Mess in Railways to continue?
Never before in the history of the railways, the conduct of its apex level officers had stooped so low. The fight for the post of CRB, Members and General Managers has reached epic proportions. Vigilance is being used to settle scores. The present policy of maintaining secrecy over panels and treating non open line general managers as unfit for board level postings is leading to manipulations that the railways has become famous for. Even the Railgate episode with one of its members in the jail has failed to jolt the railways from its devious ways. The nation's lifeline is dying a slow death. Buzz of Chandra's repatriation gains momentum again?

The buzz about Satish Chandra's pre-mature repatriation seemingly has been gaining a momentum again. In the month of July also the rumour mills had been doing round the corners that Chandra, Member (Finance) NHAI, may opt an exit from NHAI. The 1985 batch IAS officer of Punjab cadre had succeeded J N Singh on April 02 this year. But the MoRTH, reportedly, has not received any such request or proposal from Chandra so far.

Manohar Ram presently Ambassador of India to the Democratic Republic of Congo has been concurrently accredited as the Ambassador of India to the Central African Republic, with the residence in Kinshasa. He is a 1991 batch IFS officer.

Don K Jose deputed to Intelligence Bureau in GoI
Services of Don K Jose have been placed at the disposal of Government of India for his appointment in Intelligence Bureau (IB) on deputation basis for a period of four years. He is a 2006 batch IPS officer of Rajasthan cadre.

Similarly, Lodha Rahul Kumar has been appointed as CSP, Gwalior; Riyaj Iqbal as CSP, Bhopal; Saurabh Mishra as CSP, Ujjain and Ms Simala Prasad was made CSP, Indore.

GoI approves constitution of 7th Central Pay Commission (UPDATED)
Government of India (GoI) has constituted a 'Seventh Central Pay Commission'. Recommendations of the Commission may be implemented with effect from January 1, 2016. However, the Government has not disclosed the names for its Chairperson and Members.

BEML bags export award (UPDATED)
BEML Limited, a public sector undertaking under the Ministry of Defence, has won the Export Award as a star performer in Large Enterprise section (Machinery for Mining, Quarrying & Construction and Parts thereof) for the year 2011-12. At a function held at Trivandrum C N Durgesh, Director(Mining & Construction), BEML received the prestigious award from P K Kunhali Kutty, Minister for Industries & IT and Adoor Prakash, Minister for Revenue & Coir, Govt of Kerala. The event was organized by EEPC India (Formerly Engineering Exports Promotion Council). During 2012-13, company made exports aggregating Rs.198.13 crores as against Rs.145.5 crores in the previous year. BEML's products are exported to various countries across the globe including Middle East during the year. For the current year, the company is planning to achieve higher growth in the export market.

Economic Crisis

Finance Minister is trying to justify that first period is golden age of the country. Whether it is golden or platinum age, think and see from the eyes of common man. The condition is known to everyone. Be it price rise, rising inflation, increasing CAD, lower GDP growth, negative industrial production, increasing imports, decreasing exports and finally loss of jobs. How it can be justified that this is golden age of the country. Govt. has accepted that fiscal deficit is increasing and to contain it, Govt. has brought a office memo issuing as austerity instructions which clearly shows that economic condition of the country is not good. It does not require any other proof for economic condition is no good. Job creation has been banned, foreign travel has been restricted, domestic travel has been downgraded etc.

Senior Citizens

All senior citizens are not in need of an employment. Most of them have good pension and adequate assets to manage their retired life. What they need: (I) better and easily accessible medical facilities, (ii) least tension from children and neighbours, (iii) free membership of sports/recreation clubs, (iv) safe pavement on the roads to walk and finally (v) once in a while meeting with the local MLA and MP to fume their grievances.

CPIO is not a mere post office

The appellant sought action taken by the Police officials on his complaint. During hearing, theCommission noted that the PIO had simply forwarded the reply given by SHO (deemed CPIO) to the Appellant without examining whether it contained the complete and correct information or not. The CPIO, being a statutory authority, is expected to examine the request for information and then pass a speaking order. The CIC directed the CPIO directed to examine the Appellant's complaint afresh under the relevant provision of law and then provide the factual information. The CIC observed that many
RTI applications are received seeking certain categories of information like the status of complaint; processing of complaints filed before the police and their outcome; D.D. No.; FIR No.; progress of investigation; outcome of investigation etc. The CIC asked the Commissioner of Delhi to put forth his considered views on the feasibility of placing such information on website of the public authority.

Comments

The CPIO should examine the information received from the deemed PIO and ask for clarification if the documents do not pertain to the information sought by the applicant. All public authorities may consider putting information related to frequently asked data pro-actively on the website is likely to reduce the number of applications filed with them.
