Interpol Secretary General showers praise
on CBI
At a time when the CBI is facing criticism from certain quarters, the
Secretary-General of the Interpol, Robert K Noble has complimented the
Central Bureau of Investigation (CBI) for demonstrating professionalism
and said that it has become a powerful and respected international voice.
He said that the CBI beginning with D. P. Kohli and continuing with
the Director Ranjit Sinha, the CBI's strong commitment to international
law enforcement cooperation placed India at the forefront of global
policing.

50 candidates get CVC clearance for empanelment

The empanelment process of Indian Forest Service officers belonging
to 1988-1992 batches yesterday exhibited pace when CVC gave its clearance
to as many as 50 candidates belonging to the five batches 1988-1992.
Majority of candidates are yet to get CVC clearance which is under process.
A K Mital joins as Member Staff, Railway Board
A K Mital, who was appointed as Member Staff, Railway Board and ex-officio
Secretary to the Government of India, has assumed the charge of Member

Southern PSUs deliberate CSR & sustainability
Over 60 senior executives representing various Public Sector Units (PSUs)
in South India deliberated issues related to Corporate Social Responsibility
and Sustainability in the light of revised guidelines issued by the
Department of Public Enterprises (DPE) at HAL Management Academy. Speaking
on the occasion, O P Rawat, Secretary, DPE, called upon PSUs to have
a clear understanding of the new rules and do much more than the mandatory
regulations. "Your social commitment is as important as your business
since the basic needs of have- not's must be taken care of through various
CSR measures", he said. The day-long seminar was organized by HAL.
In his inaugural address, Dr R K Tyagi, Chairman, HAL, said the new
guidelines and ideas suggested during the seminar would make an impact
on society. "Resolve to serve the society matters and with PSUs
committed to do their part with the help of DPE, CSR activities will
touch the lives of many", he added. In his welcome address, V M
Chamola, Director (HR), HAL, felt that inclusion of CSR in the growth
matrix of organizations is need of the hour. Ashok Pavadia, Joint Secretary,
DPE, spoke on evolving challenges in this demanding field and the need
to do proper homework to achieve the best possible results.

Adding fuel to the fire
The annual budget discussions of the Ministries/Departments have begun
in the Ministry of Finance. The Office Expenses have gone up because
of the steep rise 'Whole Sale Price Index'. The Medical expenses have
increased because of more & more employees and their family members
are landing in hospitals mainly on account of deteriorating environment
and spurious food items being sold in the market. Space for recreation
these days have also reduced considerably. But the attitude of the Ministry
of Finance is not to provide any additional funds in the RE budget.
Adding fuel to the fire is the mandatory 10% cut.
All this is happening only because of the large sums of money being
diverted for purposes like NHRM, MNREGA and Food Security purposes.
All these schemes have huge scope of corruption and the benefits not
reaching the needy. Secondly, these schemes have made people lazy. These
days there is shortage of workers, karigars, artisan etc. in the cities
and business is suffering. These people have gone back to their village
where they will get hugely subsidized ration and they can meet their
other requirement from whatever land and cattle they have with them.
They feel that why should they sweat out now. In the long run we will
be creating only a well for us.

Should the copy of the marriage certificate be provided under
RTI?
Copy of marriage certificate of a certain employee was sought
from NABARD by the appellant. The Public Information Officer (PIO)
denied the information claiming that in the nature of personal
information and is exempt under section 8(1)(j) of the RTI Act.
The appellant filed a first appeal on with the first appellate
authority (FAA) which upheld the decision of PIO. The CIC disposed
the appeal observing that the approach of the respondent is in
conformity with the RTI Act.
Comment
Under section 8(1)(j), there is no obligation to disclose personal
information the disclosure of which has no relationship to any
public activity or interest, or which would cause unwarranted
invasion of the privacy of the individual unless the PIO or the
FAA is satisfied that the larger public interest justifies the
disclosure of such information.
