It seems a bit tricky to locate the privileged officer who would mark as the first to be transferred and posted to the post of Additional Secretary, GoI, though by default. Going by the list of freshly empanelled IAS officers of 1983 batch S C Garg is JS in Cabinet secretariat who may be laterally posted in the same department; the next two officers Rajiv Kapoor and Sudhir Kumar Rakesh are posted in U P & Bihar respectively. Not too tricky to locate the name?

Union Minister inaugurates SDR system at HAL
Minister of State for Defence, Jitendra Singh inaugurated Software Defined Radio (SDR) system at HAL's Strategic Electronic Research Design Centre (SLRDC) at Hyderabad on May 30, 2013. He experienced the communication between SDRs. Speaking on the occasion, Singh welcomed HAL initiated indigenous development of Softnet Radio for Airborne Communication and Net Centric Warfare and congratulated the company for manufacturing high-end tech-instruments. The SDR is the future of communication technologies and would largely shape the net centric warfare in the years ahead of us. The development of the system will reduce our dependency on foreign suppliers in the critical technology needs of the country ", said Dr R K Tyagi, Chairman, HAL. SDR is based on open architecture with fully configurable software waveforms in L band and V/UHF band. The Radio development has been completed with legacy waveforms and being integrated on airborne platforms. HAL's SLRDC is a primary design centre of excellence for the development of state of the art, indigenous avionics which are installed on fixed wing and rotary wing aircraft like MiG 21, MiG 27, LCA, Jaguar, SU-30, MiG- 29, Dornier, Cheetah, Chetak, ALH operated by the Indian Defence Forces. The type of avionics developed at SLRDC are Radio Communication systems, Navigation systems, Identification systems, Radar systems and Computers.

 

ITI reduces losses to all time low level (UPDATED)
As per the financial results for the year 2012-13 recently approved by its Board of Directors chaired by K L Dhingra, CMD, the ITI has recorded lowest ever losses during the last 11 years. The company has registered a loss of Rs. 182 cr. for the year 2012-13 against a loss of Rs. 370 cr for the previous year 2011-12, i.e. a reduction of around 50%. Not only this, the Company has recorded a profit of Rs. 110 Cr. in the last quarter of 2012-13. This is in-spite of the fact that their major two customers, i.e. BSNL and MTNL, are now into losses for the last four years continuously and their losses have been going up. This reduction in the losses is before the sanction of the Draft Rehabilitation Scheme (DRS). The Company is hopeful that after the approval of Draft Rehabilitation Scheme (DRS), which is now under the consideration of Dept. of Telecommunications as well as Board for Reconstruction of Public Sector Enterprises (BRPSE), the Company will be back to profit from the year 2014-15 onwards. Coupled with the reduction in the losses, rating of ITI on the MoU signed by the PSU with the Administrative Ministry, i.e. Dept. of Telecommunications, also has been improvingduring the last four years consecutively. The Management of the Company is pinning its hopes of reviving this chronically sick company on the strength of recently announced National Telecom Policy-2012 by the Govt. of India and National Policy of Electronics as well as diversification into newer areas. Though the order book of the Company from BSNL/MTNL (its traditional customers)has been shrinking, but the new initiatives of the Company have helped ITI to earn higher margins as compared to its traditional businesss with BSNL/MTNL. The reduction in the losses of ITI Ltd. consecutively for the last four years and its reduction of losses in 2012-13 to all time low during the last 11 years and improvement of its MoU score to all time high score during the last 11 years is seen as a positive development in the telecom sectors and also in Dept. of Telecommunications.

Feigning ignorance

Many Dalits have come forward to help Gayatri. A misconception is deliberately being spread that so called elite Dalits don't care about their lesser brethren. We do care but as usual everybody deliberately want to feign ignorance about the reality.

Caste system - origin of all ills in society

One of the contributors has said that pro reservation people want to abolish caste system before the abolition of reservation and that the reservations are perpetuating the caste system. Yes, be the caste system abolished first because the caste system is the origin of all the ills in the society. Reservation system is one of the steps to fight this evil. And why do the upper castes want to continue and perpetuate the caste system; simply they have a vested interest in continuing it. They want the abolition of reservations so that they can appropriate all the opportunities to them. This is like putting cart before the horse. If they are so concerned about the welfare of the poor among the upper castes they should leave some part of the general quota for their poor people. Why should they eye the share of the Dalits for looking after the poor among the upper castes. With the availability of some opportunities to Dalits they have started proving themselves and show the merit. It is because of this step alone the poor Dalits have been able to gain some respect which is not liked by the upper castes. By depriving slightly better off among the Dalit of the opportunities would mean that they will always remain always low in merit and the upper castes will continue to argue that Dalits areuseless. As pointed out by one other contributor, one of the Dalit medical student scored 197/200 which shows are not less meritorious given the opportunities. Nobody can deny the Dalits their proportionate share in the resources and the other opportunities. And somebody should tell me the logic of keeping the caste or religion based regiments in the army. This was one reason that foreigners attacked the places like Somnath temple and fled with the booty. If the Dalits were also allowed to fight like the so called 'martial' races, this country never would have gone in foreign hands.
