Diesel - a subsidized commodity
Diesel is a subsidized commodity. But owners of high end vehicles like,
Mercedes, Audi, BMW are also getting fuel at the same rate as other
vehicles. I think one way of compensating the govt/oil companies would
be to collect one time fuel surcharge based on market price of diesel
at the time of purchase of the vehicle or impose much higher life time
road tax compared to other vehicles. People who own these vehicles will
surely not mind the extra cost.

Manipulations in Railway at peak
At present post of CRB, few members, and a large numbers of General
Managers are vacant. The posts are vacant for quit long. If one analyses
the past cases, he will find that rule of " show me the face I
will show you the rule "is very common in the railway. There is
no transparency in promotion, transfers and rules are flouted every
day causing lot of discontentment in the cadre. Pray to god for help...

Different yardsticks for different RTI applications
The appellant sought copy of own ACR from the period 2005 to
2011 and also the copy of Performance and Integrity Certificate
which was used in promotion process. The Public Information Officer
(PIO) denied the information claiming exemption u/s 8(1)(j). During
the hearing before the CIC, the appellant claimed that he has
not been treated impartially since information has been given
to others concerning similar request. The CIC observed that even
if the PIO erred in interpreting law, he cannot discriminate between
the applicants. The CIC directed the IG Police (HQ) to get the
matter enquired into by a Senior Police Official and take necessary
action under intimation to the appellant.The PIO was directed
to provide copy of appellant's ACRs for the period from 2005 to
2011 free of cost within ten days of receipt of the order.
Comments
A PIO is expected to know the RTI Act, 2005 thoroughly and apply
it objectively in a neutral manner. Discrimination between similar
requests is likely to lead to imposition of penalty on the offender.
