Nandan poised for JS, Defence (Air)
Jivesh Nandan, a 1987 batch IAS officer of U P cadre, is now poised
to be Joint Secretary, Ministry of Defence (Air). He would be the one
to handle the crucially important file of AugustaWasteland Chopper deal.

Post of Director (Engg), NPCC lying vacant
since April 2011
The post of Director (Engineering), National Projects Construction Corporation
Limited (NPCC) has been lying vacant since April 1, 2011. However, V
K Rattan, GM, NHPC, was selected among 12 aspirants on December 7, 2012,
but he did not join the organization citing some personal reasons. Since
then, neither the post was advertised nor was second position candidate
called to hold the post.

yet to come
The orders of Rajesh Agarwal, ED, KRCL, for the appointment as Director
(Way & Works), Konkan Railway Corporation Limited (KRCL) are yet
to be issued by Government of India as the post is lying vacant.

CBI Director Ranjit Sinha accompanied by the Secretary, Personnel, Dr
S K Sarkar is going to attend UN Conference on Corruption. He has left
for Panama.

Manashvi Kumar is new Deputy Director Lal Bahadur Shastri National Academy
of Administration (LBSNAA ) Mussorie. He is a 2004 batch IAS officer

Three internal claimants for CMD of PFC
Power Finance Corporation (PFC), Director Commercial, M K Goel, who
is holding an additional charge of Chairman and Managing Director (CMD)
of PFC, is expected to emerge as the strongest candidate for the said
post on regular basis. Two other strong contenders R Nagarjan (Director
(Finance) and A K Aggarwal (Director Projects) are also in the race.
The post has been lying vacant since September 13, 2013.

Public Enterprises Selection Board (PESB) is reported to have scheduled
interviews on November 26 for the selection of Director (Finance &
Commercial), Hindustan Shipyard Limited (HSL) in schedule'B' of the
CPSE. The post has been lying vacant for more two months.
Interviews for CMD, MTNL on Nov 28
Public Enterprises Selection Board (PESB) is reported to have re-scheduled
interviews for the selection of Chairman and Managing Director (CMD)
of Mahanagar Telephone Nigam Limited (MTNL) in schedule 'A' of the CPSE.
The interviews are now slated for November 28. Candidates from BSNL,
MTNL and Railtel have applied for the post.

Public Enterprises Selection Board (PESB) is reported to have scheduled
interviews for the selection of Chairman and Managing Director (CMD),
Bridge & Roof Co. Limited (BRCL) in schedule B' of the CPSE. The
interviews will be held on November 29.
CSS Cadre Restructuring Committee to submit
its report soon
Whispers in the corridors of power have it that the Committee designated
for the third restructuring of CSS cadres is ready with its report which
may be submitted to Secretary, DoPT by the end of this month. Prior
to it the restructuring was done in 2003 and 2010. The CSS cadre personnel
comprises over 11,500 CSS employees; a cadre which indeed forms the
backbone of functioning of Government of India offices.

Justice Khanwilkar sworn in as 22nd Chief
Justice of MP
Justice Ajay Manikrao Khanwilkar, who will assume office on November
26, has been sworn in as the 22nd Chief Justice of Madhya Pradesh by
Governor Ram Naresh Yadav on Sunday. Justice Khanwilkar was earlier
the Chief Justice of Himachal Pradesh and has also been a judge in the
Bombay High Court. He was preceded by Justice Sharad Arvind Bobde who
has been elevated to the Supreme Court in April.

Punishment posting
It seems that the post of Director NPA is considered as a punishment
posting and no one is therefore interested in it. Goswami too left the
post within eight months of joining.

Internal security & policing issues
The vacant positions of Special Secretary (Internal Security ) , Director
- National Police Academy and Chief of BCAS staring at us, speak a volume
about our sincerity to internal security/ policing issues. Fifty IPS
officers waiting for central deputation are not getting positions to
get inducted in central government is again a matter of concern when
all these CVOs posts are manned by all and sundry. Even, MHA is filled
up with all services officers except IPS.. Why this Kola Veri ? Will
anybody sit up and take note ?

Poor quality food supplied in trains
Through this forum I tried to draw the attention of Railway authorities
towards poor quality of food supplied in the trains which could be spurious
too, as it happened in my case. Since the trains including those like
Rajdhani and Duranto which are too expensive do not have medical facilities
so much that first aid drugs to control vomiting or loose motions including
dysentery are also not available in the trains least to speak of any
doctor it would be advisable to stop supplying food. Passengers could
bring food from their homes only. The food supplied in the trains are
too expensive. Recently the charges have been further hiked. Or at least
the food charges should be excluded from the fare and food packet served
could be made optional. The passenger would not be forced to eat rotten
meals. Why should a passenger pay for the spurious food and later suffer
physically, mentally and financially. Since this website is so popular
that I am sure Railway authorities must also be reading it. I am also
sure they would act.

Should the copy of the marriage certificate be provided under
RTI?
Copy of marriage certificate of a certain employee was sought
from NABARD by the appellant. The Public Information Officer (PIO)
denied the information claiming that in the nature of personal
information and is exempt under section 8(1)(j) of the RTI Act.
The appellant filed a first appeal on with the first appellate
authority (FAA) which upheld the decision of PIO. The CIC disposed
the appeal observing that the approach of the respondent is in
conformity with the RTI Act.
Comment
Under section 8(1)(j), there is no obligation to disclose personal
information the disclosure of which has no relationship to any
public activity or interest, or which would cause unwarranted
invasion of the privacy of the individual unless the PIO or the
FAA is satisfied that the larger public interest justifies the
disclosure of such information.
