Sushma Swaraj is keen to see her candidate as Member of the Central
Information Commission. Who is he ?
Mess in Railways ?
Indian railways are in a real mess. As many as eight posts of General
Managers remain vacant. The railway Board is without its head. Ad hoc
arrangements are in place for Financial Commissioner and for some other
members. There is a dog-fight going on for these posts with each one
trying to derail the proposals for his competitors. The federation of
Railway officers is rightly peeved over all these attempts by seniors
to subvert the entire system of promotion and postings.

Odisha Chief Minister Naveen Patnaik is believed to have agreed to relieve
his DGP Prakash Mishra for the CBI. Earlier the CM was not willing to
relieve 1977 batch IPS officer Mishra.
Gokhale is new Ambassador to Germany
Vijay Keshav Gokhale has been appointed India's next Ambassador to Germany.
He is 1981 batch IFS officer. The post was earlier held by Foreign Secretary
Sujata Singh.

Desh Deepak Verma who was humiliated by the BSP Government has been
picked up by the SP Government to head the Uttar Pradesh Electricity
Regulator Commission (UPERC) . The 1978 batch IAS officer of UP cadre
had retired as Secretary, Parliamentary Affairs in the Government of
India.
The file of Railway GMs moves to the PMO again?
The file of the appointment of Railway GMs has been doing frequent to
& fro between Railway Board and PMO. The file was recently returned
by the PMO with certain queries. Reportedly, it has been sent to the
PMO again along with the replies to the queries.
Verma to be Joint Secretary, Defence ?
Rajeev Verma is being tipped to be Joint Secretary, Defence. He is a
1992 batch IAS officer of UT cadre.
Justice V Eswaraiah takes over as Chairperson,
NCBC
Justice Vangala Eswaraiah, former Acting Chief Justice of Andhra Pradesh
High Court, has taken over the charge as Chairperson of the National
Commission for Backward Classes (NCBC).

Santosh Kumar Sarangi has been appointed as Secretary, APEDA, Department
of Commerce. Sarangi is a 1994 batch IAS officer of Odisha cadre.

Verma's posting gives a twist to buzz about
SS IS, MHA?
With only nine days in hands in the scheduled retirement of Jairaman,
the incumbent Special Secretary (SS), Internal Security (IS), MHA, the
buzz has taken a twist about his successor. Prior to Alok Kumar Verma's
posting as Special CP (Intelligence) Delhi Police, there was a strong
buzz that Verma was tipped to be the successor of Jairaman, a 1977 batch
IPS officer of West Bengal cadre. One can wait and watch only.

Whispers in the corridors of power have it that B B Mishra may soon

R S Sikdar has been posted as Under Secretary, Department of Personnel

No candidate turns up for selection of Director
(HR), ITI Ltd (UPDATED)
No candidate has appeared for the selection of Director (Human Resources),
ITI Limited at the interview meeting held by Public Enterprises Selection
Board (PESB) on September 24, 2013. The Board has now decided to convert
itself into a Search cum Selection Committee by re-advertising the post
with one level below pay scale.

able to speak English. All other qualities as shown from (1) to (6)

Today's papers have reported results of German elections. It shows
that Germany is having coalition Government from 2005. But they don't
have corruption scandal. Why are we having so many corruption scandals
just because we are having coalition Government.

RTI forum is informative
Regularly I visit RTI forum. I find it very informative. It would be
further useful if date of decision is also given along with the citation
under RTI forum. I have perused the decision no.CIC/VS/A/2012/001141/04207[Anil
Pathak vs.PIO, SBI].This decision deals with NPA and not about CPIOs
stating ,inter allia, that CPIOs are not merely post office, as reported/stated.
I feel reference to incorrect judgement has been made inadvertently.

correct citation of CIC decision referred to.

Economy of this country is in great turmoil
When the economy of this country is in great turmoil as there seems
to be no recovery of Rupee against US Dollar, the Central Govt. should
also think of doing away with certain Centrally sponsored schemes. For
instance, a large number of training programmes are organised by both
government and government owned autonomous bodies. These Training institutions
be advised to restrict the training programmes. Similarly, Workshops
and Conferences should be restricted to only Science & Technology
fields. There are Some Mega Camps organised which involves about 50
to 60 lakhs with not impact on the participants. In other words, these
are only government sponsored excursions. Such programmes should be
abolished forthwith. The functioning of Regional Offices of all the
Ministries should be once again analysed and merger of these offices
into zonal offices should be done to cut down expenditure

CPIO is not a mere post office
The appellant sought action taken by the Police officials on
his complaint. During hearing, theCommission noted that the PIO
had simply forwarded the reply given by SHO (deemed CPIO) to the
Appellant without examining whether it contained the complete
and correct information or not. The CPIO, being a statutory authority,
is expected to examine the request for information and then pass
a speaking order. The CIC directed the CPIO directed to examine
the Appellant's complaint afresh under the relevant provision
of law and then provide the factual information. The CIC observed
that many
RTI applications are received seeking certain categories of information
like the status of complaint; processing of complaints filed before
the police and their outcome; D.D. No.; FIR No.; progress of investigation;
outcome of investigation etc. The CIC asked the Commissioner of
Delhi to put forth his considered views on the feasibility of
placing such information on website of the public authority.
Comments
The CPIO should examine the information received from the deemed
PIO and ask for clarification if the documents do not pertain
to the information sought by the applicant. All public authorities
may consider putting information related to frequently asked data
pro-actively on the website is likely to reduce the number of
applications filed with them.
