NTPC to maintain stature with quality quick delivery (UPDATED)

He congratulated team NTPC for turning plans for setting up projects in Sri Lanka and Bangladesh into reality. He said these projects have put NTPC on international map and are an opportunity to benchmark against the Global best. In his speech, he also spoke about NTPC now having 10 coal mines to take care of its fuel security and also the urgent need to commence mining operations. He appreciated the efforts put in by employees stationed in brown and Greenfield projects in spite of difficulties. He laid emphasis on the need for quality assurance, cost consciousness, technological and commercial prudence for best results for the company. He appreciated the efforts of Commercial, Finance, Operations, Projects and Human Resource Departments for taking the plans of the company forward. Expressing his satisfaction on the capacity addition front he said that NTPC needs to keep the pace in coming years to grow and sustain its position as the leader in the sector. 8 IAS officers transferred in MP (UPDATED)
As many as eight officers belonging to Indian Administrative Service (IAS) have been transferred and posted at different places in Madhya Pradesh. Accordingly, K C Gupta has been appointed as Ujjain Commissioner while A K Pandey will now be Labour Commissioner and MD, Finance Corporation and M C Gupta is Collector, Panna. Post of Secretary, Internal Security vacant for long

The post of Secretary, Internal Security, is considered a very prestigious and very vital in the management of security related matters in the country and is vacant for over around 6 weeks and no IPS officer seem to accept it as one has to put in long working hours at the fag end of carrier. In this volatile atmosphere and electioneering in 5 states who are responsible for allowing it to continue vacant. This has become the norm of the day with all Ministries. Why can't Cab. Sec. keep a tab and instruct Ministries to fill up these top slots 2 week in advance or these selection should be taken over by Cabinet Secretary as in the case of AS/Secy to GoI. This seems to be a serious issue but all are happy to call it a spade.

Shame on us

It is a shame that even after so many years independent India has sick, starving and illiterates; corruption galore; and discrimination on the grounds of caste, religion and region etc. Why organizations that boast of being great nationalist do not object to expenditures like this - 2500 crores on a statue. Why they don't work or eliminating the social evils and the inequalities in the society and on the contrary, take pride in promoting a party that excludes a large section of the society in terms of lower castes, other religions or geography. It is high time that people thought about it.

Administrative lethargy

Since corruption now a days is quite common and both the ruling class, bureaucracy and best part of the people also generalise it, suspension or conducting vigilance enquiry by a superior officer, who himself is facing corruption charges is not a matter of surprise. In fact, the administrative departments are so lethargic in handling vigilance cases and try to punish those found guilty committing small offences like false LTC claims and bogus medical bills etc, whereas people who silently swindle huge amount of public funds continue to enjoy a cheerful life. There is one organisation which is being requested by the Planning Commission to wind its Regional Offices, but the Administrative Department never bothers about this. If a vigilance enquiry is ordered, only a handful of employees will be spared and these Regional Offices would automatically get closed down.

Did the IB alert the government about threat to Mahatma Gandhi?

Did the IB know about the threat to the life of Mahatma Gandhi? Did it inform the government? On how many occasions did the IB inform the government? Did it inform the Home Minister? Did it ignored the Home Minister and informed only the Prime Minister? Too much of coverage of all kinds in the press and electronic media has triggered these questions, as by one account the PM sent his personal staff to make an inquiry about riots or some such flare up without taking the HM in confidence. Was it the same with regard to the assassination of the Mahatma?

The selection of Director General, ICFRE, post, the only council of the Government of India is a need of hour to meet the target of R & D in the field of Forest and Environment and XIIth Plan of the Government of India . Government of India should speed up the process of selection.

Where specialist's prescription has no value ?

It has come as a shock to me to learn the other day when my CGHS doctor told me that I could not draw the medicines prescribed by the Government specialist unless the prescribed list of medicines is forwarded on-line by the concerned Government hospital direct to the Dispensary of the beneficiary. That is to say that the Specialist's prescription has no value to you if it is not passed on to the concerned Wellness Centre online. I think this is a ridiculous decision on the part of the CGHS. If someone gets a Specialist's prescription from the general OPD of Dr.RML Hospital or Safdarjung Hospital how is it possible to transmit the prescription online to the Dispensary of the beneficiary. Will someone enlighten on this latest procedure for the benefit of CGHS beneficiaries especially pensioners?

Disclosure must hamper the process of investigation

The appellant stated that he had detected fraudulent claims in the TA Bills claimed by a Superintendent of Post Offices for the period January 2009 to April 2010 and wanted a copy of the note-sheets and the file pertaining to the matter. The PIO's representative stated that an inquiry has been conducted and the matter has been referred to the higher authorities for approval of further action. It was further contended that the matter relates to an inquiry which is in progress
and hence the information is exempt under Section 8(1)(h) of the RTI Act. Appellant argued that the matter relates to misappropriation of government funds which was exposed by him in September 2010 and the information is disclosable to him in larger public interest. Further, the respondents are unable to show any satisfactory reason as to how the release of the information would hamper the inquiry The CIC directed to provide the information.

Comments

The Hon'ble High Court of Delhi vide its decision dated 03/12/2007 (WP)(C) no. 3114/2007 Bhagat Singh v. CIC and Ors has held that the mere pendency of investigation / inquiry is not sufficient justification by itself for withholding the information. It must be shown that the disclosure of the information would 'impede' or even on a lesser threshold 'hamper' or 'interfere' with the inquiry/investigation.
