Employment Bureau of CBI ?
Has the residence of a politician from the North-East in New Delhi become employment bureau for CBI aspirants. There are reports that certain aspirants wish to join CBI as SP,ADG and even Director can be seen hovering around the residence of the leader.

Who will be new Additional Director CBI ? Names of two Tamil Nadu cadre IPS officers Archana Ramasundaram of 1980 batch and Ashok Kumar of 1982 batch, R K Pachnanda of 1983 batch of West Bengal cadre and S K Bhagat of 1982 batch of Uttarakhand cadre are currently in circulation.

Will the post of Secretary, Coordination remain with Ajit Seth only?
Whispers have been doing round the corners these days that Cabinet Secretary, Ajit Seth may like to keep the slot of Secretary, (Coordination) with him. Prior to Alok Rawat the slot remained with Ajit Seth only. The vacant slot has raised the curiosity bars among the takers also because Rawat had moved to MoWR as Secretary in the month of June and the post has been lying vacant for over four months.

Will Jena move to DoWCD as Secretary?
Whisper have been doing round the corners these days that Vandana Kumari Jena, a 1979 batch IAS officer of Odisha cadre, will have brighter prospects as secretary in the Department of Women & Child Development (DoWCD) ; in case Neeta Chowdhary moves from DoWCD. Previously Jena's name was in circulation for the slot of Secretary, Coordination, Cabinet Secretariat.

Panel for IPP may be formed today; uncertainty prevails?

If everything goes well it may also be put up in the CSB on November 11. The uncertainty still prevails as panels formed earlier were scrapped twice.

Six vacancies of CMD in banks

26 applications received by RBI for new banking license
RBI has reportedly received 26 applications for new banking license. These include corporate houses such as Aditya Birla Group, the Tata Group, Anil Ambani's Reliance Group and the Bajaj Group.

Three 1980 batch IAS officers will retire in 2017 and one in 2018

Oraon gets three years re-employment as the Chairperson of NCST
Dr Rameshwar Oraon has been given a re-employment for another three years term as the Chairperson of National Commission for Scheduled Tribes. His term had come to an end on October 28, 2013. Oraon is a former 1972 batch IPS officer of Jharkhand cadre. He had taken over the offices as the third Chairperson of National Commission for STs in 2010.

V K Mishra to be CCIT, Bhopal
CCIT in Indore, V K Mishra, is all set to be posted permanently as Chief Commissioner Income Tax in Bhopal. He is a 1978 batch IRS officer.

CBEC and cadre review

CBEC cadre review will be cleared in the next century .the same IAS which insists on before time promotions of already super fast promotions in its cadre, is ensuring that it goes pending till March - April 2014 so that code of conduct can swallow it .we all must thank the IAS for thriving at the cost of all others and still cry fowl .

No government money should be spent on publicity by way of installing statues by state governments or central government of any politicians be it Gandhi, Ambedkar, Patel or Nehru. All political parties are free to install statues of their political mentors from donations to their political parties. All political parties maintain good bank balances, is no secret. Publicity of a political party is possible without affecting government funds.

Mostly same faces come on all channels and talk whatever they want. These self styled Platos, Aristotoles, Harold Laskys bore the viwers and they should be asked to take long holiday.

Disclosure must hamper the process of investigation

The appellant stated that he had detected fraudulent claims in the TA Bills claimed by a Superintendent of Post Offices for the period January 2009 to April 2010 and wanted a copy of the note-sheets and the file pertaining to the matter. The PIO's representative stated that an inquiry has been conducted and the matter has been referred to the higher authorities for approval of further action. It was further contended that the matter relates to an inquiry which is in progress
and hence the information is exempt under Section 8(1)(h) of the RTI Act. Appellant argued that the matter relates to misappropriation of government funds which was exposed by him in September 2010 and the information is disclosable to him in larger public interest. Further, the respondents are unable to show any satisfactory reason as to how the release of the information would hamper the inquiry The CIC directed to provide the information.

Comments

The Hon'ble High Court of Delhi vide its decision dated 03/12/2007 (WP)(C) no. 3114/2007 Bhagat Singh v. CIC and Ors has held that the mere pendency of investigation / inquiry is not sufficient justification by itself for withholding the information. It must be shown that the disclosure of the information would 'impede' or even on a lesser threshold 'hamper' or 'interfere' with the inquiry/investigation.
