There is least knowledge of the fruits of NOTA option being introduced by the Election Commission in the upcoming polls in five states. People are curious to know that what will happen to that Assembly/Lok Sabha seat where the votes caste under NOTA option were more than those caste by the topper (winner) candidate. Dr Dobhal assumes charge as CMD, NRDC

President of India crowns whistleblower officer with major victory
Shortly after the settlement of tragic trail of Durga Shakti, UP cadre IAS, a Haryana cadre IFS officer finally emerges victorious triggering the faith and confidence of several whistleblower officers in the sovereign system of the State of India. In a latest decision the President of India has quashed the orders of Haryana Chief Minister wherein Sanjiv Chaturvedi, a 2002 batch IFS officer of Haryana Cadre currently serving as CVO of AIIMS, had been issued departmental charge sheet under major penalty which included dismissal/removal from the service as well. This is third intervention, in the matter of the officer in question, from President of India in past 5 years. Reportedly; whistleblower officers and their well wisher officers find a great sense of assurance in the decision.

Will Ajoy Kumar be back to Bihar?
As against the recent whispers doing rounds, Ajoy Kumar is unlikely to repatriate to Bihar. The 1984 batch IAS officer of Bihar cadre had been serving as CVO, National Fertilizers Limited. He is Post Graduate in Management from IIM, Ahmedabad.

Eight IFS officers in AP transferred
As many as eight Indian Forest Service (IFS) officers in Andhra Pradesh have been transferred. Accordingly, V Venkatramaiah, (82), has been posted as Special Commissioner, CADA , I&CAD Department while D Nalini Mohan, (87), was appointed as Additional Principal Chief Conservator of Forests (STC), O/o Principal Chief Conservator of Forests (HoFF), AP, Hyderabad and Dr K Tirupathaiah, (86), is Additional Director General, Dr MCR HRD Institute of Andhra Pradesh.
Similarly, Y Babu Rao, (87), has been appointed as Addl. Principal Chief Conservator of Forests/Conservator of Forests, Nizamabad Circle; Narendar Reddy as Divisional Forest Officer, Mahabubnagar; Dr B Prabhakar as Divisional Forest Officer, Mancherial; V Linga Rao as Divisional Forest Officer, Warangal (North) and P Ramesh was posted as Divisional Forest Officer, Kagaznagar.

Ms Chary is also Member (Budget), CBEC
Ms Shobha L Chary, Member (P&V), has been assigned an additional charge of Member Budget, CBEC after the retirement of Ms Sheila Sangwan.

Two custom officers shifted
Two officers of Indian Revenue Service of Custom and Excise cadre have been shifted. Accordingly, Jyotiraditya has been posted to the office of DG, System, Delhi while Dr Ashok Aswal was appointed to the office of DG, System, Delhi.

DoPT invites applications for seven posts of Dy Secretary/ Director in CVC

Arundhati Bhattacharya becomes first woman to head SBI
The first woman to head the State Bank of India (SBI) - country's largest lender - in its 207-year history, Arundhati Bhattacharya has assumed the office of the Chairperson of the Bank, succeeding Pratip Chaudhuri who retired on September 30. Having joined SBI as a Probationary Officer in 1977, she has had stints in areas such as retail, treasury and corporate finance during her 36-year career. She has held various positions including Deputy Managing Director and Corporate Development Officer, Chief General Manager of the Bangalore circle and new businesses and head of its merchant banking arm, SBI Caps.

Model Code of Conduct

Model code of conduct is coming into force after declaring the election dates of five states. Election commission has to work very hard to see that these code are practiced and implemented in the same letter and spirit in which these have been framed. EC should restrict the Freebies which are being promised or distributed for personal gains should not be permitted. This is definitely for luring voters. Any scheme which favours for development of state or UT or society as a whole is always welcome. The schemes which are oriented for any particular caste, community, religion, individuals should be disallowed for free and fair election. EC can play a vital role in controlling such things. EC should use their full powers to show election will not tolerate such things and have to work on zero tolerance. I wish all the success in achieving the goal for conducting free and fair election.

DATE WITH RTI

Different yardsticks for different RTI applications

The appellant sought copy of own ACR from the period 2005 to 2011 and also the copy of Performance and Integrity Certificate which was used in promotion process. The Public Information Officer (PIO) denied the information claiming exemption u/s 8(1)(j). During the hearing before the CIC, the appellant claimed that he has not been treated impartially since information has been given to others concerning similar request. The CIC observed that even if the PIO erred in interpreting law, he cannot discriminate between the applicants. The CIC directed the IG Police (HQ) to get the matter enquired into by a Senior Police Official and take necessary action under intimation to the appellant.The PIO was directed to provide copy of appellant's ACRs for the period from 2005 to 2011 free of cost within ten days of receipt of the order.

Comments

A PIO is expected to know the RTI Act, 2005 thoroughly and apply it objectively in a neutral manner. Discrimination between similar requests is likely to lead to imposition of penalty on the offender.
