Orders of Gireesh Pradhan issued
Finally orders of Gireesh Pradhan for the post of Chairman Central Electricity
Regulatory Commission (CERC) have been issued. Former 1977 batch IAS
officer of Maharashtra cadre Pradhan will be administered oath by Minister
of State Power Jyotiraditya Scindia in a day or two.

Arunendra Kumar appointed as Chairman, Railway Board (UPDATED)
Arunendra Kumar has been appointed as Chairman, Railway Board (Ministry
of Railways) and ex-officio Principal Secretary to Government of India.
He had been holding additional charge of Chairman, Railway Board since
July 1, 2013 besides his regular posting as Member (Mechanical) Railway
Board and ex officio Secretary to the Government of India. He joined
Railway Board as Member (Mechanical) on May 1, 2013. Prior to this,
Arunendra Kumar was General Manager, South East Central Railway (SECR)
(Headquarter: Bilaspur, Chhattisgarh) from November 9, 2011 to April
30, 2013. He belongs to 1976 batch of Indian Railways Service of Mechanical
Engineers (IRSME).
Pradhan is new Ambassador to Chile
Debraj Pradhan (IFS: 1981) currently Ambassador of India to Angola has
been appointed as the next Ambassador of India to Chile.
Pavan Kapoor is new HC to Republic of Mozambique
Pavan Kapoor, (IFS: 1990) currently serving as Joint Secretary in the
Ministry of External Affairs, has been appointed as the next High Commissioner
of India to the Republic of Mozambique.
IRTSA for appointment of SC Judge as Head
of 7th Pay Commission
Indian Railways Technical Supervisors Association (IRTSA) has urged
the Government of India to appoint a retired or serving Judge of Supreme
Court as Head of 7th Pay Commission besides one of the Members of the
Commission being a Technocrat (Engineer) and one Member each from Defence
& Railways and an expert on Job Evaluation. It should be assisted
by a Consultative Body of Ex-Defence and Railway Personnel to project
the special conditions prevailing there in - being the largest employers.
Umendra posted as CCF, Monitoring in UP
Umendra has been appointed as Chief Conservator of Forests, Monitoring
and Action Plan, Lucknow in Uttar Pradesh. He is a 1981 batch IFS officer
of Uttar Pradesh cadre.
Transfers and postings of IRSME officers
A number of IRSME officers have been transferred and posted at different
places in Railways. Accordingly, A K Singh, SAG/IRSME/ Workshop Project
Organisation/ Patna, has been transferred to Central Railway and posted
as CME(CHOD) while Dinesh Kumar, SAG/IRSME/RCF, was shifted to Workshop
Project Organisation/ Patna and posted as CAO(CHOD) and B K Behera,
SS/IRSME/South Eastern Railway, is being transferred to South East Central
Railway and posted in the same capacity. Similarly, S Muthu Kumar, SS/IRSME/South
Central Railway, has been transferred to Southern Railway and posted
it the same capacity; Ananta Kumar, SS/IRSME/Northeast Frontier Railway,
to North Central Railway and posted in the cadre; R K Khurana, SS/IRSME/DMW,
to North Central Railway and posted in the same capacity and Ghanashyam
Singh, SS/IRSME/East Central Railway was transferred to CLW and posted
in the same capacity.
Ms Gita Mishra is Director, RVNL on absorption
Ms Gita Mishra, who was working as Director (Personnel), Rail Vikas
Nigam Limited (RVNL) on deputation, has taken the full charge of this
post on absorption on October 11, 2013.

Why delaying DPC date ?
News is that UPSC Chairman sitting on the file of IRS (IT) due to which
there has been eight month delay. What he gains by delaying the DPC
date ?

Another poor-governance
Private CGHS empanelled hospital has threatened to stop cashless treatment
to lakhs of central government employees from January 1 due to low charges
being paid by CGHS. It is right that Govt. has never done any exercise
to arrive the reasonable cost for treatment after consultation with
private hospitals, government hospitals etc. The rates are decided in
isolation and sometimes on individuals. For example as a symptom of
the case, present officer has reduced the rates drastically and is not
possible to have good quality stunt in Rs.25000/. It should immediately
be reviewed and arrive at amicable solution so that CGHS beneficiaries
are not put unnecessary harassment due to withdrawal of facility of
pensioners. Serving CG employees have been permitted for treatment abroad
what about pensioners? Is there any solution for their treatment? Government
should work positively.

Ignorance is folly
Those who are ignorantly arguing that pension can be played with should
know that all your vigilance manual and rules stand superseded by the
Supreme Court judgment on pension which has become the law of the land
binding on the executive. Also to note that it is only for specific
lapses during service for which disciplinary proceedings were initiated
that an order of withholding or reducing pension can be passed as a
measure of penalty and even that has to be examined and approved by
the UPSC. The unsustainable suggestion to make all regular pension payment
dependent on an "annual good conduct certificate" is mischievous
and mala fide with the ulterior motive of harassing and wreaking vengeance
against the vast majority of retired officers who have acted right and
not obliged the powers that be while in service.

Different yardsticks for different RTI applications
The appellant sought copy of own ACR from the period 2005 to
2011 and also the copy of Performance and Integrity Certificate
which was used in promotion process. The Public Information Officer
(PIO) denied the information claiming exemption u/s 8(1)(j). During
the hearing before the CIC, the appellant claimed that he has
not been treated impartially since information has been given
to others concerning similar request. The CIC observed that even
if the PIO erred in interpreting law, he cannot discriminate between
the applicants. The CIC directed the IG Police (HQ) to get the
matter enquired into by a Senior Police Official and take necessary
action under intimation to the appellant.The PIO was directed
to provide copy of appellant's ACRs for the period from 2005 to
2011 free of cost within ten days of receipt of the order.
Comments
A PIO is expected to know the RTI Act, 2005 thoroughly and apply
it objectively in a neutral manner. Discrimination between similar
requests is likely to lead to imposition of penalty on the offender.
