India to have nine Chief Justices in next seven years

India will have nine Chief Justices in next seven years i.e. by 2020. They are Justice R M Lodha , Justice H L Dattu, Justice TS Thakur , Justice Jagdish Singh Khehar , Justice Jasti Chelameswar , Justice Dipak Misra, Justice Ranjan Gogoi, Justice Madan B. Lokur and Justice Sharad Arvind Bobde.
The present strength of judges in the Supreme Court is 28, against the sanctioned strength of 31. Of the 28 judges, three each are from the Bombay and Delhi, two each from the Tamil Nadu, Rajasthan, Punjab, Kerala, Karnataka, Patna, Jharkhand and Orissa High Courts; and one each from the High Courts of Calcutta, Gujarat, Allahabad, Madhya Pradesh, Andhra Pradesh, Jammu and Kashmir and Gauhati. Though appointments are not made on the basis regional considerations, as per convention, every State - it is deemed - be represented by at least one judge at any point of time.

The 1978-batch officer of the AGMUT is currently serving as DG, Prisons, Tihar. It has triggered further speculations that if not Mehra then who would be given as the second position. Top cops of Delhi Police may well have the idea about the next likely second-in-command of Delhi Police as Spl CP, GAD. Finally the result is out in Madhya Pradesh. Antony DeSa was appointed Chief Secretary and his best friend Indraneel Dani lost the post. Despite several kind of press reports the two 1980 batch IAS friends did not have any kind of heart burning and continued with their friendship knowing well that it was a political decision. When Chief Minister Shiv Raj Singh Chouhan conveyed his decision to DeSa, the latter first reached the chamber of Dani in the Mantralaya. Dani congratulated DeSa and offered him a cup of tea. It was a pleasant surprise to the Madhya Pradesh bureaucracy.


Delhi-Mumbai Industrial Corridor takes big leap

Delhi-Mumbai Industrial Corridor has taken a big leap with approval of nine projects worth Rs. 1,20,000 crores. The Madhya Pradesh component of the programme was launched on 13th September, 2013 by Commerce & Industry Minister, Anand Sharma. This will see, the creation of a new Industrial City at Pithampur-Dhar-Mhow, a water supply scheme and an Integrated township near Ujjain. It may be recalled that 1980 batch Kerala cadre IAS officer Amitabh Kant is the CEO and MD of Delhi-Mumbai Industrial Corridor Development Corporation.

India Trade Promotion Organisation (ITPO) is organizing the 16th edition of its mega expo on security products, the 'India International Security Expo, 2013', at Pragati Maidan from September 26 to 29, 2013, to showcase the latest advancements in the field of security for the benefit of police officers and senior bureaucrats dealing with police modernization and homeland security. The Foundation Stone of 1600 MW Stage-I of NTPC- Lara Super Thermal Power Project situated in Lara village in Raigarh district of Chhattisgarh was also laid through remote by the Prime Minister. The project shall have two units of 800 MW in stage I and shall have an ultimate installed capacity of 4000MW. Net direct tax collection upto Sept 17 (UPDATED)

Central Board of Direct Taxes (CBDT) has carved out a growth story in the collection of Net Direct Tax Collection as per the figure released upto September 17, 2013 along with the figures for the eptember Quarter advance tax. It has registered a growth of 12.5%, in the current FY 2013-14 upto September 2013, over the figure in the same period last year. Figure of Corporate tax collections showcases a growth of almost 8% in the same period. Similarly, Personal income tax collections in the same comparable periods showcase a fair growth of 21.08%. The collection of Securities Transaction Tax (STT) and Wealth Tax stands at Rs. 2210 crore and Rs 309 crore, respectively. Out of the above net collections, contribution by way of advance tax upto the September Quarter has been Rs 1,14,324 crore which shows an overall growth of 9.14%. Advance tax collections from Corporates show a growth of 7.97% as against previous year's collection; a fair growth rate of 4.5% during the same period last year. Advance Tax collection under Personal Income tax head is Rs 10946 crore, which shows a rise of 24%. ONGC, SBI, Reliance Industries Ltd, Life Insurance Corporation and HDFC Bank may find reasons for rejoice as they chart on the list among five top advance tax payers.

SAIL sweeps Vishwakarma Rashtriya Awards (UPDATED)
"It is a matter of pride for all of us that 76% of awardees who have won the Vishwakarma Rashtriya Puraskar (VRP) are from Steel Authority of India Limited," stated SAIL Chairman C S Verma at a felicitation ceremony for VRP awardees organised at SCOPE Complex the other day. Continuing with its glorious tradition of previous years, 88 out of total 118 awardees for the performance year 2011 were from SAIL, who were awarded by Union Minister of Labour and Employment Sis Ram Ola at a glittering ceremony held at Vigyan Bhawan the other day. Estimated annual savings resulting from implementation of works mentioned in SAIL's award winning projects are over Rs 75 crore on a recurring basis and Rs 210 crore on a one-time basis. SAIL won 18 out of 28 awards, which went to employees from SAIL's five plants including Bhilai Steel Plant, Bokaro Steel Plant, Rourkela Steel Plant, Durgapur Steel Plant and Salem Steel Plant. In the Prime Minister's Shram Awards for 2012 announced early this month, SAIL won 6 out of the 16 awards conferred on PSUs; SAIL employees constituted half of the total Shram awardees. Instituted by the Government of India in 1965, the Vishwakarma Rashtriya Puraskar is a national award given every year by the Ministry of Labour in association with the Directorate General, Factory Advice Service & Labour Institutes. The Shram awards, on the other hand, are given in recognition of distinguished performance, innovative abilities, outstanding contribution in the field of productivity and exhibition of exceptional courage and presence of mind.

I feel anyone with clear majority, a clear vision for every Indian, who thinks that India needs specific economic model suitable to India's present mess. He is the only person who will suit India as PM of India.

The person to be prime minister should be decisive but he can be decisive only if he is honest and not power-hungry. But is it possible in this rotten system controlled by corrupt and selfish and what not politicians? He can never be. He can act of his own and decisively only if has people's power behind him; he is directly elected by the people of this country, and not nominated by the so called 'first family'. I have nothing against him and not a Modi supporter too, but, by the way, what qualification Rahul Gandhi has to become Prime Minister ? Only thing is that he is great grand son of Nehru and grandson of Mrs. Indira Gandhi. Time has perhaps come that we think of overhauling the whole system. Parliamentary system seems to have not worked in this country. One of uncountable examples - one family loyalist who lost Lok Sabha election from Tamil Nadu was nominated as Rajya Sabha member by the President and he insulted on TV another MP of his party duly elected of Delhi electorate saying that he possessed only BA (Pass) qualification. This I am saying because here in this country family is above the people.

It will not improve system !

Handing over cadre management in railways to DoPT will not improve the system as all decisions regarding higher grade posts are to be approved by ACC and thus DOPT is part of this decision making process. So called wrong orders of posting or delayed posting have the backing of DoPT & PMO who are either yielding under political pressure or turn a blind eye to blatant maneuvering of some ambitious and well connected Railway officers. It was DOPT &PMO who issued orders of Vivek Sahai, posting him as Member Traffic in Dec. 2009 subject to CVC clearance whereas earlier they insisted upon prior CVC clearance for considering Posting of Jena as CRB & Sukhbir Singh as ML. Again he was made CRB against laid down rules and also allowed to look after the charge of MT till he retired. PMO& DOPT can ensure that laid down rules are followed rigidly in letter & spirit without any exception to put right the system but they don't have the Will. Representations from officers are sent to Railways for disposal. Now CVC and CBI are also playing in the hands of rogue elements and help in derailing the chances of Honest officers Example is case of VIRDI who has been implicated in a case, where as an SAG officer (about 8/9yearback) he only conveyed the decision of Member for a trial ,thus marring his chance of Promotion as Member/CRB. Such acts don't inspire confidence in the Institutions which are supposed to protect Honest Officers. These institutions should improve their own working before attempting clearing of stables of others.

Shameful, badly delayed and humiliating. That's all one can say about the IRS promotions .1991 batch is late by 6 years .Thanks you IRS management. Those who were Asst Accountant Generals when 1991 batch was Joint Commissioner (JAG), have become AGs (SAG). Just too humiliating .

Discrimination among AIS and Central Gr A service officers

There are so many unfair acts of discrimination among AIS and Central Grade A services officers. In Indore Residency club nowadays only AIS officers are being allowed membership. I know many Central Govt. Group A officers who have applied for membership of Residency club many months ago but present commissioner saheb has not allowed even a single membership since he has joined. So now if Central Grade A officer wants to make himself healthy by joining Indore Residency Club he/she is not allowed and if he/she falls ill then he/she will be given second class treatment also. Who says India has become independent of Angrez?

Review online requests for inclusion in voter list

It is a request to Chief Electoral Officer of MP to review the pending cases of online requests of inclusion of names in voter list. There is so much hype about e governance but nobody is taking care of online requests being registered on various Government web sites. Bureaucrats still want people of this country to come to their offices with folded hands even for basic rights of citizens.

Govt destroying even existing norms of good administration

Instead of reforms this government is destroying even the existing norms of good administration. For example, by their acts they are widening the gap between All India services specially the IAS and other Central Services recruited through the same Civil services exam be it in promotions and other facilities. For empanelment to the joint secretary's grade the gap previously was not more than two years .Now it has gone up to more than 5 to 6 years. The result is the kind of malfunctioning in which a senior member of a Group A service is placed to work under a much junior person. The main reason for the suicide attempt of a senior IPS officer in Maharashtra appears to be the frustration he felt by working under an IAS officer five years his junior. There appears to be total careless in dealing with personnel policies. The latest ill-advised circular to let AIS officers go abroad for medical treatment for two months and get paid for the air-fare for himself and a companion and treatment for two months has no doubt angered the other services. It is also not needed to burden the exchequer with this expenditure when in the country itself best medical aid is available for all the diseases. What the Government should bother is to improve the working of CGHS which at present due to inefficiency has become a real pain in the neck rather than sponsoring officers abroad for treatment. But then someone must be interested in this to help some favourites babus.In the interest of good administration the Government should not forget that every service plays a crucial role in running the Government machinery To have a discrimination of the type it is allowing to be promoted is not conducive to efficient functioning of this machinery.

Suggestions on austerity measures

Some suggestions on austerity measures being initiated by Finance Ministry. There are large number of post retirement positions on which Govt of India spends a fortune every year. Most of these positions can be easily done away with. Next pension to MPs and MLAs. A government servant has to put in 20 years service to get pension. Similar rules should apply to MPs and MLAs. Why should Government pay pension to one time MPs and MLAs ? Third hiring of vehicles has become a source of misuse. There is an urgent need to rationalise this area and if done, Government can avoid lot of wasteful expenditure.

Since States have failed in doing so, it would be appropriate for the companies to utilise the fund earmarked for CSR in this area. They should build FAMILY HOMES in cities/towns where both senior citizens and children(below 12 ) live together. The company should take care of food, education and medical help for these people. By mixing the two group, there would be a benefit to both of them. In addition seniors can keep a check on the activities of the staff and protect the children from exploitation.

Highly discriminatory to other central government employees

Recently government has decided to provide treatment facilities outside India to IAS/IPS officers leaving other central government employees which is highly discriminatory, arbitrary and violation of Article 14 and 16 of the constitution. Therefore I request that facilities to for treatment abroad should also be extended to all central government employees, specially to pensioners who are being treated shabbily in even government hospital. Even RML does not give appointment facility to pensioners, they have to stand in general Q for consultation at this old age.

Don't restrict it to AIS officers

I think it is a good beginning that government has made. It signifies that government cares for its employees. But restricting it to All India Service officers is bad in practice and law and this idea of dividing people into categories is extremely bad and divisive. When llness does not make a distinction between AIS or a non AIS officer why must the Government do it ?. As an ideal employer, if government is convinced of their latest initiative it must be extended to all deserving cases based on objective assessment by doctors and not Babus.

If we talk of Dharma, it can never be a Hindu, Muslim, Christian etc. These prefixes have become the main ramifications of Dharma. Rituals cannot be called Dharma. As for harbingers of SC/STs, in general, be it the politicians, bureaucrats or any other organization/agency, they are equally responsible for the plight of this vulnerable section. Most of us do not know the facts. Statutory bodies like SC/ST National Commissions are not serious on the subject of atrocities and other rights of SC/STs. Every act of atrocity is politicized. The functioning of these institutions is not satisfactory - the websites are not updated, complaints are pending for over months and years. staffing is not adequate and the members/officers are absent most of the time. Regular staff does not get promotions on time etc. as required. The greatest shock is that the upkeep of records and cleanliness are in a mess. Correspondence from these two National Bodies to higher ranking officers in other Ministries/Departments is done by junior officers at the level of Research Officer/Sections Officer or at the most Under Secretary. There is a doubt whether important issues addressed to the Honoble Chairman/Secretary are put up to them at dak stage. To ameliorate the plight of the downtrodden, all govt./non-govt. officials must be very serious and fearless. Jai Hind.

Details about NPA accounts of the bank

Information in a given format about the accounts declared NPA with balance of Rs. 10 crores and above during 20.08.09 to 20.10.11. like the current status of the various firms, and the terms of one time settlement were denied. The respondent claimed that the information pertained to the personal particulars of the account holders whose accounts had become NPA and were exempt under section 8(1)(d), 8(1)(e) and 8(1)(j) of the RTI Act. The appellant claimed that this information because of was required in view of the misuse of public money by the bank and he has been provided only the consolidated
figures about the NPA accounts. The CIC ruled that the NPA is a big issue, but from the bank's point of view, they have to maintain confidentiality norms.

Comments

Despite the NPA, the account holders continue to be the bank customers and to that extent, the confidentiality and fiduciary relationship between the bank and the customers has to be maintained.
