As many as 23 officers of Indian Administrative
Service (IAS) belonging to 1980 batch and various cadres have been empanelled
for the post of Secretary in Government of India. The officers are:
Swadheen S Kshatriya of Maharashtra cadre; Rajesh Kishore of Gujarat
cadre; Upendra Tripathy of Karnataka cadre; Satish Balram Agnihotri

Five 1980 batch IAS officers to be Secretary
equivalent in GoI
Five 1980 batch IAS officers have been empanelled to the rank of Equivalent
to Secretary in the Government of India. They are Girija Sankar Patnaik
of UT cadre; Maheswar Sahu of Gujarat cadre; P G Dhar Chakraborty of
Jammu and Kashmir cadre; Amitava Bhattachayra of Gujarat cadre and Jagan
Nath Chamber of Uttar Pradesh cadre.
B Ashok selected as Chairman, IOCL
B Ashok, ED, IOCL, has been selected for the post of Chairman, Indian
Oil Corporation Limited (IOCL) at a Public Enterprises Selection Board
(PESB) meeting held on October 9, 2013. As many as six persons were
interviewed for the same.
Orders of M S Mathews as Director (Tech),
NFL issued
Orders of M S Mathews, Director (Technical), MFL, for the appointment
as Director (Technical), National Fertilizers Limited (NFL) have been
issued by the Government of India.

CERC appointment file to go
The case of already delayed CERC appointment is now going to Election
Commission for approval for issue of orders. Why? Because confused officers
are scared of taking decisions. With two Power Secretaries in the Election
Commission, hopefully burning issues confronting the Power sector will
be addressed and redressed soon.

Sanjay Kumar Jha, presently serving as Commandant, BSF, is poised to
move to NCB (Narcotics Control Bureau).
Will Mishra be appointed new Director, AIIMS?
Whispers in the corridors of power have it that 'The Institute Body
of AIIMS, has almost made its decision to send the name of Dr M C Mishra,
Chief of Trauma Centre, to ACC for the top slot of AIIMS, Delhi. The
Search Committee had short-listed as many as 22 doctors for the panel.
Speculation still goes on.
Thakur poised to be Director, Dept of Power
Rajeev Singh Thakur, the former PS to the Union Cabinet Minister for
Road Transport & Highways, is all set to mark his presence as Director
in the Department of Power. Orders are yet to appear. He is likely to
be assigned with the desks; Thermal, DVC and International Cooperation
in the dept. The 1994 batch IAS officer of Rajasthan cadre is also waiting
in the wings to be empanelled as Joint Secretary, Government of India.

Jalandar
Balwinder Singh has been posted as Deputy Director, PIB, Jalandhar after
promotion to Senior Grade. He is an Indian Information Service officer.

the mess they have created in Andhra Pradesh.

"Model Code of Conduct for Retired Officers"
Pension payment is subject to 'Good conduct'. The mandatory 'life certificate'
submitted by retired personnel every year, does not guarantee good conduct.
This explains why in case of post-retirement malfeasance, the perpetrators,
more often than not, go scot free in judicial trials due to absence
of code of conduct. Though, wrongdoing could be held morally indefensible,
these cannot be legally sustainable. There is a need to have Code of
Conduct for officers who retired from higher echelons. This need not
apply to run-of-the-mill personnel but those( Joint Secy and above)
who had held key positions .It is well known that big Business houses,
Corporate lobbyists employ retired IAS officers as "Advisors",
Non-executive part time Directors with the motive of influencing government
decisions in their favours.

Is it not discrimination ?
Through this site, I would like to seek the help of concerned that while
all those Assistants who have completed five years of service, irrespective
of their qualifications, can apply for the LDCE for Sector Officers
where as those PAs who have completed three years of service should
have Graduation for appearing this examination. Is it not discriminatory
?

Different yardsticks for different RTI applications
The appellant sought copy of own ACR from the period 2005 to
2011 and also the copy of Performance and Integrity Certificate
which was used in promotion process. The Public Information Officer
(PIO) denied the information claiming exemption u/s 8(1)(j). During
the hearing before the CIC, the appellant claimed that he has
not been treated impartially since information has been given
to others concerning similar request. The CIC observed that even
if the PIO erred in interpreting law, he cannot discriminate between
the applicants. The CIC directed the IG Police (HQ) to get the
matter enquired into by a Senior Police Official and take necessary
action under intimation to the appellant.The PIO was directed
to provide copy of appellant's ACRs for the period from 2005 to
2011 free of cost within ten days of receipt of the order.
Comments
A PIO is expected to know the RTI Act, 2005 thoroughly and apply
it objectively in a neutral manner. Discrimination between similar
requests is likely to lead to imposition of penalty on the offender.
