in various sick Central Public Sector Enterprises (CPSEs), have pined
hopes on the Government of India that it will raise retirement age from

Outgoing Chief Information Commissioner of India Satyanand Mishra has
been appointed Chairman of the Multi Commodity Exchange (MCX).He is
a former 1973 batch IAS officer of Madhya Pradesh cadre.
Will DGCA return West Bengal in January ?
After the refusal of the West Bengal Government to allow him to continue
as DGCA, Arun Mishra is likely to return to the parent cadre in January.
Though the deputation tenure of 1986 batch IAS officer, Mishra, is scheduled
to expire in August, the West Bengal Government has asked him to return
in January.

Why was promotion list of CITs withdrawn ?
Grapevine has it that the promotion list of CITs to CCITs, was issued
on Tuesday and later withdrawn, because it contained the name of two
such officers who had already retired. The retired officers whose name
were inadvertently mentioned in the list were Srinivasulu and Kuldeep
Singh.
No suitable candidate found for Director (Tech),

The Public Enterprises Selection Board (PESB) has not found any suitable
candidate for the post of Director (Technical), Electronics Corporation
of India Limited (ECIL) despite being interviewed as many as eight candidates.

Tarun Tejpal, an inspiration behind 'The Dream
Chasers'? (UPDATED)
It is learnt that one of the characters 'Karan' in Vipul Mittra's best
seller novel 'The Dream Chasers' is inspired by none other than Tarunjit
Tejpal, who was a class fellow of Mittra at DAV College. Karan is shown
as the dopey, crazy young man who rides scooters semi-naked in middle
of the night. The book has sold two large re-prints and Random House,
world's largest publisher after their take of Penguin, is running to
supply books at stores, where the novel is flying off the shelves. The
book was released by Amitabh Bachchan in October.

Sufferings of CGHS
In some states free medicines are being distributed/given to everyone.
What is happening to CGHS beneficiaries? For simple cataract operation,
one has to go Govt. hospital first to get medical advise then to dispensary
for permission. Why CGHS beneficiary cannot go directly to empanelled
hospital for operation directly? Even beneficiary cannot visit empanelled
hospital for cancer diagnostics without permission? What sort of CGHS
working is? In this changing environment it is absolutely necessary
to make the rules simpler and easy so that CGHS beneficiary can avail
the medical help without going thru bureaucratic rules. Another problem
is likely to come from 1.1.2014 when cashless facility is withdrawn
by empanelled hospitals. CGHS even not supplying a simple insulin injecting
pen to beneficiaries. Is Minister of Health & FW is listening to
improve and streamline the working of CGHS and make it free from BABUS.

Do not raise so much of hue and cry
The MENU Card should be inserted in proper Frame and prominently displayed
in the compartment. This will desist the catering staff from cheating
the passengers. But one should not raise so much of hue and cry. If
we cannot afford or digest the food provided in Train, then we should
carry our own food. Tell me where the people are not being fleeced by
the food suppliers in terms price, quality and quantity ? We Indians
are basically not hygiene conscious. Then we have the habit of eating
a variety of foods. It is a question of attitude, which has to change
drastically in our country both in terms of quality and honesty.

PIO should personally attend the hearing before the information
commission
A hearing of show cause notice issued for imposing penalty under
section 20 was held by the CIC. The Public Information Officer
(PIO) of South Delhi Municipal Corporation failed to appear before
the CIC and instead deputed an officer below him in rank to appear
on his behalf even though the Commission had specifically directed
the PIO to appear for personal hearing before imposition of penalty.
The CIC noted that information was furnished to the appellant
after a delay of about a year that too, when the CIC had given
directions during the second appeal. The CIC imposed the maximum
penalty of Rs. 25,000/- to be recovered in five equal instalments
@ Rs. 5,000/ p.m.
Comments
The opportunity of hearing provided by the commission should
not be missed by a PIO. It is the chance available with the PIO
to explain his conduct and show that there was no malafide denial
of information.
