and wife were found dead in their Kaka Nagar residence in New Delhi
yesterday. Initial investigations by police indicated no signs of an

HUDCO and NBCC sign MoU
A Memorandum of Understanding (MoU) has been signed between V P Baligar,
Chairman & Managing Director, Housing & Urban Development Corporation
Limited (HUDCO) and A K Mittal, Chairman & Managing Director, National
Building Construction Corporation Limited (NBCC) in the presence of
KBS Sidhu, Director HUDCO and Joint Secretary (Housing), Ministry of
Housing & Urban Poverty Alleviation (MoHUPA), N L Manjoka, Director
(Corporate Planning), HUDCO, A K Kaushik, Director (Finance), HUDCO,
S K Pal, Director Finance, NBCC and other dignitaries. This MoU has
been signed basically to develop the lands/ plots of various Government
bodies to increase housing stock and office space in various cities
of the country. The strength of both the public sector undertakings
will be complemented to each other under this MoU, HUDCO will be providing
the funds and design support for construction while NBCC will use its
project management expertise and technical know how to develop and market
the properties.

Plight of CGHS beneficiaries
My mother went to CGHS dispensary at Yamuna Vihar for treatment
second time after a week because the medicine given were of no use.
The doctor in-charge refuse to see her or give any new medicine and
told her to come after a week. I feel like slapping the doctor for his
un courteous and inhumane act.

CGHS is a completely failure system. Every beneficiary is suffering
at the hands of the ruthless CGHS doctors. The system needs an immediate
overhaul. It is better to privatise it and empanelled private hospitals
should be given more powers to treat in-patient beneficiaries without
any referrals of CGHS doctors.

I have been seeing the comments of various sufferers of CGHS beneficiary
in your esteemed forum which is now so popular even amongst senior level
bureaucrats. Surprisingly there is no reaction from officers of Health
ministry. To add the woos further i inform all the concerned officials
that it is close to impossible to take treatment and the medicines issued
from CGHS wellness center Dwarka, NewDelhi. This is the only dispensary
in Dwarka covering 24 sectors and neighbouring Najafgarh area. About
400 beneficiaries visit this centre for taking treatment, getting medicines
issued or even getting permission for referral every day. Whole process
takes three to four hours. only fit person can stand this physical torture.
Imagine the plight of heart and cancer patients. There is no such Separate
counter for senior citizens or cancer patients. The health ministry
should
pity on them. Person manning the registration counter, doctors seeing
the patients, pharmacist issuing drug on different counters all lose
patience and pick quarrel. There is always an avoiding tendency. Minimum
of three visits are required to get the medicines issued. Each visit
costing Rs 100 on auto rickshaw. No body shows concerned rather all
feel that they are obliging the patients. How does the Health Ministry
justify having one dispensary for whole of Dwarka where maximum senior
citizens reside? How the Director CGHS expect the cancer patients to
stand for three hours for finally reaching the pharmacy counter. Through
this forum I appeal to a senior officer to come once as a general citizen
and line up everywhere to get the medicines. Horrible plight in Dwarka
wellness centre. Must open a new centre without wasting time in Dwarka.
better if a separate counter is opened for cancer patients. Otherwise
it would be impossible to visit the centre. Sometimes patients do not
reach the doctor if the registration number is after 200.What to do?

The words of the RTI application should not be interpreted
narrowly
Information pertaining to stagnation increment as sanctioned
to the appellant on the basis of performance and recommendations
of Divisional Manager/Branch Manager of the Oriental Insurance
Company Ltd was sought by the appellant. The CIC directed the
Public Information Officer (PIO) to provide a copy of the one
page format in which the performance of the appellant was recorded
and recommendations of the Divisional Manager/ Branch Manager
was given before sanctioning/ not recommending the stagnation
increment of the appellant. The CIC also placed on record the
reluctance of the PIO to provide specific and correct information
to the Commission during the hearing pertaining to the records
held by them regarding the
stagnation increment of the appellant. It was after constant coaxing
and prodding by the Commission that the PIO finally relented to
provide the full and complete information. Holding that this approach
has caused delay in disclosure of information to the appellant
thereby resulting in mental anguish and harassment to him, the
CIC granted a compensation of Rs 3000/- to the appellant for the
detriment caused to him.
Comments
The request for information should not be confined to narrow
interpretation of the words used by the appellant. The words should
be construed to cover their meaning in the context in which information
is sought and the PIO should work as per the spirit of the RTI
Act.
