When Mallikarjun was made to give up
Whispers in the corridors of power make the news bigger by adding a new perspective. It suggests that after the PMO had approved Arunendra Kumar's name as the new Chairman of Railway Board, the Railway Minister Mallikarjun Kharge delayed in issuing the orders to Arunendra. The insiders say that Kharge wanted Arunendra to leave the charge of Member, Mechanical. But a phone call from the top echelons of power made Kharge to give up. Finally orders for appointment of Arunendra were issued even as he would continue to hold additional charge as Member Mechanical until an appointment is made to fill the vacancy.


BUREAUCRACY

No Secretary from eight states in GoI in days to come
Atleast for the next couple of years, eight states will have no Secretary in the Government of India. No officer of 1980 batch from Andhra Pradesh, Bihar, Chhattisgarh, Himachal Pradesh, Nagaland, Punjab, Sikkim and West Bengal has been empanelled to the rank of Secretary.

Will three 1980 batch IAS officers get Secretary rank in GoI ?
The Government of India is unlikely to give Secretary level posting to three 1980 batch empanelled IAS officers. Infact , the three officers Amitava Bhattacharya of Gujarat cadre is retiring on January 1, another Gujarat cadre officer Maheshwar Sahoo is retiring on February 1 and J N Chamber of UP cadre is retire g on June 1.

Dr M Ravi Kanth selected as CMD, HUDCO
Dr M Ravi Kanth, CMD, PDIL, has been selected for the post of Chairman and Managing Director, Housing & Urban Development Corporation Limited (HUDCO) at a Public Enterprises Selection Board (PESB) meeting held on October 17, 2012. As many as 12 persons were interviewed for the same. Dr Kanth is a 1986 batch IAS officer of Kerala cadre.

Uday Verma to be CAT Member in Chandigarh
Former Secretary, Information and Broadcasting ,Uday Verma will be Member, Central Administrative Tribunal (CAT) in Chandigarh. He is a retired 1976 batch IAS officer of Madhya Pradesh cadre.

Will Shreya Guha move to Deptt. of Culture ?
Whispers in the corridors of power have it that Shreya Guha may make her way soon as the Ex-officio Secretary of the Mission in the Gandhi Heritage Sites Mission. CWC celebrates world food day
The Central Warehousing Corporation (CWC) celebrated the World Food Day at its Corporate Office, New Delhi as well as at some of its Regional Offices. Worldwide 16th October is celebrated as World Food Day because on this day in 1945 the Food and Agriculture Organization (FAO) of UN was founded with the aim to heighten public awareness of the world food problem and strengthen the solidarity in the struggle against hunger, malnutrition and poverty. The focus of this year's celebrations as announced by FAO was "Sustainable Food Systems for Food Security and Nutrition". In the function organized on the occasion at the CWC's Corporate Office, UKS Chauhan, IAS, Joint Secretary (Policy & FCI), Department of Food & Public Distribution was the Chief Guest and also delivered a talk on "Increasing Food Production and Improving Marketing System for Food Security". BB Pattanaik, Managing Director, CWC also addressed the officials on the occasion. CWC, which has currently a storage capacity of 10.6 million tonnes, gives priority for scientific and preservation of foodgrains with the objective to reduce the post harvest losses. The World Food Day is celebrated every year by CWC to renew its pledge for better storage and preservation of foodgrains and to contribute towards National Food Security.

CBEC and CESAT ?

Even though FM is busy urging other Ministries to tighten their belt, the same controls do not apply to Finance Ministry. Why else would FM pilot the additional benches for CESAT, when it is common knowledge that the biggest creator of pendency is his own CBEC. It files an appeal against every order of the lower authorities. Statistics, of which FM, is fully aware show that out 100 appeal files by the the Department, the success ratio is less than 5%. Dear FM you do not more benches, you need less appeals of the department. FM seems to be ignoring the Parkinson principle "Work expands to fill the time available for its completion," and that a sufficiently large bureaucracy will generate enough internal work to keep itself 'busy' and so justify its continued existence without commensurate output."

Worst catastrophe would fall on poor pensioners


Worst catastrophe would fall on the poor pensioners if CGHS empanelled pvt hospitals withdraw the facility of cashless treatment to them. For a heart patient, Safdargang Hospital does not have the facility of doing the bypass surgery. AIIMS is meant for VVIPs. Lesser souls are conveniently elbowed for appointments in the near future. Cancer patient would breadth his last either in queu or getting appointment for bone marrow examination which would be done after three months and another fifteen days to get report. we would send an appeal to the Health Secretary through your esteemed forum that he would also be a pensioner sooner than later. He may kindly consider the plight of pensioners before taking any such decision or sending recommendation to the govt.

Service in CGHS is pathetic

The elderly patients, both men and women, suffer a lot while waiting in long queues for hours together. The reason: Not even half the number of doctors of their sanctioned strength in many CGHS dispensaries remain in attendance. The situation at MB Road dispensary, Pushp Vihar, New Delhi is awesome. Even after written complaints, nobody listens. Welfare Officer does not reply to emails nor he is available on phone. What to do!

What about those who fail to maintain good conduct after retirement. I know of an officer who was arrested for sexual harassment charge after retirement. He is in jail. What mercy does he deserve as a senior citizen? Let us talk sense.

Different yardsticks for different RTI applications

The appellant sought copy of own ACR from the period 2005 to 2011 and also the copy of Performance and Integrity Certificate which was used in promotion process. The Public Information Officer (PIO) denied the information claiming exemption u/s 8(1)(j). During the hearing before the CIC, the appellant claimed that he has not been treated impartially since information has been given to others concerning similar request. The CIC observed that even if the PIO erred in interpreting law, he cannot discriminate between the applicants. The CIC directed the IG Police (HQ) to get the matter enquired into by a Senior Police Official and take necessary action under intimation to the appellant.The PIO was directed to provide copy of appellant's ACRs for the period from 2005 to 2011 free of cost within ten days of receipt of the order.

Comments

A PIO is expected to know the RTI Act, 2005 thoroughly and apply it objectively in a neutral manner. Discrimination between similar requests is likely to lead to imposition of penalty on the offender.
