B C Tripathi's four years with GAIL
B C Tripathi has been the Chairman and Managing Director of GAIL (India)
Limited since August 1, 2009. In his 30 years of experience in the domain
of project planning, management & execution, operations & maintenance
and marketing Tripathi, is considered as the youngest chairman of a
Navaratna PSU, took over the reins of GAIL at the age of 49 on August

Award, 2011 for 'World's No. 1 Company in Downstream Operations'. In
2010 GAIL was awarded with Prime Ministers' Excellence Award for the
year 2009-10 for Best Performing CPSE in the Petroleum Sector consecutively
for second year. Also GAIL achieved the Corporate Governance Award 2012

?
Name of R S Gujral has started doing the round for the post of Member-Secretary
7th Pay Commission. 1976 batch Haryana cadre IAS officer Gujral who
is presently Secretary, Expenditure is scheduled to retire on December
1.Name of one Additional Secretary is also in circulation.
Secretary level changes in a couple of days
A couple of Secretary level appointments in the Government of India
are expected to take place in a day or two . 1979 batch Haryana cadre
IAS officer Ajit M Sharan is set to join the GoI as Secretary Sports.

CCITs
As many as 39 officers belonging to 1981 batch have been waiting in
the wings to make it as Chief Commissioner of Income Tax (CCIT). The
ACC, reportedly, has received the proposed list on the third week of
September.

Subhash Tripathi resigns from BSP
Former Secretary, Security in Government of India and Director General
of Police of Madhya Pradesh Subhash Tripathi has resigned from the Bahujan
Samaj Party (BSP). The 1963 batch retired IPS officer Tripathi was the
only Brahmin face of the party in the central India.
MMTC Director told to go on long leave
It is whispered that the MMTC Director, who was responsible for loss
of crore of rupees in National Stock Exchange (NSE), has been told to
go on long leave.

Amitabh Banerjee, IRAS, Director (Finance), Hindustan Paper Corporation

Madhukar joins central deputation as Joint Director, Enforcement
Pawar Pravin Madhukar has been appointed as Joint Director of Enforcement
at Goa under the Ministry of Finance, Department of Revenue in Government
of India. The Karnataka Government has relieved him of cadre responsibility
so as to enable him to join central deputation. He is a 2003 batch IPS
officer.

Dr Rajendra Dobhal assumes charge as CMD,
NRDC (UPDATED)
Dr Rajendra Dobhal, Director General, Uttarakhand State Council for
Science & Technology (Government of Uttarakhand), has taken over
the charge as Chairman & Managing Director (CMD), National Research
Development Corporation (NRDC) on October 7, 2013. Dobhal, who is a
Ph.D in Environmental Sciences, published over 110 papers, has edited
10 books and over 15 technical reports. His appointment was delayed,
due to natural calamity in Uttarakhand.

been transferred and posted at different places in Andhra Pradesh. Accordingly,
V Venkatramaiah, (82), has been posted as Special Commissioner, CADA
, I&CAD Department while D Nalini Mohan, (87), was appointed as
Additional Principal Chief Conservator of Forests (STC), O/o Principal
Chief Conservator of Forests (HoFF), A.P., Hyderabad and Dr K Tirupathaiah,
(86), is Additional Director General, Dr. MCR HRD Institute of Andhra
Pradesh. Similarly, Y Babu Rao, (87), has been appointed as Addl. Principal
Chief Conservator of Forests/Conservator of Forests, Nizamabad Circle;
Narendar Reddy as Divisional Forest Officer, Mahabubnagar; Dr B Prabhakar
as Divisional Forest Officer, Mancherial; V Linga Rao as Divisional
Forest Officer, Warangal (North) and P Ramesh was posted as Divisional
Forest Officer, Kagaznagar.

Another feather in cap of AAI

Economic Mess
India is still reeling under economic down trend and cannot accept
to overcome unless industrial production increases, inflation is contained,
fiscal deficit is brought under control. It is not clear how FM says
that everything is Ok. It is amply clear fiscal deficit cannot be brought
under control unless subsidies being provided are curtailed or reduced.
Slow GDP growth rate will effect directly job losses. It does not serve
much to provide food subsidy, lap top/tablet to lure people or students
for voting in favour unless they are provided jobs in open market and
can earn their own to buy food items, laptop/tablet. India is importing
virtually all telecom equipments and most of electronic items and import
is second after oil. What are the sectors in which export can be increased
to cut CAD. It is not worthy to mention. Now only thing is to cut imports
to reduce CAD. Government has never been serious to boost manufacturing
to cater to international market. Even our export policies are not very
encouraging to capture outside market in technology sectors. As schemes
of Department of Commerce are applicable uniformly to all sectors. No
special emphasis to technology oriented sectors. Some policies are more
favourable to textile sectors are little better placed. Govt. should
realize we do not manufacture even items like charger for mobile phones,
toys, wireless modems etc all are being imported. Industry like ITI,
ECIL, state electronic undertakings all are finished due to wrong policies
of the government. It does not require any proof. IT sectors have done
well in the past as it was not under control of government. Monetary
policies and fiscal policies are in synch. Price rise not under control.
Food items became costly in last month by more than 18%. It shows failure
of governance.

PSUs should take pledge to stop extravaganza
In this era of fiscal deficit the public sector undertakings in the
country should take a universal pledge that they will not distribute
sweets and dry fruits to any of the government employee during the ensuring
Diwali Festival. There will no Traffic jams during the festival period
preceding Diwali. This should be strictly enforced in the case of Ministry
of Power.

Ban handwriting on notes
I hope the Governor of the Reserve Bank of India Raghuram Rajan intervenes
immediately and has the order banning currency notes with something
hand written on them withdrawn. I have yet to come across a single currency
note in India which doesn't have something or the other scribbled on
it. Sometimes it is some figure and sometimes appeals to God like Allah
U Akbar or Om Namah Sivayah (a reminder that we are a secular country
after all). Apart from individual contributions there is also the handwritten
signature of the Governor of the RBI himself. Will they also be banned
? If the motive behind this ill considered move is to weed out counterfeit
notes made in Pakistan then it is very unlikely that such notes will
have anything in Urdu saying they are made in Pakistan. So what is the
idea behind such a move? And what will happen to the crores of rupees
with politicians (who stuff their pillows with currency notes) and to
black marketers and smugglers who run our black money economy? Without
our black money economy, which accounts for two thirds of our economy,
we would have become bankrupt decades ago. And our famed blue turbaned
economists of New Delhi would only be making their boring speeches trying
to explain the difference between Plan and Non Plan expenditure.

Privatize all PSU's
Exploitation of PSUs by the Ministry's can be totally stopped by privatization
of all the PSU's in phased manner. Government has no business to be
in business at all.

The division in PSUs that caters exclusively to the illegal demands
of all and sundry in the controlling ministry , is euphemistically called
the Coordination division that works direct under the CEO. The expenditure
from this Secret fund is reflected in Suspense/Miscellaneous Account,
substantiated by fake vouchers.

Empanel officers for high posts
Now that model code of conduct is in force in Delhi where all central
officers live and vote, will it be ethically correct for PM to empanel
officers for high posts like Secretary to Government of India when officers
at such level have the ability to influence voting. It is an ethical
question. Will India need Rahul Gandhi again to step in. Surely the
IAS batches can wait till Dec 8 when the elections are over.

Representation to Women :
The BJP will give more representation to women in Delhi Assembly Polls
because the Congress is already ahead in winning the women sentiments.
On Dec 16 issue they have expedited the judgement and also punished
the culprits. They have also framed laws in the favour of women. Now
the BJP can beat them only by giving more representations to women which
the Congress cannot give any more because of their more sitting MLAs.
The BJP think tanks must be working on it....let us see ?

I wish Dilsher a happy and peaceful life in his retirement. He had
a distinguished career. An upright officer, it was a pleasure to have
him as my Additional Deputy Commissioner ( G ) along with his very hard
working and committed wife Geetika as Additional Deputy Commissioner
( D) . They were a great support in the turbulent days in Punjab in
the early eighties.

DATE WITH RTI

Can the filing of application under the RTI Act by citizens
be termed as an official act?
Responding to the appellant's complain that the PIO had violated
the official language policy by giving reply in English to an
application filed in Hindi, the Appellate Authority observed that
the Official Language Policy prescribes that all letters received
in Hindi, irrespective of the region from where received, should
invariably be replied to in Hindi. This extends to official letters
only and an RTI application cannot be said to be an official letter.
The RTI Act also does not prescribe the language in which an RTI
application should be disposed of. The CIC held that the Appellate
Authority has erred in observing that an RTI application cannot
be said to be an official letter. Every action under a statute
is an 'official act'. Therefore, filing of RTI application under
the RTI Act by citizens too is an official act and cannot be construed
as nonofficial act as observed by
the Appellate Authority.
Comments
A PIO should reply to the RTI application as per the provisions
of the official language policy. In case the documents being sought
are in English while the RTI application has been filed in Hindi,
the copies of the documents may be provided as available with
the forwarding letter is Hindi.
