BRPSE chairman, Dr Sengupta is no more
Dr Nitish Sengupta, Chairman, BRPSE (Board for Reconstruction of Public Sector Enterprises), has passed away in New Delhi. He was cremated here at Lodhi Road crematorium. Dr. Sengupta, 81, had died of heart attack at his residence. He was Chairman of BRPSE since 2007 and played a stellar role in the turnaround and financial upkeep of a number of Central Public Sector Enterprises (CPSEs) in the recent years; and had given away the 'BRPSE Turnaround Award 2013' to 4 CPSEs only the last Thursday.

7 IRSE officers shifted after promotion to HAG (UPDATED)
A number of officers belonging to IRSE have been transferred after promotion to Higher Administrative Grade (HAG) in Railways. Accordingly, Alok Ranjan, SAG/IRSE, Executive Director, Civil Engineering (Bridges & Structure)-I, Railway Board, has been promoted to the grade of HAG and posted as Adviser (Land & Amenities), Railway Board while Nand Kishore, SAG/IRSE, Executive Director (Works), RDSO was posted as Senior Executive Director (Works), RDSO after promotion to the same grade and J S Gupta is appointed as PCE/East Coast Railway. Similarly, M S Lakha has been posted as PCE, Northeast Frontier Railway; S Balakrishna is posted as CAO (C-II), Northern Railway; R Venkadasamy as PCE in East Coast Railway and Lallo Singh was posted as CAO (C), North Central Railway.

HAL joins ISRO's Mars Mission by Satellite Structure, Propellant Tankages (UPDATED)
Hindustan Aeronautics Limited (HAL) has contributed in its way in today's launch of the Mars Orbiter Mission spacecraft. "We delivered seven types of riveted structural assemblies and four types of welded propellant tankages for the Polar Satellite Launch Vehicle (PSLV-C25)", said Dr RK Tyagi, Chairman, HAL. The Company had also delivered bare satellite structure and deck panel to ISRO. The satellite structure is an assembly of composite and metallic honeycomb sandwich panels with a central composite cylinder. The honeycomb panels and the composite cylinder were supplied by HAL's Composite Manufacturing Division and the structural assembly work was carried out at HAL's Aerospace Division. The payload, propellant systems, solar panels etc were integrated into the bare structure by ISRO.

Ircon International Limited, a Public Sector Undertaking in construction sector under the Ministry of Railways, has recorded a turnover of Rs. 1591.47 crore and Profit Before Tax of Rs. 435.31 crore during half of the current financial year 2013-14 i.e from April 1, 2013 to September 30, 2013, an increase of 6 per cent and 59 per cent respectively over the corresponding period last year. The above results were taken on record in 209th meeting of the Board of Directors chaired by Mohan Tiwari, Chairman & Managing Director, IRCON.

Lethargic working in Government

Why government officer should work? Question is if he does some work there is every possibility that somebody will be affected and series of RTI queries will come up or if person affected may bring political pressure or some type of enquiry can be set up. There is no system he can be awarded , unlike private concern where benefit to organization is recognized or some benefit can be passed on , in worst case he may lose job , but in govt not only he will lose job , criminal liability etc are repercussion. Hence no work is most safe approach and hence lethargic working in government.

Mess of govt machinery, due to negligence of manual


The Manual provides several procedures to keep the office in order. The mess of the govt. machinery is only due to negligence of the manual. It is painful to point out that even the high offices of the country do not bother to acknowledge the receipt of public grievances. But for the personal reasons only, the functioning in the offices has come to a standstill. There are examples that a letter from the Speaker of the Delhi Vidhan Sabha to Lt. Governor is not acknowledged. Illegal activities are rampant under the eyes of the keepers of the Manual of Office Procedure. The bitter truth is that senior officers have not even seen the Manual in their life time. Jai Hind!

Disclosure must hamper the process of investigation

The appellant stated that he had detected fraudulent claims in the TA Bills claimed by a Superintendent of Post Offices for the period January 2009 to April 2010 and wanted a copy of the note-sheets and the file pertaining to the matter. The PIO's representative stated that an inquiry has been conducted and the matter has been referred to the higher authorities for approval of further action. It was further contended that the matter relates to an inquiry which is in progress
and hence the information is exempt under Section 8(1)(h) of the RTI Act. Appellant argued that the matter relates to misappropriation of government funds which was exposed by him in September 2010 and the information is disclosable to him in larger public interest. Further, the respondents are unable to show any satisfactory reason as to how the release of the information would hamper the inquiry The CIC directed to provide the information.

Comments

The Hon'ble High Court of Delhi vide its decision dated 03/12/2007 (WP)(C) no. 3114/2007 Bhagat Singh v. CIC and Ors has held that the mere pendency of investigation / inquiry is not sufficient justification by itself for withholding the information. It must be shown that the disclosure of the information would 'impede' or even on a lesser threshold 'hamper' or 'interfere' with the inquiry/investigation.
