The whispers are that Dr Raman Singh managed to corner two IPL matches through some deft political maneuver. Dr Singh's act not only persuaded Arun Jaitley, President of Delhi's DDCA to forgo those matches originally scheduled for Feroz Shah Kotla; but what is more even convinced Rajiv Shukla, Chairman of IPL to accommodate the new International Cricket Stadium as venue and as 'away home' for GMR's Delhi Dare Devils. Now, this is suave politics-BJP's Jaitley and Congressman, Rajiv Shukla who do not see eye to eye in Parliament, making common cause!

Country's longest living Judge T P Naik turns 103 years today
Born on May 8, 1910 at Raigarh in Madhya Pradesh, Justice Tarini Prasanna Naik who turns 103 years today completed his Bar-at -law in London in 1937 from "Inner temple" and was enrolled as an Advocate in Supreme Court of India on May 1, 1951. Elder brother of late R P Naik, ICS, former Chief Secretary MP, he was appointed Judge in 1955 by Dr Rajendra Prasad, President of India. Having done his schooling from Raipur and college studies at Allahabad, he went to Jabalpur in 1956 after creation of Madhya Pradesh. Having the privilege of being the father of late Dilip Naik , former Advocate General, MP and father- in- law of late K C S Acharya, former Chief Secretary MP. Justice Naik retired on May 8, 1972.

SCOPE advocates single window clearance mechanism for projects (UPDATED)
SCOPE and Ministry of Environment & Forests jointly organized the 7th two-day Programme on 'Environment & Safety - Prevention & Management of Chemical Accidents' at SCOPE Convention Centre. Dr Muzaffar H Ahmad, Member, National Disaster Management Authority (NDMA) inaugurated the Programme and delivered the keynote address. Dr U D Choubey, DG, SCOPE underlined the efforts of PSE's by saying that they are now adopting clean technologies and efficient monitoring coupled with a spectrum of preventive measures to protect environment by their respective Boards. He linked the profitability of PSEs to the effective integration of regulatory mechanism and their business strategies given, the MoEF ensures single window clearance mechanism for the upcoming projects. By doing this he said the extra cost incurred on the protection of environment would be compensated by quick decisions. In the very backdrop of his argument he proposed that the projects must be cleared within 30 days. Citing some disastrous industrial mishaps; like Jaipur Oil depot fire, Bombay Port Trust chlorine leakage, Sivakasi explosion etc, Dr. Muzaffar, Member, NDMA said the adherence to the laws and enforcement of applicable rules and regulations are the actual drivers for robust chemical disaster management in the country.

LIC makes people aware of fraudulent recruitment advertisements (UPDATED)
Misleading advertisements for recruitment to the cadre of Assistants in LIC of India have been noticed in various newspapers. In these ads, applicants have also been instructed to deposit money into the account of "Director of Call Centre". Life Insurance Corporation of India (LIC) has categorically stated that they do not have any such scheme nor have they run any Call Centres for recruitment. LIC never requests money to be deposited in accounts other than that of "LIC of India". Any advertisements for recruitment published by LIC in Newspapers are invariably displayed on LIC's websitewww.licindia.in at Careers link. It is also suggested to the public to contact LIC's nearest Branch/Divisional office for cross-checking.

New scam gate ?

Gone are the days when the Joint Secretary level officers in the Government of India were making big notes and drafts on their own and submitting files to the Senior Officers. The current lot of Senor IAS officers and other organized Group services are trying to create a wrong impression that the Central Secretariat Service officers do not work. There is a reason for this, one that the government has stopped recruiting people at Peon/Daftry level (who were responsible for upkeep of the files, delivery of files etc., LDC level (who were responsible for diary/despatch of letters and typing work) and two absence of required number of Dealings hands & Section Officers from the Section. There is also no proper place to sit in offices. The Under Secretary level officers of CSS are doing their own typing work at many places and they also clean the tables/ bring water for themselves. A lot of their time is wasted on 'please speak' type of files. They keep sitting in the officers room and on the other hand the senior offices make them waiting by talking of telephone to their friends/family members in between. The senior officers these days rarely write original notes. They work by putting the but on the shoulders of their juniors. They get the note sheets prepared and try to impose their own views. All of them have become sissy of writing anything in this era of policy paralysis fearing inquiry. Secondly, they have a lot of commitments both at home front and friends level, wherein they spend more time. They are not able to give more time to office work and hence are found missing and then unnecessarily pass on the buck to the CSS officers. Their PAs/PSs are also not doing any official work rather attending to their personal chores. The latest CSMOP states that the 'notes on files requiring the decision of the Ministers should be initiated at Dir/DS level'. None of those so called critique of CSS officers are doing this. Last but not the least the IAS/Group 'A' officers keep all their entitlements (even take excess both from office and PSUs). If some ground work is done in this area a new scam gate may emerge.

Exempt Transport Allowance from Income Tax

As per recommendation of 6th Pay Commission, Government pays Transport Allowance to the employees @ Rs.3200 +DA in Metro cities, but allows Income tax rebate only on Rs.800, the old rate of TPA. Since TPA is not an income and therefore, the entire amount of TPA should be declared as non-taxable by the Income Tax Department being expenditure by the Government servants.

Shouldn't others wake up

It is shocking to see the caste profile of those indulging in corrupt activities. A small percentage of reservation is nothing, when compared to the open loot by a particular Upper caste. Shouldn't others wake up and fight this injustice. Only BC/SC/ST/ minorities go to jail the rest continue in their positions.

Why do people need reservations?

Why can't they work hard? For a thousand years, the British and Muslims ruled over India. Should all Muslims be banned from jobs and education and reservations put in place for Hindus? Certainly not. Then why should there be reservations for some and others cannot compete in those categories? In case there is a proposal to divide jobs caste wise, as some have suggested, why not on religion, region and language too? Why not have different states for different castes? There are thousands of castes in India. Why not divide jobs into castes instead of groups like SC/ ST/ OBC? Divide into Yadavs, Kurmis, Hajjam, Dhobi and divide the country also on similar lines. Can we do that? These people will go to any length!

Caste-wise reservation in proportion to population will be just

To friends who advocate caste-wise reservation including general castes, it is a wonderful idea to bring equality in governance or at least to stop one particular general caste's dominance over all. As we all know 3% of a particular has been and is still holding 90% of posts due to sheer manipulations, they manage positions at Recruiting Agencies, Interview Boards, which makes almost impossible to implement rules reservations and recruitment for even general castes not belonging to this particular caste due to favour to their own caste. The particular general caste candidates who suggest caste-wise reservation, will they really accept 3% reservation for their caste in accordance with their population? Caste-wise reservation in proportion to population will be just. It will automatically break monopoly of that particular caste in jobs. With this, I would say, let us talk on some other issues, such as promotions, transfers, etc., for which whispers is better known for.

The bias is clearly evident from the fact that even though the government projects the initiatives as its achievements, when it comes to recognition of such initiatives the IAS makes sure that this is not done. Surprisingly the political bosses are also non- committal on this approach. If this is the approach, why the facade of "evaluation' process. Let this be called IAS awards rather than civil services awards.
