Will the cadre management of Railways be given to DOPT?
Amid the ongoing messy affairs in Railway Board a section, reportedly,
has started advocating the cadre management of Railway Board to be handed
over to the DOPT. If some well placed sources are to be believed Cabinet
Secretary, Ajit Seth has been in receipt of request & proposal against
the same. Though unlikely, such proposals and requests have underlined
the trust deficit the Railway Board has been facing in recent years.

Reportedly, the ACC has given its approval for appointment of Girish
B Pradhan as the new Chairperson of CERC and the orders may appear in
a day or two. Pradhan, a former IAS officer of the 1977 Maharashtra,
had previously served as Secretary, Ministry of New and Renewable Energy.
Dr Pramod Deo, the longest serving electricity regulator in India, had
demitted the office in June this year.

GoI may give extension to H P Kumar, CMD,

If well placed sources are to be believed the GoI may approve H P Kumar

Who will be new DGP of Mizoram?
The speculations have started doing rounds as who make it as the new
DGP of the state. Alok Kumar Verma, a 1979 batch IPS officer of AGMUT
cadre, is presently serving as DGP, Mizoram. Though there are not much
takers but all it is going to unfold some interesting development on
the front. One can wait and watch only.

ESIC model hospital inaugurated at Jaipur
(UPDATED)
Sis Ram Ola, Minister of Labour & Employment, Govt. of India inaugurated
the state-of-the-art ESIC Model Hospital at Jaipur on September 16,
2013. While inaugurating the Hospital, Ola also informed the gathering
that ESIC is also going to start its own Medical Colleges in Alwar (Rajasthan),
Joka (West Bengal), Gulbarga (Karnataka) and Chennai (Tamil Nadu). Mange
Lal Garsia, Minister of State for Labour & Employment, Govt. of
Rajasthan presided over the function. The ESI Corporation is committed
to work for the welfare of workers and improvement in their quality
of life and for providing all possible social security to them. For
providing the best Medical services to the Insured Persons and their
families of Jaipur area, the ESI Corporation contemplated this 100 bedded
ESIC Model Hospital at Jaipur. This Hospital will be upgraded 100 to
300 bedded in near future. At present, there are about 1203 Employers
covering about 1.88 lakh Insured Persons and 7.29 lakh beneficiaries
in Jaipur, who will get best medical facilities from this Model Hospital.
This Hospital is a long cherished dream of workers of Jaipur area, which
has come into reality now.
Cochin Air Traffic control goes high-tech
with new RADAR system (UPDATED)
new state- of- the -art Radar system installed by Airports Authority
of India at a cost of 16 crores has been inaugurated at Cochin International
Airport. The Honourable Minister of State for Civil Aviation K C Venugopal
has dedicated the system to the nation on the September 13, 2013. Implementation
of Radar at the airport will provide significant benefits to the Airlines
and the travelling public. The use of radar will aid the air traffic
controllers to give direct and shorter routes for aircraft thereby reducing
the delays for flights landing and taking off from the airport as well
as minimizing the fuel consumption and environmental impact. Airports
Authority of India which provides Air Navigation Services over the Indian
Airspace has made significant ANS infrastructural Improvements at Cochin
Airport, which is one of the high priority ATC centers in the country.
The Instrument Landing System which permits aircraft landings in poor
visibility of up to 650 meters is already functional at the airport.
Advanced Air Traffic Control Automation System has been implemented
at Cochin which has improved the functioning of Air Traffic Control
by providing safety features that permit early detection of conflicts
by the controller. The system will also reduce the need for voice coordination
among ATC centers. As part of the restructuring of Indian Airspace towards
enhanced operational efficiency and safety, AAI has established an Enroute
air traffic control centre at Cochin. Aircraft flying in the airspace
up to south of Mangalore, north of Coimbatore as well as a large airspace
over the Arabian Sea to the west of the Kerala coastline are controlled
from this ATC Centre. AAI has also implemented procedures based on Performance
Based Navigation (PBN) at Cochin and in the Airspace controlled by Cochin
ATC. These procedures permit predictable and shorter flight path for
aircraft thereby reducing the workload for pilots and air traffic controllers
apart from enhancing safety and airspace capacity. The latest ANS up
gradation at Cochin is the implementation of a Modern Radar System consisting
of an Enroute Radar and an Airport Surveillance Radar. The Enroute Radar
at Cochin will bring the entire airspace up to 250 Nautical Miles from
Cochin under radar coverage. The Airport Surveillance Radar will facilitate
safe and efficient Departures and Arrivals with reduced separation thereby
avoiding delay for aircraft in the air as well as on the ground .This
will ultimately result in considerable fuel savings and reduction in
Carbon emission. The system will also support meeting traffic growth
at Cochin Airport in future.
NBCC constructed 100 bedded ESIC Hospital
inaugurated (UPDATED)
The Union Minister of State for Labour & Employment, Kodikunnil
Suresh, inaugurated NBCC constructed 100 bedded ESIC Hospital at Trirunelveli
(Tamil Nadu) recently. Also present on the occasion K. T. Pachamal,
Minister for Labour Welfare, Tamil Nadu and S.D. Sharma, Sr. General
Manager, SBG (South), besides MPs, Mayor and MLA.
NTPC: setting new benchmarks (UPDATED)
NTPC achieved highest ever capacity addition of 4,170 MW, including
1,000 MW through its joint venture projects, to provide further push
to the growth momentum gained over the previous two years. With 18.4
per cent of India's total installed capacity, NTPC accounted for 27.4
per cent of India's total power generation during 2012-13 underlining
its consistently high operational efficiency. NTPC remained the market
leader and also among the cheapest producers of power. The company's
power generation capacity has reached 41,187 MW. Arup Roy Choudhury,
CMD NTPC, informed these while addressing the shareholders at the 37th
Annual General Meeting of the Company in New Delhi in the presence of
all the Directors of the company. The company's sale offer of additional
9.5 per cent government equity stake during FY13 proved an overwhelming
success in an otherwise depressed atmosphere in the domestic equity
market. Following this disinvestment, the government shareholding in
NTPC now stands at 75 per cent. Raising the bar with a robust overall
performance in 2012-13: Addition of 4,170 MW capacity, by far the highest
ever in any single year; Awarded contracts for work of 8,521 MW; Capital
expenditure (CAPEX) of Rs 19,925.53 crore, 24.58% higher than the previous
year; Average PLF of 83.08% as against all India PLF of 69.95% with
six stations recording more than 90% PLF; Highest ever net profit after
tax (PAT) of Rs. 12,619.39 crore, marking an increase by 36.81% over
the previous year's PAT; Total income of Rs. 68,775.51 crore, 6.07%
more than in previous year; Highest-ever dividend of Rs. 5.75 per share
(total Rs. 4,741.16 crore), as approved by the shareholders today; Garnered
over USD 2 billion (Rs 11,469.39 Cr) during 'Offer for Sale' for 9.5%
stakes of the Government of India, which got oversubscribed by 1.7 times
with 45% coming from foreign investors; 100% realization of current
bills from the customers; Cabinet approval for payment of long pending
DESU dues amounting to Rs. 2520.07 crore; Restoration of North Karanpura
Super Thermal Power Project (3X660 MW) at the existing site in the State
of Jharkhand along with the coal linkage; Withdrawal of de-allocation
of Chatti-Bariatu, Chatti-Bariatu (South) and Kerandari; Achieving overall
targets under the MoU with the Government of India for the year 2012-13,
under Excellent category.

Seen progressive slide in values in public life
Ever since India became free, we have seen progressive slide in values
in public life lead by our political masters, this has become more persistent
during past couple of years. Politicians are not scared of Law of the
land nor public opinion or about their image. In this background India
needs a PM to be built of very strong moral fibre, who will stem the
rot and bring back probity and accountability in high offices thereby
ensure our country a respectful place in International domain.

Building Metro system requires dedicated hard work
Building a Metro system requires dedicated hard work for six to seven
years minimum. This cannot be managed by bureaucrats who are used to
three years or less of time-pass in different posts. It is time the
Government realised this and posted someone on a fixed tenure of Six
years and bind him/ her to performance standards and deliverables. This
is not possible for generalist bureaucrats.

Sixth Pay Commission responsible for present economic crisis
I am of the firm view that recommendation and implementation of 6th
Pay Commission is totally responsible for the present economic crisis
in India. It has widened the gap and disbalanced the economy. Such commissions
should always give their recommendations in such a way so that overall
interest of the masses and the nation is safeguarded with the chances
of least omissions. If Government announces 10% hike of DA in the salary
of Government employees, the price hike in essential commodities goes
up-to 75%. Revision of new pay scales should be linked with the output,
productivity, and overall performance of an individual employee, so
that it does not hamper the normal price hike and economy of the country.
While taking such decisions, normal life style, minimum wages in various
states may also be looked into.

Caste Menace
From a broader perspective, solution to caste menace lies in making
Hindu Dharma Casteless. Casteless Hinduism will be religiously some
and socially stronger and will attract back into its fold the millions
of its followers who were forced to quit due to inequality. However,
one rightly commented inspite of Constitutional provisions Special Act
on prevention of Atrocities on SC/ST, SC/ST Commission etc., the menace
of caste goes on and on in Hindu society. This shows lack of will of
people running establishment to seriously implement the relevant laws.
In 60 years, the reserved quota of jobs has not been fulfilled inspite
of millions of educated SC/STs youth being unemployed. This unwillingness
is apparently product of Casteist mind of the person who decides the
cases of SC/STs. If Heads of Department who deal with cases related
to atrocities on SC/STs were from SC/STs communities, outcome of implementation
of rules and regulations for protection for SC/STs would have been different.
Creation of special desks headed by SC/ST Officer in Police Stations
or separate Police Stations for SC/ST can be very helpful. It would
strengthen hands of police to register FIR quickly and filing charge
sheets of atrocities on SC/STs.

Details about NPA accounts of the bank
Information in a given format about the accounts declared NPA
with balance of Rs. 10 crores and above during 20.08.09 to 20.10.11.
like the current status of the various firms, and the terms of
one time settlement were denied. The respondent claimed that the
information pertained to the personal particulars of the account
holders whose accounts had become NPA and were exempt under section
8(1)(d), 8(1)(e) and 8(1)(j) of the RTI Act. The appellant claimed
that this information because of was required in view of the misuse
of public money by the bank and he has been provided only the
consolidated
figures about the NPA accounts. The CIC ruled that the NPA is
a big issue, but from the bank's point of view, they have to maintain
confidentiality norms.
Comments
Despite the NPA, the account holders continue to be the bank
customers and to that extent, the confidentiality and fiduciary
relationship between the bank and the customers has to be maintained.
