of the UPA Government became victim of the agency. And now the CBI has

Former DG BSF, U K Bansal, is being appointed Member of the Central

Has the file of Arunendra reached to ACC for
CRB?
After R S Virdi has been cornered, by whatever means, the fresh is that
the file for the appointment of Chairman Railway Board (CRB) has reached
to the ACC. Reportedly; Arunendra Kumar has garnered all the possibilities
to be appointed as the next CRB. Currently he is looking after the affair
as interim CRB. Will the interim CRB be mandated to head the Railways

Annual Convention of CIC starts today
The Annual Convention of Central Information Commission (CIC) to start
today. The opening ceremony has been scheduled to take place in the
august presence of President of India Dr Pranab Mukherjee. Conventionally
it used to be a two days affair but for the ever first time the third
day session would be dedicated to the Chief Information Commissioners
of the states. The third day will also be marked by the farewell of
CIC Satyanand Mishra & Member, M L Sharma. The newly appointed CIC
Ms Deepak Sandhu would receive the baton of the responsibility as new

Loss making HPFL permitted to sell its lands
for hotel
Government of India has permitted a loss making Public Sector Enterprises,
Hindustan Photo Films Ltd (HPFL) to sell out its land for setting up
hotel at Chennai, Ooty and other assets so as to bail the company out
of some financial difficulty.
Special post of CGCA may be created soon in
GoI ?
As the grapevine has it, the Government of India is all set to create
a post of Controller General of Communication Accounts in the Department
of Telecommunication. Reportedly the post has already secured the sanction
of the minister which would further be constituted after due approval
of the cabinet. The question rises as who would be the first to be appointed
as CGCA ?

Rajkumar Mishra has been elevated as Private Secretary to Kurupa Rani

Will Director AIIMS get extension?
The fresh buzz is that Dr R C Deka, incumbent Director of AIIMS, New
Delhi, has been aiming at getting extension seemingly for the reason;
the selection process for the new Director had started quite late. Deka's
term is scheduled to end on September 30.

as a Deputy Engineer. He graduated in Mechanical Engineering from IIT,
Delhi, and later on, while in service, did MTech in Microwaves from
IIT, Delhi. He was General Manager of the Missile Systems Strategic
Business Unit at BEL's Bangalore Complex before his elevation.

DEBATE (1) Who will make the best Prime Minister in India ?
Our PM has all. Yet interesting questions: Politician (NO)- A bureaucrat,
administrator, or a social reformer, can also deliver. Decisive (Yes)-
but decision making is by Cabinet and advisors which is headed by PM.
Clarity( Yes) Charismatic personality, English, support of Corporate
World (NO) - An average Indian needs Rojgaar - work. PM's charisma,
language, support of Corporate World is brainchild of rich. Sir, speaking
like a Lion or mildly; in English, Gujarati or Punjabi; supporting Tata
or Ambani, doesn't give Roji-Roti to poor. Roji- Roti and social harmony
should be the key ingredient in new PM.

statesman politician, possessing clean image enjoying full support of
his party and various interest groups including the Corporate World,
having clear thought process to prioritise national initiative and pursue
them resolutely and swiftly, duly maintaining the initiative, as our
PM . He/she must have effective communication skill in Hindi so as to
maintain good rapport with the common man nationwide. Command over other
languages including English is desirable.

"Steps to overcome financial mess in India."
The following pro-active steps need be taken by GoI:--
(a) Cut flab of bulging government bureaucracy;
(b) Ban on re-employment after superannuation;
(c) Drastic reduction of domestic and foreign tours by government officers;
to be permitted in exceptional circumstances only ;
(d) Gold price is falling in international markets. As rupee appreciates,
it will soon start falling in India. The public must be discouraged
to buy gold now through awareness programmes;
(e) Total ban on inaugural and stone laying ceremonies of new projects
and schemes by political executive and other dignitaries; Ministers
often gravitate to their constituencies for no reasons at public cost.
This must stop.
(f) Ban on transfer of central PSUs' manpower, vehicular supports, mobiles
and other freebies to ministerial officers;
(g) 20% cut in budgetary allocations of ministries on POL and travels
for the rest of financial year2013-14.

More than a dozen posts are lying vacant in Railway Board .The care
taker Chairman is not cleared by CVC but surprisingly he still continues.
And not only continues but puts pressure on minister to make him regular
whereas Rajeev Bhargava who has been cleared by CVC is denied posting.

Efficient administration of Indian Railways is crucial
The efficient administration of Indian Railways is crucial at this
critical stage of the country's economy .It is most unfortunate that
postings at the highest levels are delayed for months. Mallikarjuna
Kharge is known for his robust common sense. He has gone on record of
his resolve to fill up the vacancies in the Railway Board and of Zonal
General Managers. It is earnestly hoped that he will act without further
delay to arrest further erosion of discipline

Thanks God I took a deputation to PSU-
I am a JS Rank officer on deputation to PSU. In last 6 months I had
to see a doctor at least 10 times for minor ailments of self, wife and
children. The OPD and medicine bill is Rs.20, 000 . But their was no
stress as I was getting full reimbursement from the PSU. Earlier I had
to shell the entire money from my pocket due to unfriendly rules of
CGHS. No wonder most of the CGHS beneficiary go for medi-claim. Why
the Government doesn't frees employees from the clutches of CGHS. This
will result in better employee satisfaction and more honesty among public
servants. But I am sure the entrenched bureaucrats in health ministry
will not let this happen. Is the Prime Minister and the Health Minister
listening?

Joke told by Manohar Parriker -CM of Goa at IIT-BAA, Bombay
"Two lions escape from a zoo. One of the lions had been captured
from the jungle, so he runs back to the jungle. The other was born in
the zoo itself - so is basically a city-slicker. He vanishes into the
city.
Three days later the jungle-lion is recaptured - and returned to the
zoo. A month passes, then two, three..... but city-lion is not traceable!
Finally, after six months the city-lion is also recaptured and brought
back to the zoo. Jungle-lion is amazed to see his friend.
Jungle-lion: For God's sake, how were you able to evade these guys
for six whole months?!
City-lion: Kuchh nahi yaar! I just went to a government department
and hid behind a huge pile of dusty files that they have there.
Jungle-lion: But what did you eat there?
City-lion: Arrey, there was an unlimited supply of government servants.
Whenever I ate one, they hired five more. Nobody did any work anyway,
so nobody missed the ones I ate.
Jungle-lion: Wow! But, then how did you get caught?
City-lion: Galti kar gaya yaar... On the last day I ate the chai-walla.
Now, everyone missed their chai-walla & their chai! They launched
a massive hunt. And I got caught!"

Disclosure of passport details in larger public interest
The details of the passports issued to two individuals were denied
claiming that the information was personal in nature and exempt
under section 8(1)(j) of the RTI Act. During the hearing the before
Central Information Commission (CIC), the appellant submitted
that he had filed a complaint case against those two individuals
under various sections of the IPC and the competent court had
issued an arrest warrant against them. The applicant claimed that
these individuals had gone out of India and he had requested for
their extradition. As per the guidelines of the Ministry of External
Affairs (MEA), the request for extradition is required to be accompanied
with such details of the persons concerned which could be found
out from their passports only.
The MEA argued that, if the competent court would need the presence
of these individuals, it would itself give appropriate direction
and it was not for the complainant in the case to seek the passport
details of others by himself. The CIC directed to PIO to provide
the copy after verifying the genuineness of the arrest warrant.
Comments
The passport details of a citizen are in the nature of personal
information and cannot be ordinarily disclosed to anyone else
under RTI. However, when a criminal complaint under various penal
provisions is made, any information that assists the court in
completing the judicial process can be taken up as plea can be
argued to be in larger public interest.
