FM objects to appointment of general candidates for sanitation works in PSBs
The Finance Ministry has objected on the appointment of general category candidates against the posts of Safai Karmacharies (sweepers/sanitary workers) in various Public Sector Banks (PSBs). The Ministry has asked all the PSBs to give preference to the candidates belonging to families who are engaged in traditional works and belong to Scheduled Caste category.

Ex-gratia bonus payable to Gramin Dak Sevaks approved
The Government of India has approved the proposal of the Department of Posts to enhance the ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks from Rs 2,500/- to Rs 3,500/- same as that prescribed for the regular departmental employees. The decision would be applicable with prospective effect that is from the accounting year 2012-13 payable in 2013-14.

Accordingly, Aparna Karan has been appointed as CIT (A)-I, Patna while Vijay Kumar was given an additional charge of CIT (Audit & CO), Patna and Gautam Mandal is CIT, Ranchi with additional charge of ITAT Ranchi.

Nine IAS officers of 1990 batch promoted to PS grade in MP
As many as nine officers of Indian Administrative Service (IAS) belonging to 1990 batch have been promoted to the grade of Principal Secretary (PS) and some of them posted at different places after promotion in Madhya Pradesh. Accordingly, Dr Rajesh Kumar Rajaura has been posted as Principal Secretary, Farmers' Welfare and Agriculture Development, Bio-diversity and Bio-technology while S N Mishra will be Principal Secretary, Urban Administration and Development, Housing and Environment after promotion and Ajit Kesari is Principal Secretary, Cooperative. Similarly, the post of Pankaj Rag as Commissioner-cum-Director, Archives and Museum has been upgraded to PS grade besides the post of Ashok Kumar Shah was upgraded as Principal Secretary, SC Welfare and MD, SC Finance Development Corporation; Mrs Alka Upadhaya is now posted as CEO, Madhya Pradesh Rural Road Development Authority; Ashwni Kumar Roy as Principal Secretary, Personnel; the post of Sharad Kumar Ved as Excise Commissioner, Gwalior was also upgraded to PS grade and the post of Dr V S Niranjan as Commissioner, Higher Education was also upgraded to Principal Secretary level.

Retirement at 60 is fair and just
I fully agree that retirement at the age 60 is fair and just. There should be no back door entry in the form of consultants. This practice deprives the needy ones. There are many Tribunals, Statutory Offices, Commissions etc. where such Consultants and Advisers are running the show and stretching the life of such offices. The Finance Ministry and DoPT should immediately take a lead and ban such illegal practices going on in Tribunals and Statutory offices. Justifications for engaging consultants is merely a paper work. DoPT has made provisions of re-employment upto 62 years only in some departments like- Science and Technology. So immediate steps should be taken by the Government for not engaging the consultants on contract basis. If some temporary offices want to engage persons on contract basis, they should engage youngsters, who are more competent, having computer and professional knowledge. Hope Ministry of Finance shall also adopt austerity measures in this connection. If still some retired Government Servants who are really healthy, ready to give back to the society, they should work free for GOI, Government should utilize such talent for which there should be no age limit.

Consider plight of the pensioners
Constitution of 7th pay commission is a welcome news. Through this forum I appeal to the government that the prevailing worst plight of the pensioners vis-a vis CGHS must be placed before the Pay Commission. How hard it is for the pensioners in the old age to run between govt. hospitals to dispensary. They have to line up in the government hospital to take specialist` consultancy. Then they have to line up in the CGHS dispensary to get those medicines prescribed by the CGHS doctor. Others line up to collect medicines from the counter and then to come up again after a day or two to collect indented medicine. Imagine if the dispensary does not have the medicine of serious disease, collection of the medicine on third day is how painful to wait. In some cases it has been seen that the cost of medicine had been less than actual amount spent on auto rickshaw bills, leave alone the consideration of physical tortures that he undergoes. Process must be simplified.

1990 batch IAS as Principal Secy
It is so astonishing that this service which is becoming 'I Am Superior ' can go to this extent of making 1990 batch as Principal Secretary in MP whereas for other services which should run behind at worst by two years, it's the 1981 batch. Nine years is such an unjust gap .

Truth behind appointment of consultants
The truth behind the appointment of consultants in some departments is that only such scientific/legal and research personnel whose expertise is needed and utilised by the departments should be given the appointments and also their high educational qualification in law/scientific and other technical fields should be treated as the criteria. In ministry of new and renewable energy most undesirable persons have been inducted as consultants on the basis of chamchagiri of officers and mantriji. This is waste and should be avoided.

Engagement of Consultants - serious flaw
These days Consultants are being engaged by Ministries for their routine work like Administration etc. This is a serious flaw and there are Ministries where such Consultants are amassing fortunes since they have less stake and continuity only on an extension basis.

CPIO is not a mere post office

The appellant sought action taken by the Police officials on his complaint. During hearing, theCommission noted that the PIO had simply forwarded the reply given by SHO (deemed CPIO) to the Appellant without examining whether it contained the complete and correct information or not. The CPIO, being a statutory authority, is expected to examine the request for information and then pass a speaking order. The CIC directed the CPIO directed to examine the Appellant's complaint afresh under the relevant provision of law and then provide the factual information. The CIC observed that many
RTI applications are received seeking certain categories of information like the status of complaint; processing of complaints filed before the police and their outcome; D.D. No.; FIR No.; progress of investigation; outcome of investigation etc. The CIC asked the Commissioner of Delhi to put forth his considered views on the feasibility of placing such information on website of the public authority.

Comments

The CPIO should examine the information received from the deemed PIO and ask for clarification if the documents do not pertain to the information sought by the applicant. All public authorities may consider putting information related to frequently asked data pro-actively on the website is likely to reduce the number of applications filed with them.
