Many vacancies in shipping sector
Shipping Corporation of India (SCI), Jawaharlal Nehru and Vizag ports, all have temporary Chairmen for months, as important appointments in the maritime sector - already facing capacity constraints and poor cargo growth - are stuck. Though SCI had announced Sunil Thapar as its new Chairman, the appointment has not
become effective for want of certain clearances. The Chairman of Kolkata Port Trust, R P S Kahlon, has been holing the additional charge of Vizag port as well. At Jawaharlal Nehru Port Trust, L Radhakrishnan's premature departure left Deputy Chairman N N Kumar holding the Chairman's position on a temporary basis. The selection of the new Chairman even though advertised and formalities completed is awaiting the Minister's nod. The Ministry officers are wisecracking that the Minister of Shipping should also be on an adjunct charge of some other Ministry to bring everything on par. NHAI, CERC, Bank heads and now Shipping vacancies: seems as if the appointments in UPA make haste slowly.

P K Purwar selected for post of CMD, MTNL
P K Purwar, Director Finance, MTNL, has been selected for the post of Chairman & Managing Director (CMD), Mahanagar Telephone Nigam Limited (MTNL) at a Public Enterprises Selection Board (PESB) meeting held on November 28, 2013. As many as six persons were interviewed for the same.

DoPT asks PESB to advertise posts one year before of vacancy
The Department of Personnel and Training (DoPT) has instructed the Public Enterprises Selection Board (PESB) to initiate the recruitment process to Board level post in Public Sector Undertakings (PSUs) units one year prior to date of occurrence of vacancy so as to fill the post on time.

S V Acharya is scheduled to superannuate on November 30 adding one more vacancy for the takers waiting in the wings. The vacant posts of GM will now increase to five. BSE launches currency, interest rate derivative trading
BSE, Asia's first stock Exchange, has launched currency and interest rate derivative trading. In its Currency Derivatives segment, BSE allows trading in contracts like US Dollar-Indian Rupee (USD-INR), Euro-Indian Rupee (EUR-INR), British pound-Indian Rupee (GBP-INR) and Japanese Yen- Indian Rupee (JPY-INR). Currency Options trading will be commenced on the contracts on US Dollar- Indian Rupee (US$- INR). The Exchange today launched trading of the currency derivatives segment on its new trading platform through its BOLT Plus software. Bolt Plus platform is based on T7, the global trading architecture of Deutsche Bourse AG. One of the key features of the new system is a response time of approximately 200 micro seconds making it the fastest trading platform in the country today several times faster than the nearest competition. The Clearing & Settlement of trades executed on the Currency Derivatives Segment will be performed by the Indian Clearing Corporation Ltd (ICCL), wholly owned subsidiary of BSE.

Two IPS officers shifted in Andhra Pradesh (UPDATED)

Cadre restructuring of CSS

When the CSS Officers become eligible for Joint Secretary level posts, they are only given in situ promotions by upgrading their existing positions or given inconsequential posts. There is no reason why they cannot be given proper postings. While doing the cadre restructuring , this aspect should be considered.

Medical Insurance schemes damaging Insurance companies due to connivance
Once the General Insurance companies of the country were a blue chip companies and earning huge profits. In the recent past all of these companies have gone into red only because of the Medical Insurance schemes. The so called private hospitals in connivance with the some officials of the Insurance companies paid huge medical treatment benefits to the Hospitals, which improved the financial position of the latter and improved the financial position of the former.

I am dealing with the re-reimbursement bills of private CGHS empanelled hospitals. We see how these people submit huge inflated bills and we are forced to refer matters to the CGHS for clarifications. In the process we save huge amounts of the government. The private empanelled hospitals also do not have proper doctors. The interns are mostly the people who have done their MBBS from China, Russia etc. The whole world is aware as to how the private hospitals are fleecing people in the name of tests and treatment, which are not necessary.

Instead of criticizing CGHS, we should talk about setting up of some hospitals for Central Government employees. In the existing Central Government hospitals like AAIMS, Safdarjung, Ram Manohar Hospitals we should have sufficient & separate arrangements for Government employees to show to the doctors, get lab & diagnostic tests done and also there should be separate wing of Wards and Private Wards for the Central Government employees. These facilities should also remain open on the Saturdays so that the office does not suffer.

There is no point even in raising any issue in the present set up? It is insensitive, ruthless, corrupt and only busy in the loot? We may see the worst of CGHS in the days to come. You can go for treatment abroad at government expenses but difficult to deal with CGHS, say it to be doctors, pharmacist?

Congress makes pre election pact

Toughness increases for both - the BJP and the Congress. Kirodilal Meena will be probable Dy CM in Rajasthan with 10-13 MLAs in hand supporting the Congress from outside. The Congress has likely made pre election pact. Anyway wait and watch.

PIO should personally attend the hearing before the information commission

A hearing of show cause notice issued for imposing penalty under section 20 was held by the CIC. The Public Information Officer (PIO) of South Delhi Municipal Corporation failed to appear before the CIC and instead deputed an officer below him in rank to appear on his behalf even though the Commission had specifically directed the PIO to appear for personal hearing before imposition of penalty. The CIC noted that information was furnished to the appellant after a delay of about a year that too, when the CIC had given directions during the second appeal. The CIC imposed the maximum penalty of Rs. 25,000/- to be recovered in five equal instalments @ Rs. 5,000/ p.m.

The opportunity of hearing provided by the commission should not be missed by a PIO. It is the chance available with the PIO to explain his conduct and show that there was no malafide denial of information.
