The Prime Minister of our country should be the one who knows the country well, understands the needs of the people at large, should not discriminate between the States, be aggressive and quick thinking, should be able to bring out quick and permanent solutions to the problems affecting day-to-day lives of the people of the country, should be a political heavy-weight and touch the hearts of even poorest of poor, should work towards ending the monetary mismatch amongst its citizens, should never criticise the system already in place and bring out some concrete steps to stop the rotten system which will address the grievances to a large extent, make the elite services more answerable and accountable and sensitise the higher officers in the Government afresh. Being honest / secular / communal are all farce statements. If a person is born in India and respects the Constitution per se, he / she can never be dishonest or communal.

But CS has no powers !

This is interesting news appearing in Whispers that Secretary of important Ministry writes to Ajit Seth Cabinet Secretary against his Minister. But one thing that poor Secretary forgets is that Ajit Seth has no powers. What he can do ? Everyone knows that the Cabinet Secretary is like a section supervisor who carries out orders. He cannot take a stand for someone else or take up cause of some other Secretary. Why should he commit Harakiri knowingly and lose his job?

Seventh pay commission has been constituted

It's a good news that 7th pay commission has been constituted. However, 10 years is too long a time for reviewing the pay scales and pensions looking to the inflation. Things are desperate at the moment and one has to wait until 2016. The cover given by CGHS is pathetic and to meet all needs specially of pensioners is becoming impossible. There should be immediate relief rather than after two long years.

Austerity measures and Engagement of Consultants after 60 years

Retirement at the age 60 is fair and just. There should be no back door entry in the form of consultants. This practice deprives the needy ones. There are many Tribunals, Statutory Offices, Commissions etc. where such Consultants and Advisers are running the show and stretching the life of such offices. The Finance Ministry and DoPT should immediately take a lead and ban such illegal practices going on in Tribunals and Statutory offices. Justifications for engaging consultants is merely a paper work. DoPT has made provisions of re-employment upto 62 years only in some departments like- Science and Technology. So immediate steps should be taken by the Government for not engaging the consultants on contract basis. If some temporary offices want to engage persons on contract basis, they should engage youngsters, who are more competent, having computer and professional knowledge. Hope Ministry of Finance shall also adopt austerity measures in this connection.

DATE WITH RTI

CPIO is not a mere post office

The appellant sought action taken by the Police officials on his complaint. During hearing, theCommission noted that the PIO had simply forwarded the reply given by SHO (deemed CPIO) to the Appellant without examining whether it contained the complete and correct information or not. The CPIO, being a statutory authority, is expected to examine the request for information and then pass a speaking order. The CIC directed the CPIO directed to examine the Appellant's complaint afresh under the relevant provision of law and then provide the factual information. The CIC observed that many
RTI applications are received seeking certain categories of information like the status of complaint; processing of complaints filed before the police and their outcome; D.D. No.; FIR No.; progress of investigation; outcome of investigation etc. The CIC asked the Commissioner of Delhi to put forth his considered views on the feasibility of placing such information on website of the public authority.

Comments

The CPIO should examine the information received from the deemed PIO and ask for clarification if the documents do not pertain to the information sought by the applicant. All public authorities may consider putting information related to frequently asked data pro-actively on the website is likely to reduce the number of applications filed with them.
