Hectic lobbying going on for the post of Chairman, JNPT
Being the biggest port of India, having maximum traffic & turnover, Jawaharlal Nehru Port Trust (JNPT) seems to be struggling hard for getting its new Chairman. Coalgate is not new !

Coalgate is making lot of news. But it was always on the card. Post nationalisation of coal mines, erstwhile owners filed forged and inflated balance sheets to claim more compensation and they succeeded with the help of their political friends. Coal mafia thereafter started looting coal from the mines. In eastern sector areas like Dhanbad, Asansol etc lorries loaded with coals belonging to these mafias passed through security without any check. Proceeds from this loot was shared between mafias and politicians. We did not learn any lesson.

Vigilance Awareness Week

Vigilance Awareness Week is being celebrated every year by the Government of India as a ritual only. Therefore, a school boy has observed that Vigilance Awareness Week is nothing but wastage of resources to create a pessimistic picture of the society. A teacher has observed that it is a tool used by the seniors to fix the juniors and to create an illusion about the justice. There are reasons to agree with the above observations. For example, in the ministry of Statistics and programme implementation, in spite of serious charges one senior officer has been promoted to the post of DG and another is also likely to be promoted to the post of DG because investigations in both the cases have been compromised. If Central Vigilance Commission (CVC) is really serious about the awareness, it should take the following steps:
1. Direct all CVOs to provide a copy of the preliminary investigation reports to the complainant without any delay so that cover-up in the case, if any, can be exposed.
2. Make provisions for inspection of file (dealing with the complaint) by the complainant at any time he so desires.
3. Like Central Information Commission, CVC should make arrangement for appeal in CVC against CVOs based on the preliminary reports and other documents.
4. It should make provisions for preliminary investigation by CVC nominee in complaint against senior officers (Joint Secretary and above) to ensure independent investigation.
5. CVC should develop an effective mechanism to deal with the harassment of complainant.

CGHS - no clarification from authorities


After a lot of hue and cry, no CGHS authority has come forward to clear the allegations against the poor service. Can't the National Human Rights Commission or the Hon'ble Court take suo motto cognizance of such matters where majority of elderly persons are involved. To start with Age Well NGO should make a survey report of the functioning of CGHS dispensaries at random. Right to (healthy) Life is predominant in the National Constitution as well as in the Universal Declaration of Human Rights. Whispersinthecorridors.com is part and parcel of the Fourth Estate of the Country (The Press -- in addition to the Legislature, the Executive and the Judiciary).

CGHS is not that bad

It has become a fashion nowadays to criticise CGHS for no fault of theirs. I am a resident of Dwarka and at no time, I had to wait for more than 45 minutes to see the Doctor and get my medicines though I am a heart patient and undergone -by-pass surgery. Being a senior citizen, I appeal to my fellow Government servants to be calm and composed instead of levelling charges. The Private Doctors in Dwarka are ruthless and formed a big cartel to fleece gullible customers. They simply charge Rs. 500 for a visit and prescribe a dozen medicines and get commission from the Pharmacist too. The Delhi Government has not built even a single Government Hospital in Dwarka much to the chagrin of Government servants. Why can't we join together and throw away the Present Government in Delhi for not constructing a 200 bed hospitals for the citizens of Dwarka. We should abstain from votive and show our solidarity instead of indulging in mudslinging.

Learn from mistake of CGHS Doctors

Government employees should now learn from mistake of CGHS Doctors and try to improve the services they are providing to others. A government employee thinks he is 'damad' (son in law) of the government and he only has perks and privileges; NO responsibilities. In fact these employees should be happy that govt is paying salaries to them without any work.

Punctuality in CGHS

As in other Govt. of Ministries/Departments, biometric system should be installed in each CGHS Dispensary for monitoring their punctuality. Generally, staff in CGHS, as well as, doctors do not care for patients in the morning and mostly come late. Same is the case with other staff members who are engaged in registration, dispensing medicines etc. By installing this system, punctuality and attendance can be monitored and better services could be provided to the patients coming to dispensaries.

DATE WITH RTI

Provide the basis for demanding the further fee

The appellant wanted to the know reasons for the repeated violation of damaging the daks, reasons for not delivering "Protect Cover", copy of delivery sheet and other related information. The appellant stated that the postal authorities are not giving proper service and his letters are delivered late and sometimes in a torn condition due to which he is facing great hardship. He added that the respondent vide their letter dated 23/04/2012 had demanded a fee of Rs.70/- for supply of copy of the enquiry report but without giving the calculations as provided under Section 7(3) of the RTI Act and the balance information was also not provided. The CIC directed the public information officer (PIO) to provide a copy of the enquiry report, free of cost, to the
appellant within 7 days from the date of receipt of the order. Further, a compensation by an amount of Rs.750/- was provided for the inconvenience and detriment caused to him under section 19(8)(b) of the RTI Act.

Comments

As per rules, whenever an envelope is damaged/torn the postal authorities are required to put the contents in a separate envelop and also record the damaged condition but most of the post office are not complying with the regulations. The PIO is expected to provide the basis of demanding fee in the letter asking the applicant to deposit the fee.


Functioning of CGHS has improved


CGHS functioning on this forum. I still feel it has considerably improved in the recent past. The following more improvements are required. The doctors available in each dispensary are normally 4 including CMO, one more needed i.e. strength should be 5 in each dispensary. All doctors be housed in one big hall with red light outside which becomes green if any of the doctors is free, so that patient can move in for consultation. CMO should also see the patients. This way you would never find rush/waiting in any dispensary. All others/supporting staff be housed in one big hall. Open counter for the staff with medicines stored on the back, whosoever is free can attend to the patients requirement like registration of patients, giving of medicines available in the dispensary, giving indented medicines. There will never be rush here too. Tea time and lunch time be fixed in staggered way both for doctors/staff. All administrative work of CMO be done in the last one hour before the close of dispensary, I find there are no patients in the dispensary during the last hour. Above all better infrastructure i.e. computers/fast internet etc. CMO should be liberal and given more powers for referring patients to panel hospitals. In the absence of these improvements CGHS, whatever has been done so far is insignificant. Hope DGHS is listening.

Insensitive CGHS doctors

The CGHS doctors these days are not feeling the pulse, touching etc. their patients. As if some 'choot' ki bimari na lag jaye'. These doctors went in their feelings of the obnoxious atmosphere at home on the patients. Government has given them education, provided them job, paying them salary and provided residential accommodation. Medical being a noble profession, the CGHS doctors are expected to be more courteous towards their patients.
