Will Kamal Nath be CM of Madhya Pradesh ?

There is general consensus in the Congress circles that in the event of the Congress coming to power, veteran and seasoned leader Kamal Nath will be acceptable choice for the Chief Ministership. Infact, for the first time Kamal Nath was seen working day and night for the Congress victory by addressing 96 public meetings during the past 10 days. In case any kind of coalition is required from the BSP and the SP, only Kamal Nath has the capacity to bring them in the fold of the Congress. The only question is whether Nath would like to come to the state politics.

Gujral to be Member-Secretary, 7th Pay Commission
Secretary, Expenditure, R S Gujral, is likely to be appointed Member-Secretary of the 7th Pay Commission. The 1976 batch IAS officer of Haryana cadre Gujral is retiring on November 30.

1980 batch IAS to get in-situ promotion
After the promotion of SB Agnihotri and Aradhna Johri to the rank of Secretary in the Government of India, all the empanelled officers of this batch are being given in-situ promotion as Special Secretary.

Orders of Gurucharan for Addl Secy, Consumer Affairs issued
Orders of G Gurucharan for the appointment as Additional Secretary, Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution have been issued by the Government of India. Gurucharan, who is 1982 batch Karnataka cadre IAS officer, is presently in the cadre.

Public Enterprises Selection Board (PESB) has not found anyone suitable candidate for the post of Director (Finance & Commercial), Hindustan Shipyard Limited (HSL) after interviewing around five candidates. The Board has recommended to the Department of Defence Production to explore the possibility of appointing a candidate on deputation basis as a onetime measure for a period of five years.

Will A C Verma move from CISF?
Whispers in the corridors of power have been doing rounds that Arun Chandra Verma may soon be moved from CISF with some elevated assignment in a CPMF. The 1979 batch IPS officer of Bihar cadre is serving as Special DG, CISF. One may only wait and watch ?

Singh spreads his wings to join GoI
As the grapevine has it, Om Prakash Singh is all set to move on central deputation. Amid the refusal to several officers for central deputation, the UP Government has reportedly conveyed to him that he would be relieved. He may soon join CPMF as ADG. The 1983 batch IPS officer of UP cadre is serving as ADG (Telecom), Government of Uttar Pradesh.

Sharma relieved to join NCB
Rohit Sharma has reportedly been relieved by CBDT, the cadre controlling authority. He may join today as Zonal Director, Narcotics Control Bureau (NCB). He is 2003 batch IRS officer who served as Joint Director (Faculty) at NADT, Nagpur.

LIC supports rural electrification project (UPDATED)
The Urja Foundation and Dr Harivansh Rai Bachchan Memorial Trust commissioned the lighting up of un-electrified homes across rural India with solar power system at Mumbai recently. Apart from the United Nations Information Centre for India and Bhutan (UNIC), the initiative is also supported by Life Insurance Corporation of India (LIC) . Niraj Agarwal, Executive Director (Corporate Communications) LIC and D S Mukadam, Secretary, (Corporate Communications) LIC were felicitated by Amitabh Bachchan during the function. 100 Solar Home lighting Systems have lit up homes that had till recently no access to power at Maswan Village in Palghar District, Maharashtra with support from LIC under this initiative.

HAL receives Raksha Mantri's awards (UPDATED)
HAL's Avionics Division (Hyderabad) has been conferred with Raksha Mantri's 'Best Performing Division among Defence PSUs' in the category of Division/Factory Awards for the year 2011-12. A K Antony, Defence Minister, presented the award to V M Chamola, Director (HR) and Sunil Kumar, General Manager (Hyderabad Division) at a function in New Delhi on November 25, 2013. HAL also received the award for innovation under the group/individual award category (2011-12). The project "sand reclamation system" was implemented at HAL's Foundry and Forge Division (Bangalore). The process is entirely automatic, modern and eliminates environmental issues and conserves natural resources. A Selvaraj, General Manager, Indigenization and Deepak Bhoi, Dy Manager (Foundry and Forge) received the award. Established in 1967, HAL, Avionics Division, Hyderabad, is engaged in design, development, manufacture, repair, overhaul of avionic systems for various military and civil fields covering ground, naval and air operations. The product range of the Division includes airborne radar equipment (RAM, IFF), communication equipment (INCOM, COM), navigation equipment (VOR/ILS, TACAN), on-board computers and testers.

BEM conferred with Raksha Mantri Award (UPDATED)
BEML LIMITED, a public sector undertaking under the Ministry of Defence and a premier manufacturer of rail products, has been conferred with Raksha Mantri Award in recognition of the excellent effort, 'Design Effort' for design and development of country's first Stainless Steel Electric Multiple Unit (SSEMU) for Indian Railways for suburban commuting. At a function held at New Delhi today, the Award together with the cheque of Award Prize for Rs.1.00 lakh has been received by P Dwarakanath, Chairman & Managing Director, BEML from A K Antony, Defence Minister in the presence of Jitender Singh, Minister of State for Defence.

Why was promotion list of CITs withdrawn ? (UPDATED)
Grapevine has it that the promotion list of CITs to CCITs, was issued on Tuesday and later withdrawn, because it contained the name of two such officers who had already retired. The retired officers whose name were inadvertently mentioned in the list were Srinivasulu and Kuldeep Singh.

The promotion list of CITs to CCITs which was announced yesterday and later withdrawn is expected to be finally announced today. While the regular list of those of 1981 batch promoted contains the name of one Mishraji in the last, the extended list has the name of DD Gupta in the last.

Justice Mansoor Ahmad Mir has been sworn in as acting Chief Justice of Himachal Pradesh High Court. Himachal Pradesh Governor Urmilla Singh administered oath to Mir. Judge the performance

There are 7-8 parameters on which the economic condition of a country can be judged. It does not require much debate unless someone make a issue of un-necessary discussion. Let us see trade deficit which has increased to $191bn in 2012-13 from $ 28bn in 2004-05. CAD has widened to record high 4.8% of GDP $ 87.8 bn. It means our export has gone down and imports have increased resulting in widening of CAD. GDP growth has come down to 3.8% (As per IMF) from more than 8% in 2004-05. Low GDP and core infrastructure growth is a matter of concern. Fiscal deficit has increased, industrial production has gone down resulting in job losses. Prices are rising. Common man is suffering. See the performance of Air India after pumping Rs.3000 crores. BSNL, MTNL, ITI and other PSUs which are finding difficulty even paying salaries. The performance is not good which can be appreciated. We have to find some one while reviewing the performance can say "I am not interested in excuses for delay; I am interested in getting the work done". Even after 66 years of independence we are coming to a situation to bring food security bill because we could not provide opportunity to common man to earn themselves for their livelihood and lead respectable life without depending on others. We have to think how to create jobs and provide necessary things like health care, education, drinking water, roads etc. We do not have sufficient electricity to meet the requirement of rural areas. Power generation is not very encouraging. Where we are progressing? Can someone analyze it?

Cadre restructuring of CSS

We do hope some good news in the front of cadre restructuring of CSS. It is really a fact that this service is the backbone of functioning of the government and so it indeed deserves some good recommendations. Let us wait and watch.

The Government of India is trying to avoid plight of government servants. The CSS 2003 select contains those tainted names whose services are not to the mark and it is suggested that they should have been curtailed

PIO should personally attend the hearing before the information commission

A hearing of show cause notice issued for imposing penalty under section 20 was held by the CIC. The Public Information Officer (PIO) of South Delhi Municipal Corporation failed to appear before the CIC and instead deputed an officer below him in rank to appear on his behalf even though the Commission had specifically directed the PIO to appear for personal hearing before imposition of penalty. The CIC noted that information was furnished to the appellant after a delay of about a year that too, when the CIC had given directions during the second appeal. The CIC imposed the maximum penalty of Rs. 25,000/- to be recovered in five equal instalments @ Rs. 5,000/ p.m.

Comments

The opportunity of hearing provided by the commission should not be missed by a PIO. It is the chance available with the PIO to explain his conduct and show that there was no malafide denial of information.
