Usmani or Machendranathan to succeed Srivastava
as Secretary, Civil Aviation?
Whispers have been doing rounds among the top echelons of power, though
in subtle manner; that in all probabilities UP Chief Secretary Javed
Usmani may be appointed as the Civil Aviation Secretary after K N Srivastava
retires on December 31. While both belong to 1978 batch, Usmani is from
UP cadre whereas Srivastava is of Karnataka cadre. One top source said
that Special Secretary, Civil Aviation, S Machendranathan will succeed
Srivastava till his superannuation on March 31.
Review of 1980 batch IAS officers
There is going to be a review of seven 1980 batch IAS officers for the
empanelment to the rank of Secretary in the Government of India.
DGCA Arun Mishra to return West Bengal ?
DGCA Arun Mishra is likely to return the parent West Bengal cadre in
January. If top sources are to be believed, West Bengal Government has
refused to extend his deputation tenure beyond December end. The 1986
batch IAS officer Mishra has been granted one year extension in deputation
tenure by the Government of India.

EPFO settles over 10 lakh claims
The Employees' Provident Fund Organisation (EPFO) is reported to have
settled around 10,22,000 claims during the month of October, 2013. This
number is 28% higher than the claims settled in the month of September,
2013. 72% of these claims were settled within 10 days while remaining
28% were settled within 30 days.
Shinde is Secretary, Home, Arunachal Pradesh
Shilpa Shinde, IAS, Secretary (Civil Aviation) has been posted as Secretary
(Home & Vigilance) under supervision of Principal Secretary (Home

AAI hosts 23rd meeting of ICAO Separation,
Air Safety Panel meeting (UPDATED)
K N Shrivastava, Secretary, Civil Aviation inaugurated the 23rd meeting
of ICAO Separation and Air Safety Panel meeting on 11th November, 2013
at New Delhi. The SASP meeting was hosted by Airports Authority of India
and will be held from November 11 to 22, 2013.The Secretary Civil Aviation
touched upon the growth in air traffic and the constant imbalance between
airspace demand and capacity necessitating a pragmatic approach to the
definition of separation minima, whilst working well within the safety
paradigm. Robert Butcher Operational Analysis Manager, Air Services
Australia (ASA) is the Chairman of SASP. 32 Members/Advisors from various
countries, including members of the Mathematicians Sub-Group are participating
in the meeting. The Chairman AAI, V P Agrawal in his key note address
mentioned that modern technology including GNSS and ADS-B needs to be
harnessed and new collision risk models need to be developed scientifically,
so that the separation minima can be reduced with increased safety norms.
The DGCA Arun Mishra, who is an erstwhile representative of India to
the ICAO council noted how the members of the SAS Panel worked silently
& relentlessly to contribute to the efficiency of the optimum airspace
use. He said he was a witness to their extraordinary effort which produced
tangible outcomes from close quarters during his tenure at the ICAO
Headquarters at Montreal. Earlier the Member ANS, V Somasundaram proposed
a welcome address to the International delegates. He also highlighted
the work carried out by the panel, which was significant in the provision
of Air Traffic Management Services. He also noted the significant strides
made by the Indian ANSP in harnessing technology to improve efficiency
enhance situational awareness through seamless surveillance and implementing
new evolving separation standards contained in ICAO Standards and recommended
practices, after due diligence and by conducting Target level of safety
studies, indigenously. The Chair of the SASP Robert Butcher and the
ICAO Technical Officer, Saulo J. Da Silva too spoke on the occasion.

Southern PSUs deliberate CSR & sustainability

Over 60 senior executives representing various Public Sector Units (PSUs)
in South India deliberated issues related to Corporate Social Responsibility
and Sustainability in the light of revised guidelines issued by the
Department of Public Enterprises (DPE) at HAL Management Academy. Speaking
on the occasion, O P Rawat, Secretary DPE, called upon PSUs to have
a clear understanding of the new rules and do much more than the mandatory
regulations. "Your social commitment is as important as your business
since the basic needs of have-nots must be taken care of through various
CSR measures", he said. The day-long seminar was organized by HAL.
In his inaugural address, Dr R K Tyagi, Chairman, HAL, said the new
guidelines and ideas suggested during the seminar would make an impact
on society. "Resolve to serve the society matters and with PSUs
committed to do their part with the help of DPE, CSR activities will
touch the lives of many", he added. In his welcome address, V M
Chamola, Director (HR), HAL, felt that inclusion of CSR in the growth
matrix of organizations is need of the hour. Ashok Pavadia, Joint Secretary,
DPE, spoke on evolving challenges in this demanding field and the need
to do proper homework to achieve the best possible results.

High time to become vigilant!

unfortunately becomes a reality! High time for the citizens with patriotic
feeling to become vigilant!

Attempt to destabilise civil tranquility
I want to bring to all and sundry through this website that in our
area the widest service road (1st Cross) designed, planned and erected
as per Urban Planning, meant for the cluster services of residents of
Blocks I,J,K,L & M of Sarojini Nagar, connecting Africa Avenue parallel
to Block I and Vijaya Raje Sindhiya Marg and to M Block, has been closed
by putting two big iron gates by Residents' Welfare Association of Reserve
Bank of India at Sarojini Nagar, New Delhi (in between J & L Block)
within a distance of around 30 meters, which is utter violation and
disregard of statutory provisions laid down by the competent authority
for erection or set up any wall, fence, rail post step, booth or other
structure whether fixed or movable or whether permanent or over any
open channel, drain, well or tank. This is not only an act of impingement
over the Fundamental Right of Freedom of Free Movement of thousands
of residents but also has created a state of unremitting harassment,
embarrassment and humiliation for them by a select group of the members
of RWA of RBI Quarters, Sarojini Nagar. May I request higher authorities
at RBI to please look into this and take some urgent action on culprits
for this wrongdoing.

It will not only demoralise the existing Members of the Board, who
have reached this level based on their Integrity, Efficiency and Leadership
qualities by diluting their authority but will also send wrong signals.
Need is to fill up top positions on Zones so that they have proper leadership
and efficiency at that level can improve.

Should the copy of the marriage certificate be provided under
RTI?
Copy of marriage certificate of a certain employee was sought
from NABARD by the appellant. The Public Information Officer (PIO)
denied the information claiming that in the nature of personal
information and is exempt under section 8(1)(j) of the RTI Act.
The appellant filed a first appeal on with the first appellate
authority (FAA) which upheld the decision of PIO. The CIC disposed
the appeal observing that the approach of the respondent is in
conformity with the RTI Act.
Comment
Under section 8(1)(j), there is no obligation to disclose personal
information the disclosure of which has no relationship to any
public activity or interest, or which would cause unwarranted
invasion of the privacy of the individual unless the PIO or the
FAA is satisfied that the larger public interest justifies the
disclosure of such information.
