High Commissioner of India to the United Kingdom.

Rajiv Gupta, Secretary, Youth Welfare has been assigned an additional
charge of Sports in Government of India upon the retirement of P K Deb.

Employment
Alok Rawat, Secretary, Ministry of Water Resources, has been assigned

Senior most Judge of the Madras High Court Justice R Banumathi has been
appointed Chief Justice of the Jharkhand high court.

GM , Bank of India Gauri Shankar, will succeed Saduram Bansal as ED

MP Govt sanctions 10% DA to its employees
Madhya Pradesh Government has sanctioned 10 percent Dearness Allowance
(DA) for its employees thereby raising it from 80 percent to 90 percent.
The DA will be effective retrospectively from January 1, 2013. The orders
have been issued in this regard.

Apex Court's path breaking decision
Apex Court has given path breaking direction that voters should have
right to reject candidates. Let us use this opportunity to reject all
criminals and corrupt fellows. Let the civil society, news Channels
and all political commentators keep watch over candidates who will be
contesting general elections 2014. They should expose all candidates
with criminal and corrupt background. Let the Courts come down heavily
on such candidates and parties which give them tickets. It will lead
to real change in the political environment and governance in the country.

Plight of senior officers
You don't allow posts to be filled up and also demand that retired
officers should not be appointed as Consultants. Have you seen the present
plight of senior officers who are doing the work which Assistants used
to do in yester years? Then, you expect efficiency and quality to improve.

It is rumoured that the Congress is going to give 15 percent tickets
to Women in Delhi Assembly polls. What about BJP ? Will Modi alone meet
the expectations of public.

Police Verification - public is corrupt
Yes. Police verification is required even for a class IV govt. employee.
In case of MLA/MP etc. it is the public and NOT police who give them
clean chit to go to the Vidhan Sabha and the Parliament. Knowing fully
well that a particular candidate is criminal and corrupt, still people
give him vote. Is it not very funny and madness on the part of a party
and the public at large. People are very conveniently talking of Hindu,
Muslim, Christian and others etc. as far as the outcome of the election
is concerned. Whatever success one can get politically or economically,
mentally one will remain a slave forever. Unfortunately we have a habit
of talking very high and behaving very low. Public is the police for
any elected representative. But, the problem is that public is corrupt.

DATE WITH RTI

Can the filing of application under the RTI Act by citizens
be termed as an official act?
Responding to the appellant's complain that the PIO had violated
the official language policy by giving reply in English to an
application filed in Hindi, the Appellate Authority observed that
the Official Language Policy prescribes that all letters received
in Hindi, irrespective of the region from where received, should
invariably be replied to in Hindi. This extends to official letters
only and an RTI application cannot be said to be an official letter.
The RTI Act also does not prescribe the language in which an RTI
application should be disposed of. The CIC held that the Appellate
Authority has erred in observing that an RTI application cannot
be said to be an official letter. Every action under a statute
is an 'official act'. Therefore, filing of RTI application under
the RTI Act by citizens too is an official act and cannot be construed
as nonofficial act as observed by
the Appellate Authority.
Comments
A PIO should reply to the RTI application as per the provisions
of the official language policy. In case the documents being sought
are in English while the RTI application has been filed in Hindi,
the copies of the documents may be provided as available with
the forwarding letter is Hindi.
