Will Raghavendra move from I&B after IFFI
2013?
Amid the whispers going on about the postings of rest of the 1983 batch
IAS officers as Additional Secretary, GoI, the fresh buzz is that Raghavendra
Singh would get the posting in the month of December only. The 1983
batch IAS officer of West Bengal Cadre is serving as Joint Secretary,
Films, I&B. reportedly his stint in Information & Broadcasting
would conclude with the successful event of IFFI 2013 which is scheduled
for Nov 20 to Nov 30. He has already been empanelled as Additional Secretary,
GoI.
Niraj Verma likely to take charge as JS, NHAI
& RT today
As the grapevine has it, Niraj Verma would take charge as Joint Secretary,
NHAI & Road Transport on Monday i.e. September 16. He would succeed
Abha Shukla who has recently moved to Information & Broadcasting
Ministry. He has been serving as PS to Paban Singh Ghatowar, Minister
of State (Independent Charge), Ministry of Development of North Eastern
Region. The 1994 batch IAS officer of Assam Meghalaya cadre has recently
been empanelled as Joint Secretary.

As the grapevine has it Karnail Singh is all set to take charge as
Special Director, Enforcement Directorate today. The 1984 batch IPS
officer of AGMUT cadre had previously served as DGP in Mizoram. He did
his M Tech in Computer Science from IIT Kanpur in 1981.

2004 batch IRS officers to get relaxation
in service period for promotion as Jt CIT
Indian Revenue Service officers of 2004 batch are poised for promotion
from DCIT to Jt CIT. Reportedly, they would get one year relaxation
in their service period. The batch was supposed to be eligible for promotion
to Joint Commissioner Income Tax after June 2014.
DPC on Sept 17, 40 CITs to be promoted
As the grapevine it, the DPC has been scheduled to be held at Nagpur
on September 17 when as many as 40 IRS officers of 1981 batch would
be promoted to the rank of Chief Commissioners Income Tax (CCIT).

No representation of Madhya Pradesh in Supreme
Court !
At present there is no representation of Madhya Pradesh in the Supreme
Court. There is an unwritten code of appointments in the Supreme Court
under which every effort is made to give representation to all the states.

Amitabh Kharakwal may soon be appointed as Deputy Director General(DDG)
at Dak Bhawan. The 1989 batch officer of Indian Postal Service is currently
serving as Director, UIDAI.
Will Kumar complete his term & demit in
July 2014 as CMD, NSIC?
H P Kumar is scheduled to complete his tenure in July 2014 as CMD of
National Small Industries Corporation in July 2014. As the GoI has been
practicing the succession plan almost one year before the slots get
vacant the whispers in the corridors of power have started doing rounds
whether Kumar would demit or would be given extension. One has to wait
and watch.

in November
R K Roy Chowdhury, Director (Technical), South Eastern Coalfields Limited
(SECL) is superannuating in November, 2013. R P Thakur, CGM, CCL, is

in Delhi September on 12, 2013. Bhandaran Bharti is the quarterly in
house magazine of Central Warehousing Corporation. The magazine endeavours
to provide information regarding scientific storage, logistics and business
activities of the corporation. J S Kaushal, Director (Personnel), Central
Warehousing Corporation was also present.
Africa Union Commission delegation visits
NSIC (UPDATED)
A delegation led by Ambassador Jean -Baptiste ,Chief of Staff of the
Bureau of the Chairperson ,Africa Union Commission visited NSIC during
their recent visit to India to know about the activities of NSIC for
the development of MSMEs in the country. The delegation was briefed
by Dr. H P Kumar, CMD, NSIC and other officials about the various initiatives
taken by NSIC within India and abroad. The African Union delegation
also visited the NSIC's Rapid Incubation centre for creating self employment
opportunities and further expressed their desire to set up similar Incubation
Centre(s) ,developing policies and Institutional framework for SME development
in the African Union.
PFC Chairman goes home !

Scindia's recommendation to remove Satnam Singh from PFC. The ACC has
finally approved his termination and Satnam Singh has been sent home
on Friday. Full marks to the young Minister for his determination to
clean up the sector.

M K Goel, Director Commercial, has taken over as new Chairman and Managing
Director of the Power Finance Corporation in place of Satnam Singh who

NTPC has been awarded Indira Gandhi Rajbhasha Shield for propagation

Services of six IRSME officers affected (UPDATED)
The services of six IRSME officers have been affected with their transfers
and postings in Railways. Accordingly, Abhijit Singh, SG/IRSME/Central
Railway, has been transferred to RDSO/Lucknow in the same capacity while
B L Patil, SAG/IRSME/Central Railway, presently working as CSO, is being
shifted to North Western Railway and posted as CME (CHOD) and the posting
orders of Ramesh Kumar, SAG/IRSME/North Western Railway as CME(CHOD)
on North Western Railway, were canceled. Besides, the posting orders

DEBATE -1 Who will make the best Prime Minister in India ?
Only a person with his head and heart in right place should be PM -
Neither politician nor academician nor industrialist. We have seen politicians
who are liars of the first order. They fool us - one guy messes up in
controlling a rail incident in his state and again messes up managing
the even that followed. And now he wants to take credit that lesser
number died from one community; and that community fails to understand
the game. What a pity!! And we saw a professor. He never did justice
as a professor otherwise a good teacher would never ditch his students.
He governs through inaction. What a pity!!

MP and has the backing of minimum 300 MPs so that some solid policy
decisions can be taken so as to uplift Indian Economy which is in a
mess at this moment. He only is the most eligible/suitable Prime Minister

Between Anarchy & Soft Marshal Law
Democracy has been reduced to anarchy of a kind and soft marshal law.
Ordinary citizens are paying a very heavy price for the collapse of
law & order, a dys-functional administration, a policy paralysis
and vote harvesting at the cost of the life of the ordinary citizens.
Violence here, murders there, rapes elsewhere, ragging somewhere else,
riots everywhere- that is all that falls in to the share of the masses.
Free movement anywhere in India is just a fiction. Regionalism makes
it difficult. First riots are "between two communities", which
are named after 3-4 years as in the case of Lucknow in 2010 revealed
by the highest circulating English daily of Delhi; then it is made in
to "ethnic clash"; what is likely to follow is "family
feud", ending in two individuals. How definitions change and words
substitute serious crimes for simple delinquencies. Looks like juvenile
crimes (nay, juvenile offences only)!Spoil the show first, impose sec
144 and then call the Army- that seems to be meaning of government for
all those who call themselves "sarkaar". Ya Allah!

Recent order regarding medical treatment ridiculous
The recent order regarding medical treatment abroad for AIS officers
is ridiculous. On one hand Ministry of Health and Ministry of Tourism
are trying to sell Health Tourism in India, on the other DoPT is pampering
officers of AIS by issuing contradictory orders. It is an insult to
the highly competent doctors in the country. What is needed is to empanel
more hospitals/Doctors under CGHS scheme. Further why this discrimination
against other central Government employees?

Inform properly about vacancies in Banks
This is with regard to the numerous vacancies existing in public sector
banks, both at the clerical level as well as officers level. IBPS is
conducting tests in October and January to fill vacancies at the clerical
level as well as officer level. Before they take action to fill the
available vacancies, they must inform the general public the number
of vacancies that were available in the various categories when they
last conducted the tests, the number of persons selected for appointment,
the marks obtained by the last selected candidate in different categories
etc. In case there are vacancies remaining, these should be filled from
amongst the qualified candidates of the last selection and should not
be carried forward to be filled up through new selection. This will
help candidates of the earlier selection to know where they stand and
whether they still stand a chance for appointment.

Disclosure of summary note put up before the Selection Committee
Copies of the biographical information including the academic
qualification and work experience of all the candidates which
had been put up before the Selection Committee for the post of
Principal National Defence Academy were denied u/s 8(1)(e) and
8(1)(j). During the hearing, the Appellant claimed that he should
be provided with the desired information if not for everyone else,
at least for himself. Respondent claimed that the Supreme Court
of India had stayed the order of the CIC directing UPSC to disclose
the personal details of selected candidates in any recruitment
process vide order dated 11 May 2012 in the SLP No. 8890, 9079,
9085 and 9141 of 2012. CIC ruled that there should be no objection
to disclose the summary note which had been put up before the
Selection Committee in respect of the biographical information
including the academic qualification and work experience of the
Appellant himself.
Comments
There is a need for the Hon'ble Supreme Court to take a clear
stand on such cases at an early date to avoid piling up of similar
cases.
