45 lakh central employees to be deprived of medical facilities
Over 45 lakh employees of Central Government and Public Sector Agencies are expected to be deprived of medical facilities as the Corporate hospitals across the country have threatened to stop cashless treatment from January 1, 2014. Protesting against "unviable" rates being given to them under the Central Government Health Scheme (CGHS), the Association of Healthcare Providers (India) (AHPI) has said that it will give three months' time to the Government to revise the rates.

Regarding benefits of MACP

Since the Apex Court has not agreed to the Government's decision with regard to the benefits extended under MACP in the running Grade Pay, the DoPT may issue orders in this regard at the earliest so that the employees should not suffer unnecessarily.

NCSC - New Directors

It is good that the Commission will have three new Directors. However, it is sad to know that the incumbent Deputy Directors are waiting for promotion for a long time. It is demoralizing for them. Secondly, there is need to strengthen the NCSC by inducting more staff because the grievances/complaints of the SCs are not taken up appropriately and on time with concerned authorities in the Government. There are arrears galore.

DATE WITH RTI

The words of the RTI application should not be interpreted narrowly

Information pertaining to stagnation increment as sanctioned to the appellant on the basis of performance and recommendations of Divisional Manager/Branch Manager of the Oriental Insurance Company Ltd was sought by the appellant. The CIC directed the Public Information Officer (PIO) to provide a copy of the one page format in which the performance of the appellant was recorded and recommendations of the Divisional Manager/ Branch Manager was given before sanctioning/ not recommending the stagnation increment of the appellant. The CIC also placed on record the reluctance of the PIO to provide specific and correct information to the Commission during the hearing pertaining to the records held by them regarding the
stagnation increment of the appellant. It was after constant coaxing and prodding by the Commission that the PIO finally relented to provide the full and complete information. Holding that this approach has caused delay in disclosure of information to the appellant thereby resulting in mental anguish and harassment to him, the CIC granted a compensation of Rs 3000/- to the appellant for the detriment caused to him.

Comments

The request for information should not be confined to narrow interpretation of the words used by the appellant. The words should be construed to cover their meaning in the context in which information is sought and the PIO should work as per the spirit of the RTI Act.
