Why deprive pensioners ?

Through this forum I appeal to the government of India that the facility of taking treatment in case of acute sickness abroad be extended to the pensioners also covered under CGHS as provided to the serving central government employees. Earlier it was reported that this facility could be availed by IAS/IPS only. But the recent govt. order says that it is meant for all central government employees. Why should the poor pensioners be deprived of this facility?

Government must have had valid reasons for this extension. What about hydro PSU without a CMD since January 2011? Or is it a blue boy of blue chip company's case?

Will I get gratuity, leave encashment etc ?

I joined GoI on deputation in 2003 from Board where I was entitled to contribute CPF as there was no pension scheme in the Board. Subsequently, I was absorbed in the GoI from 31.1.2007 and became member of New Pension Scheme after submitting technical resignation to board and got all retirement benefit from the Board. Can anyone tell whether I will get gratuity, leave encashment etc. under new pension scheme at the time of retirement in May 2014. I will get pension from either LIC, SBI etc after 50 % of my accumulated amount is paid to them and balance 50 % will be paid to me at the time of retirement in May 2014. As I am the first officer in PB 4, to retire from the Ministry under new pension scheme, DDO does not know about rules in New Pension scheme regarding payment of gratuity, leave encashment etc.

Incredible job !

For once Indian citizens are feeling immense relief on the competence and planning shown by the authorities to evacuate the people from the areas predicted to be in harm's way of Phailin cyclone that hit Odisha and Andhra Pradesh the other day. The Government of Odisha deserves all compliments in shifting nearly 9 lakhs people to Cyclone shelters and arranging food and medical supplies there in. The Chief Minister provided able leadership in personally monitoring the arrangements. In Andhra also, the damage in Srikullam district was much less because of the efforts to evacuate thousands of people away from the danger zone. Indian Meteorological Department deserves all praise in being right on spot in predicting the level of seriousness of the cyclone and the areas it was going to hit. They did a better job than even their counterpart in U.S.A. Gone are the days when we joked about our Met Department believing quite the opposite of what they forecast about rain and weather in general. They are now par excellent in their job. Let us be thankful to all those who could save so many lives from the cyclone fury. Let us hope the same efficiency is shown in restoration of damaged utilities and rehabilitation of affected people.

DATE WITH RTI

Different yardsticks for different RTI applications

The appellant sought copy of own ACR from the period 2005 to 2011 and also the copy of Performance and Integrity Certificate which was used in promotion process. The Public Information Officer (PIO) denied the information claiming exemption u/s 8(1)(j). During the hearing before the CIC, the appellant claimed that he has not been treated impartially since information has been given to others concerning similar request. The CIC observed that even if the PIO erred in interpreting law, he cannot discriminate between the applicants. The CIC directed the IG Police (HQ) to get the matter enquired into by a Senior Police Official and take necessary action under intimation to the appellant.The PIO was directed to provide copy of appellant's ACRs for the period from 2005 to 2011 free of cost within ten days of receipt of the order.

Comments

A PIO is expected to know the RTI Act, 2005 thoroughly and apply it objectively in a neutral manner. Discrimination between similar requests is likely to lead to imposition of penalty on the offender.
