occupied the post of the Regional Director of SEARO. She will succeed
Dr Samlee Plianbangchang who is from Thailand and has been serving for

SAIL takes special cost optimisation initiatives
to save Rs. 5000 cr
The Indian steel companies are facing the dual challenge of high cost
of production on one hand and lower sales realization on the other.
The cost of production is being driven up by the volatility in the prices
of coal, higher railway freight, power tariff, royalty on minerals,
depreciation of the rupee, etc. while prices are flat due to prevailing
market conditions leading to severe pressure on margins. To address
the above challenges, an apex Strategic Confluence on Cost Control and
Cost Competitiveness was organized by SAIL at its Management Training
Institute, Ranchi during September 11-12, 2013. C S Verma, Chairman,
SAIL, all the Functional Directors, Chief Executive Officers of the
Integrated Steel Plants and other top officials attended the Confluence.
During the Confluence a special initiative named COIS (Cost Optimization
Initiatives of SAIL) was launched outlining the road map for achieving
an overall saving target of around Rs 5000 crores during the next three
years. Under this special initiative, following thrust areas have been
identified for continual cost reduction: I. Input optimization; II.
Improving the operational efficiency by optimally utilising the available
assets III. Quick stabilization of the newly commissioned units IV.
Reducing overhead costs and enhancing employee productivity For each
of the areas the integrated steel plants and units have identified potential
cost drivers and elaborated their strategy for cost optimisation. During
the deliberations, C S Verma, Chairman, SAIL highlighted the challenges
before the organisation due to prevailing market conditions and intense
competition. He urged the participants to think out of the box and walk
the extra mile to enhance competitiveness of the company. He advised
the senior officials to lead from the front for achieving the Company's
goals.

INTUC passes resolution on appointment of 7th Pay Commission (UPDATED)
The delegate conference of INTUC has demanded the central government
of India to appoint 7th pay commission without any delay. The 6th central
pay commission has recommended a new concept of Pay Band and Grade Pay
as replacement to the 5th CPC pay scales/pay structure, which was accepted
by the government. Consequently the revised Pay Band/Grade Pay was implemented
with effect from January 1, 2006.

IRCTC launches APP for windows phone &
windows 8 devices for booking e-ticket (UPDATED)
In its continuing efforts to enhance access to its popular e-ticket
portal, Indian Railway Catering & Tourism Corporation Ltd. (IRCTC),
a Public Sector undertaking of the Ministry of Railways, has launched
a new application (App) for Windows Phone and Windows 8 devices so as
to facilitate the users with a new channel of booking e-tickets in addition
to the existing portal. This new IRCTC-App, which has been launched
in collaboration with Microsoft, provides ANYTIME, ANYWHERE access to
IRCTC services.With this alternative channel of booking, the passengers
will have an additional convenience and better experience of booking
e-ticket. Rakesh Tandon, CMD, IRCTC along with Joseph Landes, General
Manager - Developer and Platform Evangelism, Microsoft Corporation launched
the new app for the general public at a function held here the other
day. The app has been made available exclusively for Windows devices.
The users of Windows Phone, Windows 8 Desktop/Tab can download, completely
free this application as per their requirement from the Windows Phone
Store and Windows Store respectively. Using this new app one can plan
a trip, make railway reservations, check the PNR status and perform
all the tasks already available on the IRCTC web site. It will be available
throughout the day excepting 0800 - 1200 hrs and 2330 - 0030 hrs as
per the existing Railway guidelines. The App will provide the users
an enhanced experience of all IRCTC website services and will in fact
offer a few exclusive services to the App users. The new and exciting
features for the App-users will include Visual maps of train routes,
Windows Phone live tiles (lighting up as train tickets) and access to
saved traveler profiles from multiple devices are just a few to mention.
This application will help a wide number of users as Windows is a widely
familiar platform. It offers the best in class, security required while
handling personal and financial data of customers. The move meets the
objective of IRCTC among others to focus relentlessly on enhancing customer
experience.

Economic Crisis or Growth
Whatever economic growth has been there, if any, during last nine years
can be judged by inflation, price rise, increasing CAD, falling exports,
increasing imports, falling industrial production and job loss. If there
is real growth that there is no need to bring food subsidy bill or NAREGA
as these are required only when government has failed in providing these
essential things to poor or common man. Instead government would have
brought one bill "Right to Job" as right to education is already
there. If people are educated and have jobs then what is need of NAREGA
or food subsidy. Any little progress is surpassed by alleged corruption
in 2G, CWG, coal scam etc. The net result is negative and country is
suffering due to all these factors. Investors are loosing confidence.
Recently there is problem in NSEL about the payment and still responsibility
has not been fixed and investors are fearing they will loose money.
All these raise the issue of governance which is to be addressed by
the government.

Need to stop bungling stories of increasing age of retirement
I totally agree with the viewpoint explaining the need to stop bungling
stories of increasing the age of retirement of Government employees.
These rumours, I suppose are the creativity of those employees/officers
who are on verge of retirement only! The repercussion of increasing
the age of retirement are manifold like stagnant promotion avenues,
increase in unemployment etc. Further employing retiring officials should
also be scrapped immediately.

Woes of IRS
The cup of woes of the IRS is more than full. Such services like postal
which end in the civil services list even behind the GR B services like
DANICS are getting into the SAG and the IRS which during those days
ended only next to the IAS is only dreaming to get into the SAG even
in 22 years time . Will you ever get up to these humiliating facts the
IRS management ? Your cadre review takes the longest period in the history
of services and still there are miles to go .why don't you inform the
civil services aspirants in the UPSC'S info booklet that you are the
worst service in so far as promotions are concerned. At least they would
be saved of this future humiliation.

The Vacancies of officers in PUNJAB & SINDH Bank as shown in your
website, the Government of India, Ministry of Finance and IBPS should
give directions to the concerned Bank to fill up the vacancies from
IBPS Wait List. The Government should take advantage of vacant positions
lying in various Banks by filling up these positions immediate through
Wait List of IBPS so that they can go before the voters by saying that
we have filled __X NOS of vacancies in Banks/Government Departments/PSU's
and going ahead to reduce the problem of unemployment. Will Government
listen this?

Caste Menace
India got political independence in 1947. We are still struggling for
economic independence of our 60% population. We have to struggle for
ever to get ourselves free from mental slavery. Casteless society is
an extent dream. Except the Constitutional provisions, no body, i.e.
legislature, executive or the judiciary has shown any seriousness to
wipe out this menace. In fact, these institutions have made mockery
of Constitutional laws. On paper, the untouchability has been abolished
but in reality, it is being practiced in every nook and corner of the
country in one form or the other. There are stringent provisions in
the law, but who cares. The cases under SC/ST (Prevention of Atrocities)
Act, 1989 have the lowest conviction rate. The Parliamentarians/legislators
from reserved constituencies are not the representatives of the Dalits,
instead, they are the true representatives of the non-dalits. Even the
Constitutional bodies like the National Commissions for SC and STs are
not serious enough to take up cases of the Dalits in appropriate manner.
The complaints of the affected persons are pending with these Commissions
for months and years. Police is not answerable for delay in registering
the FIR and filing the charge sheet.

Senior bureaucrats have become cautious
Due to the recent spate of scams in the Government and the inquiry
of CBI thereon, the Senior Bureaucrats in the Government have become
somewhat cautious and they are not taking decisions. This has led to
policy paralysis wherein offices like Pay & Accounts Office in the
Ministries/Departments raising their voice on matters of administrative
nature. They have started calling for copies of OMs and Circulars and
in turn they have started exercising their negative powers. Objections
are being raised by the office of Pay & Accounts Office on medical
bills, TA, DA etc. of poor government staff. But they do not raise any
objections on the petrol bills and other purchases of the Ministers
and Senior Bureaucrats, which on many occasions are against the entitlements.
Ministers/Senior Bureaucrats are keeping with them staff much more than
their entitlement and their salary is paid. The Office of Pay &
Accounts Office here also is a moot spectator. Some middle level officers
are on daily basis using the vehicles of PSUs for commuting to office
and on the other hand are taking Transport allowance with their salaries.
The Office of Pay & Accounts Office turn a blind eye in this area.
Like any hypocrites they are not able to catch the big fishes and trying
to show their teeth. The Office of P&AO become 'gad-gad', when the
question of payment some huge amount to a private company comes up.
The role of Pay & Accounts Office in Ministries/ Departments needs
to be clearly demarcated.
A recent development taking place in Government of India Ministries/Departments.
The Senior Officers (Secy, AS, JS etc.) are calling their juniors, tearing
the letters and dictating fresh notes in front of them (which of is
definitely according to their desire to help somebody in lieu of some
backdoor profits) and then telling the junior to sign the note. This
is grave injustice and against the principle of CSMOP and needs to be
curbed at the earliest. If not controlled, it could lead to bigger scams
and the juniors being made a scapegoat.

Even considering seizing temple gold is blasphemy !
For the government even to consider seizing temple gold is an act of
blasphemy. It is like the Italian government trying to confiscate the
gold and art treasures of the Vatican in order to pay for its own financial
mismanagement. The same goes for the daily tirade in the media against
religious preachers of the Hindu faith alone. There is hardly any debate
in the media of the proven cases of catholic priests routine molestation
of boys in their schools. Instead there is a resounding silence over
these issues. Is it because our convent educated electronic media anchors
were themselves victims of child abuse at the hands of lecherous catholic
priests and enjoyed the experience?

Disclosure of summary note put up before the Selection Committee
Copies of the biographical information including the academic
qualification and work experience of all the candidates which
had been put up before the Selection Committee for the post of
Principal National Defence Academy were denied u/s 8(1)(e) and
8(1)(j). During the hearing, the Appellant claimed that he should
be provided with the desired information if not for everyone else,
at least for himself. Respondent claimed that the Supreme Court
of India had stayed the order of the CIC directing UPSC to disclose
the personal details of selected candidates in any recruitment
process vide order dated 11 May 2012 in the SLP No. 8890, 9079,
9085 and 9141 of 2012. CIC ruled that there should be no objection
to disclose the summary note which had been put up before the
Selection Committee in respect of the biographical information
including the academic qualification and work experience of the
Appellant himself.
Comments
There is a need for the Hon'ble Supreme Court to take a clear
stand on such cases at an early date to avoid piling up of similar
cases.
