Stock of Culture Ministry going up these days
The stock of Culture Ministry seems to be going up these days. There
is a good talk of successful launch of the Gandhi Heritage Portal by
PM last week. This Portal has put half a million digitised pages of
authentic writings, books, journals, letters and messages from Mahatma
Gandhi, now easily available on an electronic platform. There are also
some photos .Secondly, Tagore Award for Cultural Harmony (carrying Rs
1 crore, plaque, citation etc.) was given on September 6 to Zubin Mehta,
the great conductor of western classical music by President at Rashtrapati
Bhawan. This Award Function was attended by Home Minister Sushilkumar
Shinde and others. The Ministry has also established Gandhi Heritage
Sites Mission for preserving and conserving the 39 important building
associated with Bapu Gandhi. These buildings include Sabarmati and Wardha
Ashrams, his cell in Yervada jail, Kingsweay camp, Delhi, Kausani, Porbandar
houses etc. The contribution of the Jt Secretary concerned (Pramod Kumar
Jain, J&K cadre, 1985 batch) and his speech in Rashtrapati Bhawan
is being lauded.
AK Oraon is IG, Community Policing in Punjab
After repatriation from inter cadre deputation to Jharkhand Dr Arun
Kumar Oraon is back to Punjab. He takes charge as Instector General
of Police, Community Policing. The 1992 batch IPS officer of Punjab
cadre had been in Jharkhand since April 2010 on inter-cadre deputation.
Narayanan moves to Netherlands on study leave
S Narayanan, a 1997 batch Haryana cadre officer of Indian Forest Services,
moves to Netherlands on one year study leave. He had been serving Wildlife

DEBATE (1) Who will make the best Prime Minister in India ?
The mess that India is in, we need a PM who is a mass leader, a statesman
and an able administrator. Only a mass leader can lead India. Having
the support of corporate honchos is neither here nor there. He/ She
should have the support of the masses. Nor is knowledge of Hindi, English
or French relevant. He should have been voted to power and not nominated.

As the situation seems emerging it is again going to be the coalition
government. The Prime Minister should be the one so bold enough to tell
the supporting parties to be with the government on the issues of national
interest or quit. If the government collapses let it collapse. The nation
may go to the mid - term polls. The message would go loud and clear
that Coalition at center would not be in the national interest. Whole
tenure of the government goes in saving itself. The Prime Minister should
be ready to sacrifice his job. An honest and tough PM is the need of
the hour.

Economy in the Hands of the Gods!
It is in the public domain that the central bank of the country i.e.
the Reserve Bank of India is mulling a proposal to invest the gold deposited
with the prominent temples in India like the Tirupati Thirumalla Devasnanam
and the Shiridi Sai temple as sureties and it believes that such a measure
can help the Government to save the country from the ongoing economic
crisis. Media has reported that the RBI is discussing with banks on
how to convince temple trusts to deposit their gold stocks that could
be converted into bullion. It has been felt that the current account
deficit is mainly on account of huge imports of gold, coal and higher
cost of crude oil. Recently, RBI has also imposed certain curbs to discourage
gold imports.
Temples are not simple structures and the money and the jewellery of
the God's and Goddess's are not like bank deposits or any other kind
of saving instruments. Temples are embodiments of faith of the Hindus
and the wealth of the deities are the offerings by the bhaktas which
has components like shraddha and bhakti in them, irrespective of their
monetary value. By taking over the possession of such wealth by the
Government would definitely hurt the sentiments of the people. Almost
all the citizens are concerned about the state of the economy in our
country and praying for its early recovery as they themselves are the
victims of this crisis. Government on its part need to end the policy
paralysis and take urgent and effective corrective measures, both short
term and long term, for the economy to bounce back. Government needs
to take sincere efforts to bring back the deposits in the Swiss accounts.
It has been estimated that black money accounts for approximately 30
per cent of our GDP, indicating the size of the parallel economy could
be about Rs 28 lakh crore. Return of this huge cash to India would definitely
boost the economy and would make it resilient against crisis situations.
Therefore, sincere efforts are required for its recovery. But at this
hour of crisis, the least the people of India expect from the Government
of the day that their sacred faith and bhakti which has been deposited
in the temples in the forms of currency or gold should not be used by
the Government for its mundane affairs.

Govt should ponder ?
Till recently, people who were qualified doctors, scientists and engineers
were joining the Civil Services in great numbers may be because of their
education background, wherein they are most of time away from the society,
they were not able to bring in the element of sympathy and compassion
in their way of functioning. In order to select Civil Servants who are
well aware about the ground situation of our society, the Government
of India has modified the system of Civil Service examination conducted
by the UPSC. The number of options have been reduced from two to one.
The paper on General Studies has been made more comprehensive, wherein
a candidate is expected to have substantial information on the subjects
of economy, polity, society, judiciary, executive and administration
in our country. This will enable the candidates to appreciate the ground
situation of society and also bring in the elements of ethics, compassion
and sympathy when he formally joins the Civil service. Earlier the Banking
Service Recruitment Boards, use to invite applications for recruitment
to the posts of Probationary Officers with eligibility condition as
Graduate. Off late they have revised the criteria and made it has First
Class Graduate. The Government of India needs to ponder over this. It
is only the people of Science background who get 60%. People who have
Arts background and are more close to the society rarely get 60%. In
premier Universities say like Delhi University, Madras University, Bombay
University, Allahabad University etc., it is very difficult to get 60%.
As a result, a number of bright Arts graduate, are not able to apply
for the post of Probationary Officer in Nationalised Bank examination.
In such a background, these days, what is happening a number of Engineers,
who have had their education in proliferating Engineering colleges in
the country are getting selected as Probationary Officer. These officers,
apart from lacking that sense of compassion after some stint in the
bank get frustrated with the nature of their job. Many of them leave
the service and even if some who decide to stay back do not give their
100%. Most of these technocrats also don't have grip over English language.
They make atrocious notings on the files. Further, they also don't have
the necessary communication and marketing skills. The IIMs have started
encouraging Arts students especially woman candidates in their selections.
Will the National Banks like to do some introspection, in order to bring
about pleasantness in their offices. For Arts students, the minimum
eligibility criteria should be kept as 50% marks at graduation level.

* enough gold is there to meet country's requirement
* enough foreign reserves to meet emergency needs
* overall economic condition is due to better condition in US

be better than 8% after 2014 election and before 2019 election

Disclosure of summary note put up before the Selection Committee
Copies of the biographical information including the academic
qualification and work experience of all the candidates which
had been put up before the Selection Committee for the post of
Principal National Defence Academy were denied u/s 8(1)(e) and
8(1)(j). During the hearing, the Appellant claimed that he should
be provided with the desired information if not for everyone else,
at least for himself. Respondent claimed that the Supreme Court
of India had stayed the order of the CIC directing UPSC to disclose
the personal details of selected candidates in any recruitment
process vide order dated 11 May 2012 in the SLP No. 8890, 9079,
9085 and 9141 of 2012. CIC ruled that there should be no objection
to disclose the summary note which had been put up before the
Selection Committee in respect of the biographical information
including the academic qualification and work experience of the
Appellant himself.
Comments
There is a need for the Hon'ble Supreme Court to take a clear
stand on such cases at an early date to avoid piling up of similar
cases.
