Modi after 35 years . Congressmen, however will dismiss this view. General
feeling however will endorse the view of bureaucrat.
Aam Admi and Rahul Gandhi
If Rahul Gandhi is so serious about having MPs and MLAs from among 'Aam
Aadmi' (the crowd listening to him), will he ensure that his party sets
a precedence wherein none is allowed to contest more than twice, or
at the most thrice, irrespective of the fact whether he wins or not.
Only then, the newcomers will get chance. Pointing to people in the
crowd, Rahul is these days often heard saying that he wanted MLAs and
MPs to come from there (crowd). But how is it possible if the same old
faces are repeated every time when it comes to going to the elections
?
Will PM go to Srilanka ?
There are reports that the PM may or may not go to Colombo for the Commonwealth
summit. He should not especially as UK has downgraded its attendance
to Prince Charles. If the Indian Foreign Minister along with M.Karunanidhi
, wheelchair and all, attend the summit it would convey India's displeasure
as well as not isolate Srilanka.

Posting of 1980 batch IAS to start from December1
Posting of 1980 batch IAS officers to the rank of Secretary in the Government
of India is expected to commence from December1.
Upendra Tripathy to be first to get posting
in GoI
Additional Secretary in the Government of India, Upendra Tripathy, will
be the first officer of 1980 batch IAS to get posting as Secretary.
He is a Karnataka cadre officer. He will be followed by Odisha cadre
officer Satish Balram Agnihotri.
Gupta posted as Secretary, UPSC
Devendra Bhushan Gupta, at preset in the cadre, has been appointed as
Secretary, UPSC in the rank and pay of Additional Secretary. He is a
1983 batch IAS officer of Rajasthan cadre.
Orders of Dr Amarjit Singh for Secretary,
UPSC cancelled
The appointment orders of Dr Amarjit Singh as Secretary, UPSC have been
cancelled by Government of India. He is a 1982 batch IAS officer of
Gujarat cadre.
COS clears appointment of three CBEC Members
COS has cleared the appointment of Ms Mala Srivastava, Ms Joy Kumari
Chander, both of 1978, and Mr Shashi Bhushan Singh, 1979, all of IRS
(Customs & Excise) as Members in CBEC for the existing vacant post
and two vacancies arising on October 31 and January 31 respectively.
Surprisingly Ms Deepa Das Gupta senior most in the 1979 batch did not
apply for the post of Member, opting instead to apply for DG & Special
Secretary, (CEIB).
Raghavan is new Indian Ambassador to Russia
Secretary , Ministry of External Affairs (MEA), P S Raghavan, has been
appointed as the next Ambassador of India to Russian Federation. He
will succeed Ajai Malhotra who has retired.
Empanelment of 1995 batch IFS soon
Empanelment of 1995 batch IFS officers to the rank of Joint Secretary
is expected to take place in a month or two.
114 posts of IPS officers vacant in UP
As many as 114 posts of IPS officers have been lying vacant against
489 sanctioned posts in Uttar Pradesh. Presently, 375 IPS officers are
working in the State.
PESB recommends Gupta's name to ACC for Chairman,
SCI?
Whispers in the corridors of power have it that Public Enterprises Selection
Board (PESB) has sent A K Gupta's name for the slot of Chairman, Shipping
Corporation of India (SCI). Reportedly, PESB has sent Gupta's name for
the post after S C Thapar's name was returned by the ACC.
Raje is MD of State Bank of Sikkim
Jitendra Singh Raje will take over on November 1 as Managing Director
(MD) of the State Bank of Sikkim. He is a 2007 batch IAS officer of
Sikkim cadre.
Tamilvanan likely to move from New Mangalore
Port
As the grapevine has it, Dr P C Tamilvanan, Chairman of New Mangalore
Port, is likely to move from this port. If the ACC approves the proposed
name, Dr P C Parida would succeed Tamilvanan as the new Chairman. But
it is yet to be figured out as where would Tamilvanan be moved for his
new assignment.
Tenure of IRCTC CMD ends on Jan 4
The tenure of Rakesh Kumar Tandon, Chairman and Managing Director (CMD),
Indian Railway Catering & Tourism Corporation Limited (IRCTC) is
coming to an end on January 4, 2014. A K Manocha, Chief Operations Manager

AAI observes vigilance awareness week - 2013

Airports Authority of India is observing Vigilance Awareness Week (VAW)
at its Corporate Headquarters and at all of its Units and field stations
from October 28, to November 2, 2013. The observance of the week commenced
by Lighting the Lamp Ceremony and administration of Vigilance Pledge
which was administered by K K Jha, IRS, Member (HR) & Officiating
Chairman in the august presence of G K Chaukiyal, Member (Ops), S Suresh,
Member (Fin) and Mrs Upma Srivastava, IAS, Chief Vigilance Officer;
followed by release of a unique and utility oriented Handbook on Departmental
Proceedings compiled by Corporate Vigilance Department of AAI. The VAW
was launched with a lecture by none other than Swami Sukhabobodhanand,
the renowned motivational Lecturer amongst Corporate world. The week
long programme will include series of lectures on various subjects like
"Good Governance: Transparency and Fairness" by Ashok Chawla,
IAS-Retd., Chairperson, Competition Commission of India, Benefits of
SAP - ERP implementation in AAI, lecturers on various subjects concerning
vigilance. On concluding day, a CD titled "Softcopy of E-Compilation
of CVC's Instructions" will be released by Saleem Ali, Special
Director, Central Bureau of Investigation. AAI celebrates Vigilance
Awareness Week every year in conformity with the instructions of the
Central Vigilance Commission.

Suffered for folly of others
The CISF needs most honest and to the point and good outstanding officer
in such forces. Lobbying with the help of politicians is bad and does
not help the suitable person to come up for the post. So who is the
man most suitable for the post ? He is not related to me. I observed
many officers and found only Bhaskar Chatterje, a DG level person of
Rajasthan cadre, is as perfect match for DG CISF. He was considered
for DG BPRD but some politics marred his chance and the good man was
spoiled by the folly of others for no fault of his own.

Need to go to the CGHS dispensary ?
If the Central Government servant started controlling their diet, avoid
alcohol and due regular exercise, then there would be no need to go
to the CGHS dispensary or hospital face the insults. To begin with we
should take an 'omen' that nobody would hanker for Diwali gift containing
sweets and dry fruits. No private sector and public sector should be
allowed to enter into the premises of the Government offices during
the ensuing Diwali. The Security and CISF security should ensure this.
Better the health of the Government employee and their family member
more the output will be in the office. Strict vigil should be carried
out in the notorious Ministries like Power, Coal, Petroleum, Railways,
Industries, Steel and Fertilizers.

About CGHS discussion
Watching comments on working of CGHS dispensaries, I am happy that
we government servants have realized the importance of delivering the
service. There is no doubt that service needs improvement. However,
in this case as we are at receiving end we are making noise and that's
why it hurts us. What about service we deliver when we are at serving
end ? Pensioners also must realize that, it is the legacy which we left
that we are getting taste of.

Horrible experience
The experience of obtaining medical care at Dwarka wellness Centre
is horrible, mainly due to the vast number of population it caters from
an unhygienic and dilapidated small house building often without electricity
supply, absence of waiting area, insensitive CMO and officials. It is
pathetic situation. Who cares in the Government!

What CGHS wishes for pensioners ?
From the comments about the CGHS, it seems they want the pensioners
to die early so as to lighten their burden.

Provide the basis for demanding the further fee
The appellant wanted to the know reasons for the repeated violation
of damaging the daks, reasons for not delivering "Protect
Cover", copy of delivery sheet and other related information.
The appellant stated that the postal authorities are not giving
proper service and his letters are delivered late and sometimes
in a torn condition due to which he is facing great hardship.
He added that the respondent vide their letter dated 23/04/2012
had demanded a fee of Rs.70/- for supply of copy of the enquiry
report but without giving the calculations as provided under Section
7(3) of the RTI Act and the balance information was also not provided.
The CIC directed the public information officer (PIO) to provide
a copy of the enquiry report, free of cost, to the
appellant within 7 days from the date of receipt of the order.
Further, a compensation by an amount of Rs.750/- was provided
for the inconvenience and detriment caused to him under section
19(8)(b) of the RTI Act.
Comments
As per rules, whenever an envelope is damaged/torn the postal
authorities are required to put the contents in a separate envelop
and also record the damaged condition but most of the post office
are not complying with the regulations. The PIO is expected to
provide the basis of demanding fee in the letter asking the applicant
to deposit the fee.
Functioning of CGHS has improved
CGHS functioning on this forum. I still feel it has considerably
improved in the recent past. The following more improvements are
required. The doctors available in each dispensary are normally
4 including CMO, one more needed i.e. strength should be 5 in
each dispensary. All doctors be housed in one big hall with red
light outside which becomes green if any of the doctors is free,
so that patient can move in for consultation. CMO should also
see the patients. This way you would never find rush/waiting in
any dispensary. All others/supporting staff be housed in one big
hall. Open counter for the staff with medicines stored on the
back, whosoever is free can attend to the patients requirement
like registration of patients, giving of medicines available in
the dispensary, giving indented medicines. There will never be
rush here too. Tea time and lunch time be fixed in staggered way
both for doctors/staff. All administrative work of CMO be done
in the last one hour before the close of dispensary, I find there
are no patients in the dispensary during the last hour. Above
all better infrastructure i.e. computers/fast internet etc. CMO
should be liberal and given more powers for referring patients
to panel hospitals. In the absence of these improvements CGHS,
whatever has been done so far is insignificant. Hope DGHS is listening.

Insensitive CGHS doctors
The CGHS doctors these days are not feeling the pulse, touching
etc. their patients. As if some 'choot' ki bimari na lag jaye'.
These doctors went in their feelings of the obnoxious atmosphere
at home on the patients. Government has given them education,
provided them job, paying them salary and provided residential
accommodation. Medical being a noble profession, the CGHS doctors
are expected to be more courteous towards their patients.
