New Railway GMs appointed
Navin Tandon will be General Manger of South east Central Railway while
Hemant Kumar who was Additional Member (Mechanical) will be General
Manger of Western Railway. A K Agrawal will be General Manger ICF and
P K Shrivastava General Manager SCR.
Five CIC Members to take oath today
All the newly appointed Members of Central Information Commission will
take oath reportedly, by 5pm today at the CIC Premises. They are: Yashovardhan
Azad, former Secretary, Security in GoI; Indian Ambassador to Pakistan,
Sharad Sabharwal (IFS); Manjula Prasher (IPoS), former Secretary Posts;
Dr M Sridhar Acharyulu, Journalist and M A Khan Yusufi, a retired Joint
Secretary and Legal Advisor Ministry of Law and Justice.
Acharyulu sets rumour aside; all set to take
oath as Member CIC today
Rumour mills had been doing rounds strongly, for last couple of days,
that Dr Shreedhar Acharyulu may not move ahead to take over as the Member,
CIC. But all it would stop the rumours today after he would take oath
as Member, CIC. Acharyulu has been an acclaimed journalist in Andhra
Pradesh.
Sihag to succeed Agnihotri ?
Asha Ram Sihag is likely to succeed Satish Balram Agnihotri as Director
General (Acquisition) in the Ministry of Defence. He is a 1983 batch
IAS officer of Himachal Pradesh cadre.
CSB declines to give extension to Rajesh Kumar?
CSB on Wednesday, reportedly, has declined to approve the extension
in deputation for Rajesh Kumar. The officer belongs to Military Engineering
Service and is currently serving the Dept of North Eastern Region on
deputation basis.

P K Roy, Director (Technical), South Eastern Coalfields Limited (SECL)

has finally triggered the race for the slot of Secretary, Security,
Cabinet Secretariat. Similarly, Subhash Goswami has also vacated the
slot of Director, SVPNPA. The names of prospective contenders would
be unfolded in a week or so.

Jitendra Singh Raje has been appointed new DC Gangtok in Sikkim. He

Gold supply reaches 4,477 tonnes in 2012
Global gold supply reached 4,477 Tonnes in 2012 with approximately two
thirds coming from mining and one third from the recycling of gold.
Thakur to succeed Roy as Director (Tech),

R P Thakur, CGM, CCL, will be joining as Director (Technical), South

15 shortlisted for interview for CMD of BRCL

If the sources are to be believed, as many as 15 candidates have been
shortlisted for the post of CMD, Bridge and Roof Company India Limited
(BRCL) interviews for which are slated for November 25. The post has
been lying vacant for over a year after the term of Mukesh Jha ended.
After Jha, Chandan Chaudhary (Dir.- Fin.) was given the additional charge
of CMD and presently M K Singh, Director- Project Management, is in
the additional charge of CMD.

Justice Shah takes over as Chairman of Law Commission of India (UPDATED)
Justice Ajit Prakash Shah has taken over as the new Chairman of the
20th Law Commission of India. The post of the Chairman, 20th Law Commission,
had fallen vacant in the first week of last month due to the resignation
of Justice D K Jain, who had taken over as the President, National Consumer
Disputes Redressal Commission.

Deepak Kapoor had been re-appointed as Chairman of PwC India
CWC pays record dividend for 2012-13
Central Warehousing Corporation (CWC) achieved yet another record turnover
of Rs.1407 crore during 2012- 13 as against Rs.1219 crore achieved during
the preceding year, registering a growth of 15.42%. This could be possible
due to addition of constructed storage capacity by 2.35 lakh MT in 14
States with a CAPEX of Rs.76.86 crore and increase in overall capacity
utilization (occupancy) to 93% as against 91% achieved during previous
year. Keeping in view the national priority for safe preservation of
foodgrains, utilization of capacity for storage of foodgrains was given
due attention. CWC handled 10.96 lakh TEUs during 2012-13. The Profit
Before Tax (PBT) of CWC increased by 31.5% from Rs.159.12 crore to Rs.209.23
crore while the Profit After Tax (PAT) increased by 39.5% from Rs.100.46
crore to Rs.139.55 crore during 2012-13. Keeping in view the excellent
financial results, CWC has declared dividend for the year 2012-13 @
41%. B B Pattanaik, Managing Director, CWC presented a cheque of Rs.15.34
crore to Prof. K V Thomas, Minister of State (IC) for Consumer Affairs,
Food & Public Distribution on 21st November, 2013, being the dividend
due to the Government of India in the august presence of Sudhir Kumar,
Secretary(F&PD) and Dr C V Ananda Bose, Chairman, CWC. Other senior
officers of the Ministry and CWC were also present on the occasion.
Congratulating CWC for its commendable performance, Minister urged CWC
to undertake creation of storage capacity on a large scale more particularly
in the deficit States like Bihar, West Bengal, Jharkhand, etc.

Should the copy of the marriage certificate be provided under
RTI?
Copy of marriage certificate of a certain employee was sought
from NABARD by the appellant. The Public Information Officer (PIO)
denied the information claiming that in the nature of personal
information and is exempt under section 8(1)(j) of the RTI Act.
The appellant filed a first appeal on with the first appellate
authority (FAA) which upheld the decision of PIO. The CIC disposed
the appeal observing that the approach of the respondent is in
conformity with the RTI Act.
Comment
Under section 8(1)(j), there is no obligation to disclose personal
information the disclosure of which has no relationship to any
public activity or interest, or which would cause unwarranted
invasion of the privacy of the individual unless the PIO or the
FAA is satisfied that the larger public interest justifies the
disclosure of such information.
