A.K. Antony has broken record in the history of Independent India by
remaining Defence Minister " Raksha Mantri" at a stretch for
eight years. He is the second Keralite (after V. K. Krishna Menon) and
one of the very few Rajya Sabha MP to serve this long.
Employment Bureau of CBI ?
Has the residence of a politician from the North-East in New Delhi become
employment bureau for CBI aspirants. There are reports that certain
aspirants wish to join CBI as SP,ADG and even Director can be seen hovering
around the residence of the leader.

Who will be new Additional Director CBI ? Names of two Tamil Nadu cadre
IPS officers Archana Ramasundaram of 1980 batch and Ashok Kumar of 1982

of 1982 batch of Uttarakhand cadre are currently in circulation.
Will the post of Secretary, Coordination remain
with Ajit Seth only?
Whispers have been doing round the corners these days that Cabinet Secretary,
Ajit Seth may like to keep the slot of Secretary, (Coordination) with
him. Prior to Alok Rawat the slot remained with Ajit Seth only. The
vacant slot has raised the curiosity bars among the takers also because
Rawat had moved to MoWR as Secretary in the month of June and the post
has been lying vacant for over four months.
Will Jena move to DoWCD as Secretary?
Whisper have been doing round the corners these days that Vandana Kumari
Jena, a 1979 batch IAS officer of Odisha cadre, will have brighter prospects
as secretary in the Department of Women & Child Development (DoWCD)
; in case Neeta Chowdhary moves from DoWCD. Previously Jena's name was
in circulation for the slot of Secretary, Coordination, Cabinet Secretariat.
Panel for IPP may be formed today; uncertainty
prevails?
If some well placed sources are to be believed the panel for the post
of Joint Secretary, Industrial Policy & Promotion, Dept of Commerce,
may be formed today. If everything goes well it may also be put up in
the CSB on November 11. The uncertainty still prevails as panels formed
earlier were scrapped twice.
Six SP level appointments cleared in CBI
Six SP level new appointments in the CBI have been cleared. Who are
the IPS officers ?
Five dozen 1995 batch IAS officers to be
JS ?
About five dozen 1995 batch IAS officers are expected to be empanelled
to the rank of Joint Secretary in the Government of India. Total number
of this batch is said to be 100.
Aman Puri is appointed as RPO, Delhi
Dr Aman Puri has been appointed as Regional Passport Officer (RPO) in
Delhi. Puri, a 2003 batch Indian Foreign Service officer, previously
served as Deputy Chief Protocol (C.).
Wadhwa yet to join as Secretary (East), MEA
Ambassador of India in Bangkok, Anil Wadhwa, who has been appointed
as Secretary (East), Ministry of External Affairs (MEA) is yet to don
the mantle of Secretary office as present incumbent Ashok K Kantha-
who has also been appointed as Ambassador of India to China-is continuing
in the office.
Ms Behuria to be Secretary General, NHRC
Member of the CBDT, Parvinder Sohi Behuria, will be new Secretary General
of National Human Rights Commission (NHRC).She is 1977 batch IRS officer.
Nidhi Khare to be JS, DBT
Nidhi Khare who is presently posted in Jharkhand is likely to move as
Joint Secretary Direct Benefit Transfer (DBT).She is 1992 batch IAS
officer of Jharkhand cadre.
Six vacancies of CMD in banks
There are going to be six vacancies of CMDs in the nationalized banks
during 2014.
26 applications received by RBI for new banking
license
RBI has reportedly received 26 applications for new banking license.
These include corporate houses such as Aditya Birla Group, the Tata
Group, Anil Ambani's Reliance Group and the Bajaj Group.
Three 1980 batch IAS officers will retire
in 2017 and one in 2018
Three 1980 batch empanelled IAS officers will retire as Secretary in
the Government of India only in 2017. They are Ashok Lavasa Haryana),V
K Pepersenia (AM) and P D Meena (MP). One IAS officer of this batch
belonging to Assam-Meghalaya cadre K D Tripathi will however, retire
in 2018.
Oraon gets three years re-employment as the
Chairperson of NCST
Dr Rameshwar Oraon has been given a re-employment for another three
years term as the Chairperson of National Commission for Scheduled Tribes.
His term had come to an end on October 28, 2013. Oraon is a former 1972
batch IPS officer of Jharkhand cadre. He had taken over the offices
as the third Chairperson of National Commission for STs in 2010.
V K Mishra to be CCIT, Bhopal
CCIT in Indore, V K Mishra, is all set to be posted permanently as Chief
Commissioner Income Tax in Bhopal. He is a 1978 batch IRS officer.
Sharma to be new IAF Vice-Chief
Eastern Air Command Chief Air Marshal R K Sharma will take over as the
Vice Chief of the Air Staff (VCAS) at Air Headquarters. As Vice Chief,
Air Marshal Sharma will directly be in charge of IAFs ongoing
capability buildup and visualizing its future technology requirements.

CGM, SBI Bhopal Circle, Dinesh Kumar Khara is moving to Headquarters

R P Thakur, CGM, CCL, will be joining as Director (Technical), South
Eastern Coalfields Limited (SECL). He will succeed P K Roy retiring
in November, 2013.

CBEC and cadre review
CBEC cadre review will be cleared in the next century .the same IAS
which insists on before time promotions of already super fast promotions
in its cadre, is ensuring that it goes pending till March - April 2014
so that code of conduct can swallow it .we all must thank the IAS for
thriving at the cost of all others and still cry fowl .

About Rs. 2500 crores on a statue in Gujarat, unbelievable, gross under
utilization of money. No government money should be spent on publicity
by way of installing statues by state governments or central government
of any politicians be it Gandhi, Ambedkar, Patel or Nehru. All political
parties are free to install statues of their political mentors from
donations to their political parties. All political parties maintain
good bank balances, is no secret. Publicity of a political party is
possible without affecting government funds.

time. However is it really necessary to have panel discussion on every
topic for half an hour. Mostly same faces come on all channels and talk
whatever they want. These self styled Platos, Aristotoles, Harold Laskys
bore the viwers and they should be asked to take long holiday.

Disclosure must hamper the process of investigation
The appellant stated that he had detected fraudulent claims in
the TA Bills claimed by a Superintendent of Post Offices for the
period January 2009 to April 2010 and wanted a copy of the note-sheets
and the file pertaining to the matter. The PIO's representative
stated that an inquiry has been conducted and the matter has been
referred to the higher authorities for approval of further action.
It was further contended that the matter relates to an inquiry
which is in progress
and hence the information is exempt under Section 8(1)(h) of the
RTI Act. Appellant argued that the matter relates to misappropriation
of government funds which was exposed by him in September 2010
and the information is disclosable to him in larger public interest.
Further, the respondents are unable to show any satisfactory reason
as to how the release of the information would hamper the inquiry
The CIC directed to provide the information.
Comments
The Hon'ble High Court of Delhi vide its decision dated 03/12/2007
(WP)(C) no. 3114/2007 Bhagat Singh v. CIC and Ors has held that
the mere pendency of investigation / inquiry is not sufficient
justification by itself for withholding the information. It must
be shown that the disclosure of the information would 'impede'
or even on a lesser threshold 'hamper' or 'interfere' with the
inquiry/investigation.
