Regarding Coalgate is not new
I wish to add that Anurag Kashyap's Gangs of Wasseypur completely truthfully
and aptly describes the wrongdoings of the coal mafia & their connivance
with politicians & bureaucracy.

Coalgate is not new!
The post datedt Oct 30 raises more questions than answers. It is an
open secret that Coalgate was allowed to continue decades after decades
due to politico-bureaucratic nexus. Ex-Coal Secretary P.C. Parakh is
an accused in the FIR filed by CBI. Strangely, his missive dated March
22, 2005 to the then Cabinet Secretary B.K. Chaturvedi had indicted
the political class for encouraging mafia in coal ministry. The short
point is : What action was taken by the latter on former's complaint
? Will he declassify the mystery for inaction on his part ? It is noteworthy
that both officers were rewarded with post retirement assignments in
the Government.

CGHS service quite satisfactory
My experience with CGHS dispensary in Cennai is quite satisfactory.
The same people who criticise CGHS do not mind waiting in private clinic
for their turn. Yes, there is scope for improvement in functioning of
CGHS but so are the other areas of functioning of government.

Streamline working of CGHS
There is a need to streamline the working of CGHS system. Today when
a beneficiary goes to the dispensary to get the medicines prescribed
by a specialist, he/she has to see one of the doctors. That doctor just
enters the medicines name and hands out a print out ! A job which any
data entry operator can do. Why is the specialty of a doctor being wasted
? Further why a reference is needed from the CMO of a dispensary for
getting diagnostic test done from recognised lab ? No individual would
like to undergo diagnostic tests unnecessarily .Government should trust
its employees. Also more hospitals/diagnostic center should be included
in the list of recognised hospitals.

All selected candidates by PESB are not considered. MD's post for FSNL
is not filled up. NMDC post not filled up. DC SAIL post not filled up.

Another blunder
Government may do another blunder if BBNL (Bharat Broadband Network
Ltd.) is given full license to provide telecom services. It is very
clear by experience now that service sector is not meant for Government/
Government undertakings. See what is happening to BSNL, MTNL, Air India
etc. Government is only pumping money without any fruitful results.
Let the service sector be managed by private companies. BBNL has been
mandated as telecom infrastructure provider and let it continue and
show results completing NOFN project. Even this project is running behind
schedule and will delay the delivery of service by service providers.
Let us wait and allow them to complete the assigned project before making
any attempt to hamper the running projects.

Who will foot the bill better !
It is on the Modi wave. We all know the fate of the government that
resulted after the JP wave. Moreover, any country headed by the rightists
or fundamentalists has been doomed in the past. We see Egypt and there
are n number of such instances in history. I don't see a great future
for any government headed by a rightist or communalist. However, I don't
say who will foot the bill better !

Provide the basis for demanding the further fee
The appellant wanted to the know reasons for the repeated violation
of damaging the daks, reasons for not delivering "Protect
Cover", copy of delivery sheet and other related information.
The appellant stated that the postal authorities are not giving
proper service and his letters are delivered late and sometimes
in a torn condition due to which he is facing great hardship.
He added that the respondent vide their letter dated 23/04/2012
had demanded a fee of Rs.70/- for supply of copy of the enquiry
report but without giving the calculations as provided under Section
7(3) of the RTI Act and the balance information was also not provided.
The CIC directed the public information officer (PIO) to provide
a copy of the enquiry report, free of cost, to the
appellant within 7 days from the date of receipt of the order.
Further, a compensation by an amount of Rs.750/- was provided
for the inconvenience and detriment caused to him under section
19(8)(b) of the RTI Act.
Comments
As per rules, whenever an envelope is damaged/torn the postal
authorities are required to put the contents in a separate envelop
and also record the damaged condition but most of the post office
are not complying with the regulations. The PIO is expected to
provide the basis of demanding fee in the letter asking the applicant
to deposit the fee.
Functioning of CGHS has improved
CGHS functioning on this forum. I still feel it has considerably
improved in the recent past. The following more improvements are
required. The doctors available in each dispensary are normally
4 including CMO, one more needed i.e. strength should be 5 in
each dispensary. All doctors be housed in one big hall with red
light outside which becomes green if any of the doctors is free,
so that patient can move in for consultation. CMO should also
see the patients. This way you would never find rush/waiting in
any dispensary. All others/supporting staff be housed in one big
hall. Open counter for the staff with medicines stored on the
back, whosoever is free can attend to the patients requirement
like registration of patients, giving of medicines available in
the dispensary, giving indented medicines. There will never be
rush here too. Tea time and lunch time be fixed in staggered way
both for doctors/staff. All administrative work of CMO be done
in the last one hour before the close of dispensary, I find there
are no patients in the dispensary during the last hour. Above
all better infrastructure i.e. computers/fast internet etc. CMO
should be liberal and given more powers for referring patients
to panel hospitals. In the absence of these improvements CGHS,
whatever has been done so far is insignificant. Hope DGHS is listening.

Insensitive CGHS doctors
The CGHS doctors these days are not feeling the pulse, touching
etc. their patients. As if some 'choot' ki bimari na lag jaye'.
These doctors went in their feelings of the obnoxious atmosphere
at home on the patients. Government has given them education,
provided them job, paying them salary and provided residential
accommodation. Medical being a noble profession, the CGHS doctors
are expected to be more courteous towards their patients.
