Empanelment list comes as a shock for some officers
A number of officers of Indian Administrative Service (IAS) belonging to 1980 batch are taken aback after their names did not feature in the empanelment list.

There are big surprises over non-inclusion of certain 1980 batch IAS officers in the empanelment to the rank of Secretary in the Government of India, These officers are said to be K D Tripathi (AM), Anup Pujari and V P Baligar (Karnataka), Swarnmala Rawla (MP), Shyam Agrawal (Rajasthan), Shankar Agrawal and D P Singh (UP), Vijay Laxmi (Gujarat), Prasanta Mahapatra( AP), SK Chaudhary (TN),Jiji Thompson (Kerala), and N K Sinha (Bihar) .

Will two 1980 batch IAS officers get Secretary rank ?
Will two 1980 batch IAS officers P G Dhar Chakraborty of Jammu & Kashmir cadre and G S Patnaik of UT cadre get Secretary rank in Government of India? So far there is no answer to this question because both the officers are superannuating on November 1.

Orders of Gireesh Pradhan issued

After making it as the first choice for the slot of Joint Secretary, Commodity Exchange in the Ministry of Finance, Manoj Joshi has reportedly taken up the new job. As many as three officers had been interviewed for the desk which has recently been attached to the Ministry of Finance which earlier used to be a part of Ministry of Consumer Affairs. Joshi is a 1989 batch IAS officer of Kerala cadre.

The Ministry of Railways is reported to have accorded an extension of six months to Naresh Chandra as Director (Technical), Mumbai Rail Vikas Corporation Limited (MRVC), Mumbai, as his tenure on deputation came to an end on October 14, 2013. However, he is waiting for the orders for joining at the same post on absorption.

Productivity linked bonus scheme extended
The Central Government approved the extension of the existing Productivity Linked Bonus Scheme 1998-2004 (Revised) for the year 2012-2013 after the Central Provident Fund Commissioner proposed the payment of the Productivity Linked Bonus for the year 2012-2013 for 60 (sixty) days in all the offices of EPFO. The bonus of 60 days has been assessed on the basis of Performance Report forwarded by the field offices in compliance to Head Office.

Tenure of Vigilance Commissioner, Kumar ends in January
The tenure of R Sri Kumar as Vigilance Commissioner in Central Vigilance Commission (CVC) is ending on January 27, 2014. He is a retired 1973 batch IPS officer of Uttar Pradesh cadre.

Pension has been earned by virtue of good conduct and onerous duties performed by the person concerned over long years of service to the organisation. Asking for any certificate, except the life certificate, should be avoided to give due regard to the senior citizens which they richly deserve.

Don't blame 'policy paralysis' for all ills

For bringing about reforms in the country a number of suggestions are being made especially relating to setting of statutory bodies like Lokpal, commissions etc. There is also a need to set up a Commission or Regulatory body to identify shirkers, incompetent and lazy working in the Government, thereafter deal with them and shunt them out of the Government. Some people are very intelligent even then they do not work they are the black sheep. The people exercising their negative powers are the worst. A single yardstick should be adopted whether the Government employee is a female, general candidate or reserved candidate. We should not solely blame the phenomena of 'policy paralysis' for our current ills.

Ignorance is folly

The suggestion is a folly to those who have vested interests. The idea to tag senior officers who held important positions and encash old contacts after retirement for executing illegal jobs by fleecing the government, deserves consideration. Retired Secretaries are promptly employed by big industrial houses as Advisors but they actually perform liaison work. This is encouraging corruption.

DATE WITH RTI

Different yardsticks for different RTI applications

The appellant sought copy of own ACR from the period 2005 to 2011 and also the copy of Performance and Integrity Certificate which was used in promotion process. The Public Information Officer (PIO) denied the information claiming exemption u/s 8(1)(j). During the hearing before the CIC, the appellant claimed that he has not been treated impartially since information has been given to others concerning similar request. The CIC observed that even if the PIO erred in interpreting law, he cannot discriminate between the applicants. The CIC directed the IG Police (HQ) to get the matter enquired into by a Senior Police Official and take necessary action under intimation to the appellant.The PIO was directed to provide copy of appellant's ACRs for the period from 2005 to 2011 free of cost within ten days of receipt of the order.

Comments

A PIO is expected to know the RTI Act, 2005 thoroughly and apply it objectively in a neutral manner. Discrimination between similar requests is likely to lead to imposition of penalty on the offender.
