System that may help in national interest
It is right time for the nations elite intellectuals, educated citizens, civil servants and social workers to come together to do something for their country as all of us are feeling ashamed of the present political system of our country. Though it is very difficult to change the system unless the masses specially, the educated youth, intellectuals and the society come forward with a firm determination of change. I am of the view that each and every voter citizen of the nation should come forward to caste her/ his vote for the right Party and Right person.

For Lok Sabha elections, we should caste our vote only to the candidate of national party, so that black mailing of the Government in Lok Sabha or Rajya Sabha is avoided, as the present Government is not in a position to take a strong decision of national interest. Government is not in a position to take a decision on Economic Reforms, social reforms and many other issues relating to national interest.

The Regional Parties have their own local interests, which always hamper the national level decisions and interests. Now, time has come to fix a age limit and minimum educational qualification for contesting Lok Sabha/ Vidhan Sabha elections. There should be no pension for MP's/MLA's. They need not to be paid salary, they should be paid only a fixed amount as monthly honorarium.

Similarly, common citizen of the nation expect from the civil servants that they should work in the interest of the nation, come forward with fairness, transparency, honesty and hard work and avoid Chamchagiri of Ministers/politicians. There should be no political interference in transfers & postings, writing of CR Dossiers and promotions of Civil Services officers. This should be looked into by the concerned Secretary of the Department and the Cabinet Secretary. This system may help in national interest.

CBEC is the most neglected board

Only god can save the CBEC now.the cadres have not got promotions for years .the cadre review is taking eons and may be by turn of this century we can expect it to be through .while 1984 batch of the IAS is ACS, IRS 1984 is still commissioner ,that is 3 ranks behind .have you ever heard that an officer recruited from the same civil services exam is lagging behind by three PROMOTIONS? It happens only in IAS ruled India ..to hell with this grossly unjust system .

Improve working of CGHS

CGHS can work excellently by empaneling good private hospitals. Only Ministry of Health & FW has to be realistic and should have vision in this changing technology. Following simply lowest quotation can not work. Charges for treatment requires to be revised. When onions are sold at Rs. 100/ per Kg. and ministry wants to follow the charges fixed in 2008 even in case of cancer treatment. Highly disgusted. Dispensaries should be authorized to refer the case directly to empaneled hospitals without requiring any other govt. hospital to recommend the case. CMO in-charge is senior level doctor and has
basic qualification to judge the case based on patient history. Why for even dental reference is needed when patient has problem with his tooth and CMO can refer to empaneled hospital for treatment. This is something ridiculous in working of CGHS by Ministry of H&FW. Even Minister is not bothered to listen the problems of CGHS. No monitoring is working how CGHS beneficiaries are being treated specially pensioners. With so much infrastructure and good doctors but no good
end results. It is all due to lack of vision and accountability on the part of Ministry. I request to streamline the working of CGHS for the benefit of beneficiaries so that they should not run in government hospital for reference for small things. Decentralize the powers and make CMO in-charge of dispensary for all purpose in parallel to existing system so both can work. I hope Hon'ble Minister for H&FW is listening.

Why defend CGHS ?

It's not at all improved. If some one in doubt ask DGHS to outsource a survey to some reputed opinion survey outfit like ORG MARG TCS what beneficiaries actually want. Both OPD and indoor must immediately be entrusted to reputed private hospitals. I am sure the harassment will be much less and will end all kind of humiliation especially to senior citizens. With IT so advanced it is certainly possible. Reassign all CGHS doctors to government hospitals like AIIMS Safdarjung RML JP Narain and in States. I am sure the total expenditure on entrusting lock stock and barrel all CGHS services to private sector compared to maintaining CGHS doctors para medical buildings medicines all para phernalia will be much less. Blessed are PSU staff both in service and retired who have the full liberty to go to reputed private hospitals including Medanta. You may have retired as senior most IAS, IPS, IFS whatever IES ISS slum ke nagrikon ki terah 10 rupaye ki dawai ke liye 1 ghanta ek khidki se doosree khidki ke bahar khada rehna padega. Tumahare Bachche to hanmste hee hain PSU wale retd Babu bhee tum par
hanste hain hahaha. Kya atishyokti hai ki CGHS Cattle Grade Humilation Service. Those in authority to take decision please disband it right now don't waste any more time on just patch work from time to time and provide relief to millions harassed and humilated " beneficiaries " or victims ?

Demystify the 1000 ton gold treasure

The timing, the location and the political connections of the strident followers of the dreamers of 1000 tons of gold raise several issues. The forthcoming General Election 2014 is crucial for the claimants and their protectees. UP makes the PM. Gold helps that. It needs unprecedented investment. Gold is the best- the issue is not whether there is gold in Dhaundhiya Khera. There is thousands of tons of gold in possession of our shrewd politicians. Just to remind the younger generation, 1000 tons of "gold bricks" were recovered from a mansion in Chhoti Saadri in Rajasthan in the 1960s- the walls of the mansion
were of solid gold. However the revenue authorities later stated that no gold was found. But the incident cost the best Chief Minister Rajasthan ever had: Mohan Lal Sukhadiya. His political career came to an end because his political stature posed the gravest threat to many. Bhairon Singh Shekhawat became popular by his polished attacks on Sukhadiya in the Assembly for decades. Later he was to adopt some of the tricks of the trade of Sukhadiya to stay in power as CM. In Emergency there was another incident of similar kind. This time's tons of gold was recovered from the fort at Moti Doongri in Jaipur, adjacent to the University of Rajasthan. Again , it was stated that nothing was found. Now, the "fort" is a pregnant symbol. This time it
is at Dhaundhiya Kheda. So the thousands of tons of gold is hidden in some non -descript fort (rather fortress, away from public glare, to facilitate its removal without arousing much curiosity. While the Dhaundhiya Kheda velocity has visibly diverted the public and media glare from that hidden treasure itself, the desired spiel on the ASI action goes on in the press as well as TV debates! Our politicians or ministers are not fools- they are awfully clever than the legendary Chanakya, but when they promote or patronize superstition, it is with a purpose. After all, what is democracy without elections and what is an election if it isn't the best means to mine gold? The voter is attracted by nothing else as by the glitter of gold. Can the WIC announce one gram of gold to the best post on this Diwali?

DATE WITH RTI

The words of the RTI application should not be interpreted narrowly

Information pertaining to stagnation increment as sanctioned to the appellant on the basis of performance and recommendations of Divisional Manager/Branch Manager of the Oriental Insurance Company Ltd was sought by the appellant. The CIC directed the Public Information Officer (PIO) to provide a copy of the one page format in which the performance of the appellant was recorded and recommendations of the Divisional Manager/ Branch Manager was given before sanctioning/ not recommending the stagnation increment of the appellant. The CIC also placed on record the reluctance of the PIO to provide specific and correct information to the Commission during the hearing pertaining to the records held by them regarding the
stagnation increment of the appellant. It was after constant coaxing and prodding by the Commission that the PIO finally relented to provide the full and complete information. Holding that this approach has caused delay in disclosure of information to the appellant thereby resulting in mental anguish and harassment to him, the CIC granted a compensation of Rs 3000/- to the appellant for the detriment caused to him.

Comments

The request for information should not be confined to narrow interpretation of the words used by the appellant. The words should be construed to cover their meaning in the context in which information is sought and the PIO should work as per the spirit of the RTI Act.
