Senior railway officers - more loyal than the king
The suspension yesterday through a control message of Swapnil Garg a senior railway officer at Lucknow just because the Minister of Railways had to walk 60 metres on the railway platform shows the distorted mindset of senior railway bureaucracy. It is all the more interesting that the suspension was ordered by an officer who is still being probed by the CBI for his role in the railgate scam and the CVC for other irregularities. With such recurring shameful actions, the railway officers are now a totally demoralized lot. Will the IAS now step in?

Indian Navy Inducts HAL Produced Hawks (UPDATED)

The Indian Navy today inducted the first fully Indian manufactured Hawk Advanced Jet Trainers produced by Hindustan Aeronautics Limited (HAL) at INS Dega, Vishakhapatnam. Speaking on the occasion, the Chief of Naval Staff, Admiral, D. K. Joshi hailed the efforts made by HAL and said the navy looks forward to increased participation from the defence PSU. "We are proud of Indian manufactured products and it is evident from the fact that HAL made aircraft such as Vampire and Kirans are with us for decades", he added. Saluting the sea warriors on this pristine occasion, Dr R K Tyagi, Chairman, HAL, said the Company remains committed to serve the country and its defence forces in every possible way. "Our support is not only for Hawk but for all platforms of Indian Navy", he assured. The highlight of the day was the ceremonial fly past by various aircraft of Indian Navy such as Chetaks, Dornier, Kamov etc followed by exhilarating display of Hawks.
Hawk Mk-132 Aircraft:
The Hawk Advanced Jet Trainer is a dual seat multi-purpose aircraft powered by a single Rolls Royce Adour Mk.871 engine. The Hawk AJT is primarily used for basic, advanced and weapons training of the pilots. However, the Aircraft has the capabilities to be used as a ground attack aircraft or for air defence.The Hawk AJT has excellent flying characteristics with good stability, can be flown at night and can perform wide range of aerobatic manoeuvres. The aircraft can remarkably accommodate a wide variety of external stores. The cockpit is arranged in an efficient ergonomic manner in order to provide a lead-in to modern front line aircraft. The cockpit provides an excellent field of view for both pilots. The instructor's station in the rear cockpit has appropriate override control of vital functions. The primary flight control systems are provided by means of an all-moving tailplane, aileron and rudder deflections respectively. The secondary flight control systems comprise wing double slotted flaps and an air brake on the underside of the rear fuselage.

Select person with research background having balance approach

The post of Director General, Indian Council of Forestry Research and Education, MoEF, GoI in the apex scale is to filled. I feel a person with research background having balance approach should be selected for the post. The post should be filled at the earliest to gap the vacuum created since last so many months. Future, it should be ensured that the post of the DG and Directors of the ICFRE institutes should be filled advertised well in time. I would request you to kindly highlight the selection of DG.

Significant changes

The Department of Administrative Reforms had brought out some significant changes in the 13th edition of the CSMOP based on the accepted recommendations of 2nd ARC. Prominent amongst them being 'level jumping' and also that the 'files requiring the approval of the Minister should be initiated at the level of DS/Director. This instruction is being flouted and the files are being continued to be initiated at the level of Assistants and senior officials only putting their autograph. In all communications being issued by a Government departments, the phone number, fax number, e-mail address and complete address of the official who is signing the letter to be invariably mentioned. One has to on his own has also to make efforts to find out the phone, e-mail address and address of the person to whom the letter is being sent and note it down by the side of the addresses name. Like this a number of changes has taken place and nobody is bothered to go though them. This is the tragedy of the Government functioning. If some government official is not following the instructions contained in the CSMOP on regular basis action can be taken against him or her under the CCS Conduct rules.

Improving CGHS Working

It is need of the hour to improve the working of CGHS across the country. Once private hospitals have been empanelled under CGHS then the CGHS beneficiaries should be permitted to have consultation and tests without getting it referred by CGHS or Govt. hospitals. In this way the working will improve and will give relief to beneficiaries. Otherwise the whole purpose of empaneling private hospitals is lost and government also does not believe in decentralizing the system. At least government can start this procedure from cancer empanelled hospitals. Though medicines will continue to be issued by respective dispensaries. Be sensitive to CGHS beneficiaries at least to Sr. Citizens i.e pensioners.

When will the rulers ever get it right?

How wonderful that the Indian government is finally celebrating Diwali by sending a huge rocket to Mars! It costs Rs. 500 crores to fund Sai Babas free super-specialty hospital at Puttaparthy every year. The Diwali rocket to Mars will cost Rs. 450 crores. Would it not have been better spent on a free super-specialty hospital for the poor who can neither afford visiting a doctor nor buy life saving drugs ? Already over 2.5 lakh farmers have ended their lives as they could not repay the loans they took from banks because the foreign corporations want to run Agriculture like a business. After a nights visit by Rahul Gandhi, Kalavati has been forgotten. In fact even her nephew committed suicide soon after due to indebtedness. So Happy Diwali India!

Stop wasting public money on statues

I wonder whether Sardar Patel would have approved of an expenditure of Rs. 2500 crore in building his statue. While we build such concrete statues in the name of unity of the nation we divide our people on the basis of religion, caste, language and what not. Instead of wasting money on the statues the parties should spend such money in uplifting the poor and build schools and hospitals in the names of their icons. It is high time somebody must stop the wastage of public money on
statues.

Disclosure must hamper the process of investigation

The appellant stated that he had detected fraudulent claims in the TA Bills claimed by a Superintendent of Post Offices for the period January 2009 to April 2010 and wanted a copy of the note-sheets and the file pertaining to the matter. The PIO's representative stated that an inquiry has been conducted and the matter has been referred to the higher authorities for approval of further action. It was further contended that the matter relates to an inquiry which is in progress
and hence the information is exempt under Section 8(1)(h) of the RTI Act. Appellant argued that the matter relates to misappropriation of government funds which was exposed by him in September 2010 and the information is disclosable to him in larger public interest. Further, the respondents are unable to show any satisfactory reason as to how the release of the information would hamper the inquiry The CIC directed to provide the information.

Comments

The Hon'ble High Court of Delhi vide its decision dated 03/12/2007 (WP)(C) no. 3114/2007 Bhagat Singh v. CIC and Ors has held that the mere pendency of investigation / inquiry is not sufficient justification by itself for withholding the information. It must be shown that the disclosure of the information would 'impede' or even on a lesser threshold 'hamper' or 'interfere' with the inquiry/investigation.
