roddam Narasimha
called for pragmatic policies to meet the strategic vision in the helicopter
manufacturing and technology. He said one should learn from failures
and set workable vision. He complimented HAL for achieving success in
ALH and hoped that the eco-system built by the company further helps
all the players involved in Helicopter technology. Prof Gopal Krishna
of Indian Institute of Science made a key-note presentation on structural
health monitoring of aircraft. Speaking on the occasion, Dr R K Tyagi,
Chairman, HAL felt that usage of civil helicopters is far less in India
although there is huge scope and potential for civil helicopters. He
said HAL has launched modernization drive and capacity augmentation
will happen in due course. He complemented HAL's Helicopter Complex
for its achievements, particularly in last one year in which IOC for
weaponized version of ALH "Rudra" was achieved. Designers,
researchers, R&D institutes, academicians, regulatory authorities,
helicopter pilots and users attended the day-long seminar.
NBCC acquires impress profit in Q4
National Buildings Construction Corporation Ltd. (NBCC) A CPSU under
the Ministry of Urban Development, Govt. of India of which Anoop Kumar
Mittal is CMD. NBCC audited financial results has posted 45.25 percent
increase in net profit at Rs 95.97 crore in Q4. For the entire 2012-13
fiscal, net profit increased to Rs 207.50 crore from Rs 190.17 crore
in 2011-12.

Large number of vacancies everywhere
Such large number of vacancies not only in Group 'A' & 'B' services,
as reported in your columns yesterday and again today as well as in
subordinate positions in Government of India and also State Governments
all over the country are bound to be perpetual till the "Natives"
of this country i.e. the Masses as such are not taken into confidence
in running the Governments and day to day administration. It is more
so in view of total failure of our political leadership which has alienated
itself and confined to the comforts of the Red Fort and Raiseena Hills
of New Delhi as also the state Capitals.

Complexity in Tax Rules
Finance Minister addressed top tax officials and stressed for 100%
tax collection. See how Income Tax department works. It is making even
filing of return difficult. ITR-1 (SAHAJ) meant for salary and pensioners
but at least 80% cannot fill this return as tax exempt income more than
5000/ makes ineligible to opt for ITR-1. Tax exempt include more than
20 types of allowances and income as tax free income. It means most
of people have to fill ITR-2. What is the objective of introducing such
condition while issuing amendments? Only make the process cumbersome
and make the people afraid of tax department. Cozy posts are being created
without any positive results where the country still finds 42800 people
having taxable income above One crore. As per some report in any of
the city be it Delhi, Bangalore, Mumbai, Kolkata more than mentioned
figure, people will be having income more than One crore but still department
struggles to catch low and medium income group people. Why it is so
? Not clear! IT department should concentrate their manpower and use
modern technology to increase tax net of people having income above
10 lakhs not wasting their energy for the people having income less
than 5 lakhs.

Can we compare the cost at the minimum of scale of pay of these Group
C posts and the contractual employees already engaged? The expenditure
on contractual employees would be more despite record management and
continuity having become the casualty.

Fallacy of present caste based reservation
Gayatri was not able to continue higher studies not because she is
from the scavenger community but because of she is poor. Gayatri's performance
also shows the fallacy of the present caste based reservation. It shows
that given proper facilities, students from deprived communities can
compete with anybody and come out with flying colours. Give them all
financial incentives; free education, free hostelling, scholarships
and make them compete with others on equal terms. Then only the stigma
of reservation leave them. The cacophony of pro-reservationists crowding
the columns of your portal appears to be from those who wants to exploit
reservation benefits generations after generation. Now with the creamy
layer limits extended to Rs.6 Lakhs per annum all reservation benefits
will be garnered by this elitist crowd who can afford to send their
children to costly schools and give them extra tuitions and Gayatris
will remain as Gayatris.

Enemies of India feeding Naxalism
While I agree that it is time that authorities seriously study the
problem of Naxalism to be able to finish this menace, I do not think
it is lack of development alone which has given rise to this monster
which has become a major threat to our country. If this were so why
would they not allow development work in the areas controlled by them?
Definitely some enemies of India are feeding it. The moot question is
from where are they getting arms and ammunitions for their reckless
killings of civilians and paramilitary forces. Their macabre dance (literally)
before gunning so many people in Chhattisgarh is condemnable and they
should not be allowed to get away with these murders. It is high time
to act unitedly against these devils of naxalites who have spread like
cancer in many areas of our country.
