Home Minister Shinde inaugurates RAPO at 108 Bn RAF, Meerut
The Union Home Minister Sushilkumar Shinde inaugurated the RAF Academy of Public Order (RAPO) at 108 Bn RAF, Meerut. The academy has been conceptualised and being developed as a Centre of Excellence for Training and Development of Capability in Public Order Management, Riot Control and Crowd Management. RAPO is one among the six new age premier training establishments under the command of CRPF. Dilip Trivedi, DG, CRPF and K.Vijay Kumar, the former top cop of CRPF and present Senior Security Advisor, MHA were also present on the occasion. While Trivedi said that in future other Police Forces personnel and foreign delegates will also be given training in RAPO; Home Minister Shinde affirmed to extend all possible support to the CRPF in its endeavour to make RAF more robust in future.

Services of six IAS officers affected in Himachal Pradesh

Issue of Notification

In the Government various Service Rules are made and amended from the date of issue of a Notification (prospective date) rather than the date from which a decision is taken, an Order or O.M. issued. Sometimes it takes decades to issue such Notifications much to the harm of the employees. In the case of CBI, if the Supreme Court says to the Government that issue a Notification, then what will the Government do? Whether it will make it applicable from a retrospective date or a prospective date?. If the latter, then the Government should relating to service matters from a retrospective date.

Functioning of CGHS

The functioning of CGHS, it seems, has much deteriorated as gleaned from the number of complaints in the Forum. Is it a coincidence that the malfunctioning of the health service has gone up from the time the charge of Director General Health Services in ministry of Health is being handled by the Generalist IAS officer rather than a medical professional as was the case all along. Why this change was brought about? Was there no Senior doctor available to hold this post or is it that this post has also been seized by the pr vileged IAS-wallahs.

DATE WITH RTI

Should the copy of the marriage certificate be provided under RTI?

Copy of marriage certificate of a certain employee was sought from NABARD by the appellant. The Public Information Officer (PIO) denied the information claiming that in the nature of personal information and is exempt under section 8(1)(j) of the RTI Act. The appellant filed a first appeal on with the first appellate authority (FAA) which upheld the decision of PIO. The CIC disposed the appeal observing that the approach of the respondent is in conformity with the RTI Act.

Comment

Under section 8(1)(j), there is no obligation to disclose personal information the disclosure of which has no relationship to any public activity or interest, or which would cause unwarranted invasion of the privacy of the individual unless the PIO or the FAA is satisfied that the larger public interest justifies the disclosure of such information.
