is being asked in the corridors of power and the CBI is believed to
have taken a clue from it.
Uttarakhand CM in panic ?
Congress in Uttarakhand is in a bad shape. This is evident from the
civic body poll results in the state. Now Chief Minister Vijay Bahuguna
is not in a position to show his face to the party-high command. Just
to divert the attention, he has replaced Chief Secretary Alok Kumar
Jain with ex-Chief Secretary Subhash Kumar. He was the chief Minister
who had changed Subhash Kumar.
President Pranab Mukherjee praises IIFT
The Indian Institute of Foreign Trade (IIFT), a national institute of
excellence, celebrated its Golden Jubilee on 2nd May, 2013 to commemorate
its achievements and contribution towards development of knowledge and
growth of international trade. Pranab Mukherjee, President of India
graced the ceremony as the Chief Guest along with Anand Sharma, Minister
of Commerce, Industry and Textiles and Dr D Purandeswari, Minister of
State for Commerce and Industry as guests of honour. The President mentioned
that Institution like IIFT is playing a pivotal role in shaping India's
external sector and producing a team of professionals who contribute
immensely to the growth India's economy. World economy has faced several
challenges in last four to five years, but India's economy has shown
resilience and tackled the challenges thrown by globalization and financial
crisis. He further mentioned that IIFT is producing a team of professionals
who have taken role of corporate leaders. Over the years, IIFT has broadened
its academic framework by providing management education. Its endeavour
should not only be to produce successful managers, business leaders
and academic thinkers but also to prepare them as socially conscious
citizens who have the capacity and willingness to respond and contribute
to our society's needs. Anand Sharma, while appreciating the contribution
made by IIFT remarked IIFT has always contributed to the policy inputs
in designing country's' trade policy and locating external sector markets.
Dr. D. Purandeswari in her speech mentioned IIFT is fast emerging as
a knowledge centre. Dr. Surajit Mitra, Director, IIFT in his speech
unfolded the future Vision for IIFT in coming decades and mentioned
that IIFT will strive to become a Knowledge Centre for the country in
the near future. He also mentioned that apart from Centre for WTO Studies,
Centre for SME Studies and Centre for International Trade & Technology,
IIFT will shortly have a Centre for China Studies, Centre for Energy
and Centre for Investments. Anand Sharma, Minister of Commerce, Industry
and Textiles released the commemorative volume of Foreign Trade Review
at the function. The commemorative volume contains one article each
from the President of India, Pranab Mukherjee (July-Dec 1982) and Manmohan
Singh (Jan-March, 1971).The glittering function at IIFT was attended
by a large number of dignitaries including the senior bureaucrats, representative
of industry and ex-Directors of IIFT apart from members of academia.

filled up in the Government of India this month.
Umesh Kumar to join ADB ?
Grapevine has it that Joint Secretary, Banking, Umesh Kumar is going
to Asian Development Bank (ADB) in Manila. He is a 1983 batch IAS officer
of Rajasthan cadre.
Will Gupta succeed Umesh Kumar?
In the event of Umesh Kumar's joining the ADB in Manila, L K Gupta is
likely to succeed him as Joint Secretary, Banking. He is a 1987 batch
IAS officer of Manipur-Tripura cadre.
Ms Vasudha Mishra to head NCDC ?
Vasudha Mishra is all set to join the Government of India as MD of the
National Cooperation Development Corporation (NCDC). She is a 1987 batch
IAS officer of Andhra Pradesh cadre.
Will a dark-horse be Chief Secretary of Maharashtra
?
Maharashtra Chief Secretary J K Banthia is scheduled to retire on June
30. Will he retire or get three months extension in service?. Rumours
are rife that he may get extension. Meanwhile, next senior to him, a
1978 batch IAS officer J S Saharia is also making every possible effort
to become the Chief Secretary. There is also a dark-horse for the post
who has no god-father and he is a 1979 batch IAS officer. Who will make
it?
Justice Kohli to be Chairman, SAT?
Justice Permod Kohli, a former judge of the Jammu and Kashmir High Court
is likely to be appointed Chairman of the Securities Appellate Tribunal
(SAT).

It happens only in India!
An ED in PSU Bank was busy interacting with few of his guests in his
office suddenly he received a phone call and the caller who seems to
be PS of some politician or minister put ED through his boss. During
the telephonic conversation the caller were asking for a favour from
Bank's ED in order to promote one of his Bank's Assistant General Manager
(AGM) who seems to be close to the caller as a Regional Manager. However
ED were trying to make the caller understand in polite and subordinative
language by repeatedly calling him "the caller" Sir, Sir,
Sir
as per rule an AGM in Bank cannot be made Regional
Manager unless he is Dy General Manager (DGM). Observing the ED not
getting influenced, the Caller disconnected the phone, ED too felt embarrassed
in-front his guests who were interestingly listening to the conversation
of both of them.

As many as six officers of Indian Railway Account Service (IRAS) have
been transferred and posted at different places in Railways. Accordingly,
Ms Tanu Chandra, on return from deputation to CRIS, has been posted
to Central Railway in the cadre while Mrs Reena Ranjan was transferred
to Western Railway and Ms Purna M Chera is shifted to South Central

As many as eight officers of Indian Railway Traffic Service (IRTS) P
L Haranadh, presently working as Dy. COM(I&S) SER, has been transferred
to SCR in the cadre while Anurag has been transferred to WCR from SWR
and posted as COM(CHOD) and Mrs Rajni Hasija, is posted in the cadre
of NR itself. Similarly, C B K Singh has been posted as Chief Safety
Officer on the Northern Railway; Badri Lal Meena transferred to NCR
and posted as CCM(CHOD); C S Chauhan shifted from NCR to NR and posted
as CAO(PIS); Devesh Kumar Mishra is posted to Northern Railway in the
cadre; Pradeep Kumar Ojha transferred from NCR to WCR and posted in
the cadre.

NBCC has recently signed an MoU with MECON to mutually cooperate with
each other in terms of new business,. The MoU provides for mutual association

Projects. NBCC and MECON, through the MoU, have agreed to work together

True Golden period of Indian history
Since the later part of 50's till ending 60's after the independence,
I consider a true golden period of Indian history, in terms of following;
A qualitative and rapid construction of Border Roads in Northern India
bordering Tibet, by BRO, Min of Defence! PSUs attaining commanding heights!
Enchanting musical Hindi Films having eternal effect even surpassing
blockbusters like Sholay ! I heard, many say, there were qualitative
and landmark Judicial Decisions ! Environment friendly India in absence
of cut throat unbridled private sectors. All round respect for Guru
(teacher) from (Shishya) and vice-versa dedication and selflessness.
There may be many more worth mentioning by other contributors here.

CPOs officers - a suppressed lot
The CPOs officers are a suppressed lot. They are being commanded by
the IPS officers who come on deputation to avoid uncomfortable political
climate. They do not have the good of the force at their heart so they
come out with funny ideas. One of the DG of these CPOs thinks that he
is the messiah of Jawans and projects all the welfare activities done
in the force so far as his own brainchild. The only things being discussed
these days in the force is welfare and the better half of the DG also
has started taking video conferences talks only of welfare focusing
only.

Genuine demand
The Force's fight to get NFFU scheme benefits is genuine demand and
not a sedition or mutiny. CRPF has Additional Director General from
among its Cadre officers and it's only a myth that they rise only upto
the IG level. So until the matter is sub-judice, don't use shabby pressure
tactics here.

Pakistan's diabolical plan
Pakistan government would never have released martyr Sarbajit Singh
because of their scare of Islamic terrorists, fundamentalists and Pakistan
Army who are blatantly Anti-India. If it hanged him it would have jeopardized
their relations with India (though many in India doubt the courage of
the present rudderless and cowardly MMS government to retaliate).So
they decided on this diabolical plan to murder him.

Abolish casteism
I support the views that society should take positive steps to abolish
casteism. No concrete step has been suggested. Anyway this should and
will happen, but it will take time. Attitudes are changing. But I doubt
whether politicians whether in or out of power would like to see this
happening. This is one of the main issues they use in befooling the
public. Regarding reservations, I would request the site manager consider
closing this chapter.

Excellence of Finance Minister
Present Finance Minister has already presented union budget eight times
and is well aware in and out of income of all the categories of people.
Now it is time for him to do something for country. When he presented
budget this time he gave figure of 42,800 people having taxable income
more than 1 crore. Does he believe by heart this is correct figure,if
not please take steps to increase this number not less than to 42 lakhs
by concentrating your man power to track the income of these people
not target people having income of 10 lakhs or less. Most of the notices
for tax have gone as per media report to middle income group. Please
list the people having car costing more than 10 lakhs, people buying
jewellery more than 10 lakhs (difficult to track as people pay cash
and do not take even receipt), people staying in hotels rated more than
4 stars, buying properties more than 1 crore, foreign visits etc. Finance
Minister of course is aware about these things but he may direct his
ministry takes positive steps to track these transactions not such as
MF buying of 1 lakh. It will not serve the basic purpose of tracking
super rich people.

Only far more needy be given reservation benefit !
Why is it that the rich among SCs/STs are creating brouhaha about not
being allowed reservations, so that third generation IAS officers are
not granted reservations? All talk of general category giving up posts
for poorer general category etc is eyewash. The simple thing is, the
rich and third generation among SCs/ STs should compete for seats in
the general category just as the entire general category, rich or poor
does. Nobody is saying that the benefits should be stopped, merely that
the far more needy be given the benefit and the third generation should
compete as the rest of the world. What is wrong with that? Why should
the rich grab the benefits of reservation? What is wrong with poor Dalits
getting some benefits after hundred years of reservations and rich Dalits
third generation being put into general category?

Donot hanker for news
The media in India tries to be very expedient and tries to draw conclusions
at its own will. It should be so as long as if the matter concerns India.
When the bombing incident which happened in Boston recently, all Indian
channels were competing to bring the news live. But neither CNN nor
BBC showed anything about the Sarabjit incident. We should also learn
to cold shoulder the West sometimes. We should not hanker for news as
it shows the weakness of the country.

a committee for restructuring of CSSS.
