Will Pranab Mukherjee be PM ?

It is widely believed in political circles that Pranab Mukherjee may emerge as consensus candidate for the Prime Ministership. Can President become PM ? Question was discussed at a gathering of intellectuals. One significant remark came "There is no bar. When President Putin can become PM in Russia why not Pranab Mukherjee in India".

Five new Members of CIC
Top level committee consisting of the Prime Minister and the Leader of the Opposition has selected five new Members of the Central Information Commission (CIC) on Sunday. They are Secretary, Security in GoI Yashovardhan Azad (IPS), former Indian Ambassador to Pakistan , Sharat Sabharwal (IFS), Former Secretary Posts Manjula Prasher (IPoS), Journalist Dr M Sridhar Acharyulu and M A Khan Yusufi retired Joint Secretary and Legal Advisor Ministry of Law and Justice.

Are they going to be new CMDs of six banks ?
If reliable sources are to be believed, six EDs are being elevated as CMDs in the nationalized banks next year. While Arun Tiwari - ED - Allahabad Bank may go as CMD - Dena Bank, S K Kalra - ED - Andhra Bank as CMD - Canara Bank , B B Joshi - ED - Bank of Baroda as CMD - Oriental Bank of Commerce, Arun Srivastava - ED - Bank of India as CMD - Indian Overseas Bank, R K Goyal - ED - Central Bank of India as CMD - Vijya Bank and M K Jain - ED - Punjab & Sindh Bank as CMD - United Bank. Interviews for the post took place in the last week of October. There are going to be six vacancies during 2014.

Somasundaram poised for Secretary, Pharmaceuticals
V Somasundaran is all set to move to GoI as Secretary, Department of Pharmaceuticals. Currently he is Additional Chief Secretary, Finance & IT, Govt of Kerala. In his previous stint in GoI, he served as Additional secretary - Dept of Defence Production. The 1979 batch IAS officer of Kerala cadre repatriated to his home state in September last year.

Will Agnihotri be new Secretary of Dept of Renewable Energy ?
Whispers in the corridors of power have it that Satish Balram Agnihotri may be given as the new Secretary, Renewable Energy. The slot has become vacant after Ratan Vattal was appointed as OSD, Dept of Expenditure. The 1980 batch IAS officer of Odisha cadre is currently serving as DG, Acquisition, Department of Defence.

posted as SP of Siddarthnagar replacing Shreepurna Ganguly who will be now SSP of Jhansi in place of Dr K Eziliyarasna, who has been attached with DGP office.

Kacker brothers bereaved (UPDATED)
Mrs Indrabala Kacker, mother of former 1979 batch IAS officer, Mukesh Kacker and former IRS officer Ashok Kacker, has passed away in Delhi on November 11, 2013. She was mother in-law of former 1979 batch IAS Lavleen Kacker and former 1974 batch IRS officer, Manjari Kacker. The last rites of her will be performed at Lodhi Road crematorium at 3 PM in Delhi. She was 89.

Services of six IAS officers affected in Himachal Pradesh (UPDATED)
The services of six officers belonging to Indian Administrative officers have been affected with their transfers and postings in Himachal Pradesh. CBI itself declared illegal !

How fortunate for so many that the CBI itself has been declared illegal. This will open a pandoras box of demands and claims by accused persons in various pending cases. For starters, the accused can sue the CBI for defamation and hefty compensations. Sajjan Kumar, Dr. Manmohan Singh, Dr. Naresh Talwar, Raja and all those in various scams can all sue the CBI for defamation and claim compensation in lakhs of cores of rupees. The litigation will go on for decades as it normally does when there are so many lawyers, hearings and vacations of the court in nice places like Simla etc. Is it a coincidence that the high court which gave the verdict is in Gauhati, Assam and a certain gentleman who ordinarily sports a blue turban is ordinarily a resident of Gauhati, Assam? This reminds me of the incident in the Ramayana where Hanuman was asked to bring a herb from the Himalayas instead he brought the whole mountain itself!

Should we not honour an honest politician ?

Sardar Patel was the most honest politician who had as assets only four pairs of dhotis whereas Nehru Dynasty have billions of dollars of assets both in India and abroad and hundreds of institutions or foundations in their names funded by the Government. Should we not honour a honest politician who deserved to be PM but due to blackmailing by Nehru he accepted the verdict of Mahatma Gandhi?

Debate for the sake of debate!

Those raising the debate of whether Patel would have made India a different country had he become the first PM appear to think better of themselves than the only Leader in real sense that India has been able to produce in more than 200 years. Have faith and trust in the judgement of Mahatma Gandhi who rightly calculated the pros and cons of the choice between the two leaders and gave Nehru the responsibility. It was Nehru's weakness that he allowed capitalist courtiers to overwhelm him in the name of socialism. Had Nehru been a staunch Hindu, the same set of people would have made him in to a true Hindu. Research scholars can't allow superficial sentiments to replace cool in-depth analysis. Nehru had no reference point, but Nehru is the reference point for Modi or Congress or all shades of opinion. It required great character for the first PM of India to handle the confounding multitude of complex problems crying for instant solutions. It would be absurd to expect Nehru to handle so much work at a time in the initial years of our independence. We must thank God that the country had a stable government for 17 years, put up big public sector industries and went in to planning for future systematically. There was segment of society, which nursed hatred against the rich or businessmen and still do so but socialism was not needed to justify such silly attitude. However it is doubtful if Patel would have achieved success to satisfy all those disgruntled with the achievements of Nehru. We always think in our personal life that we would have done better had we done that at school/college/ early employment (spouse/house/job/ America!), but after sometime think otherwise. The past being unknown looks attractive. Mahatma Gandhi was right. Nehru also proved right. Only the courtiers, dissemblers, self-seekers, sycophants, hangers on, crooks and politicians have proved wrong but refuse to acknowledge it. Who are all those hate mongers who are answering Narendra Modi ? They are as wrong as Narendra Modi- neither was witness to the evolving scenario and decision making at that critical juncture. It was not like the ticket seekers of today- threatening to leave the party or commit suicide. Had the Mahatma decided on Patel, Nehru would have accepted it as gracefully as Patel did. So the hate-mongering Hindu-bashers must shut their trap and let the Congress survive for some more time till a viable alternate emerges on the national plane.

Support' price - just three bungalows ?

Why the party in power treats all Govt. assets as its private property to be given away for support to keep itself in power. What else can you conclude from the information obtained by RTI activist Subhash Aggarwal that BSP supremo has been allotted three adjacent bungalows in Lutyen's Delhi and she has also been allowed to amalgamate the same into one with a total area six times that of Parliament circular building in its neighbourhood. She got the entire three bungalows in the name of her trust. This trust or foundation is another racket. Meira Kumar could not succeed in converting Krishna Menon Marg residence of her father which in any case she has not vacated, into a memorial because of ban by Supreme Court. She got it allotted in the name of A Foundation in her father's name. Grabbing of prime bungalows in this coveted part of the city in the name of little known political outfits has reached scandalous proportion. Supreme court must intervene and get these vacated.

CGHS working

Government is failing to run CGHS services in the manner it should run. It is not clear why dispensary reference is required to go to empanelled hospitals for consultation. There is discrimination in Noida, Gurgaon and Delhi in OPD consultation in private empanelled hospitals. All fall in NCR. In Noida and Gurgaon one can go for OPD consultation in empanelled hospitals but in Delhi it is NO. Pensioners are going to be worst effected when cashless facility is withdrawn by empanelled hospitals from January 2014. So far no initiative is taken by Ministry of Health & FW to sort out the issue. Do not make it Central Government Harassment Scheme for pensioners.

DATE WITH RTI

Should the copy of the marriage certificate be provided under RTI?

Copy of marriage certificate of a certain employee was sought from NABARD by the appellant. The Public Information Officer (PIO) denied the information claiming that in the nature of personal information and is exempt under section 8(1)(j) of the RTI Act. The appellant filed a first appeal on with the first appellate authority (FAA) which upheld the decision of PIO. The CIC disposed the appeal observing that the approach of the respondent is in conformity with the RTI Act.

Comment

Under section 8(1)(j), there is no obligation to disclose personal information the disclosure of which has no relationship to any public activity or interest, or which would cause unwarranted invasion of the privacy of the individual unless the PIO or the FAA is satisfied that the larger public interest justifies the disclosure of such information.
