The post of Chairman, Board for Reconstruction of Public Sector Enterprises
(BRPSE) has been lying vacant ever since Dr Nitish Sengupta had passed
away on November 3 this year. The former West Bengal cadre IAS officer
had succeeded Prahlad K Basu as the Chairman, BRPSE in November 2007
following later's resignation due to differences with the government
over reforming the state-run companies. The post has a rank of Minister

and identifies parents and teachers as the most important stakeholder

Should not the Railway compensate ?
I was travelling in 2nd AC of Duranto Express from Nizamuddin to Pune.
After taking lunch provided by the Railways, I started vomitting after
two hours. It continued unabated. A railway doctor was summoned at Varodara
railway station who advised me to get down and get treatment. Accordingly,
I got down with my family members and took first aid. Next morning we
took a flight to Mumbai and drove straight from Airport to Hiranandani
Hospital where I took proper treatment. In the process we incurred a
financial loss of Rs 50,000 besides risk of life and physical and mental
torture. Should not the Railway compensate for the loss. The spurious
food was supplied by it.

Performance Appraisal system needs review
The existing Performance Appraisal Report System (PAR) in civil services
was revised in 2007.DoPT now wants to replace it by relying on Singapore
Civil Service model. The Cabinet Secretary at the last Civil Service
Day in April 2013, had acknowledged that every government servant was
getting a 9 or 10 ranking in the annual appraisals. "If everyone
is outstanding, no one is," he added. Does it imply that the PAR
format of 2007 was defective, finalized without application of mind.
The Singapore Civil Service is undoubtedly an efficient bureaucracy
with a high standard of discipline and accountability ? But, let India
not be a copycat. Any promotion system without holding interviewing
the aspirants by independent board of serving Secretaries,behavioral
scientists etc,will be meaningless. Let a beginning be made with empanelment
of officers to Joint Secretary level and above ,in all organized Services.

Should the copy of the marriage certificate be provided under
RTI?
Copy of marriage certificate of a certain employee was sought
from NABARD by the appellant. The Public Information Officer (PIO)
denied the information claiming that in the nature of personal
information and is exempt under section 8(1)(j) of the RTI Act.
The appellant filed a first appeal on with the first appellate
authority (FAA) which upheld the decision of PIO. The CIC disposed
the appeal observing that the approach of the respondent is in
conformity with the RTI Act.
Comment
Under section 8(1)(j), there is no obligation to disclose personal
information the disclosure of which has no relationship to any
public activity or interest, or which would cause unwarranted
invasion of the privacy of the individual unless the PIO or the
FAA is satisfied that the larger public interest justifies the
disclosure of such information.
