Need for positive approach in DoPT
The DoPT frames norms, rules, guidelines etc. for the welfare of the
government officials, so the interpretation thereof must be done in
the interest of the officials. But in practical, the philosophy-"
Show me the face, I will show you the Rule" is prevalent. The rule
must be interpreted always in the interest of the officials for whom
the rules are enacted. If an officer appointed on central deputation
under non-Central staffing Scheme gets pay protection due to Proforma
promotion in his/her parent department, then why this benefit is not
extended or available to the officers appointed on central deputation
under Central Staffing Scheme? Is it not the violation of Article 14
of our Constitution? Why we act as "Lakeer ke Fakeer"? Hope
somebody from DoPT would justify this discrimination?

What Central Armed Forces?
A lot is being made on this comments section of the grievances of certain
alleged "Central Armed Forces". In the first place, this is
not a recognised nomenclature in any government classification. The
organisations referred to are Central Police Organisations. In the second
place, the NFFU scheme is only for Group A organised services, which
are defined as those which have posts beginning at Pay Band 3, Grade
Pay 5400, and extending up to the Higher Administrative Grade+, i.e.
Special Secretary's grade, or Special Director General of Police. How
are BSF, CRPF etc asking for this scheme, when they are merely subordinate
services, whose highest rank reaches only till Inspector General, which
is to say, Pay Band 4, Grade Pay 10,000? To blame the IPS for this is
hardly correct. Even IPS does not receive this NFFU scheme, and successive
IPS DG's have done a great deal to improve the conditions of the CPO
officers. And to claim "unrest" is also entirely wrong, and
shamelessly inciting of insurrection, mutiny and indiscipline in a uniformed
force for purposes of purely personal financial gain, and can be dealt
with harshly through a Security Force Court, as per the law. If a case
is before the High Court, let it be heard and decided, and while it
is subjudice, let's not have such shabby pressure tactics on here.

Can anybody prevent it under law?
Constitution of India recognizes Executive, Judiciary and Legislature.
Everybody has to be part of that except the Constitutional authorities
like CAG, CEC etc. Further in any setup, a boss has inherent right to
look into the work of subordinates. Can anybody prevent it under law?
