The 1979 batch IPS officer of Maharashtra cadre, was earlier Police Commissioner, Mumbai. Dr Mahboob Alam, ADG, ITBP, has been looking after the affairs as the additional charge of DG. He is a 1981 batch IPS officer of Tamil Nadu cadre.

G Mohan Kumar appointed as Secretary, Steel
G Mohan Kumar, Special Secretary, Ministry of Water Resources, has been appointed as Secretary, Ministry of Steel. He is a 1979 batch IAS officer of Orissa cadre.

IRCTC sets off Gyanodaya Express (UPDATED)
After two successful trips in 2012, IRCTC has set off its 3rd trip of Gyanodaya Express on September 2, 2013. Adhir Ranjan Chowdhury, Minister of State for Railways has flagged off the train from Delhi Safdarjung station. Rakesh Tandon, CMD, IRCTC and other top Railway and IRCTC officials were also present on the occasion. IRCTC in association with the Delhi University embarked, in 2012, on a first of its kind unique project, "Gyanodaya Express - An Educational Train Journey" to impart quality education and assist nation building by carving overall personalities and help explore hidden talents in students. The earlier two trips were run in Delhi-Ahmedabad-Mumbai-Goa-Bangaluru-Wardha-Delhi and Delhi-Jodhpur-Bikaner-Jaisalmer-Delhi sectors in 2012. This time it will be a 7 nights/8 days tour covering Amritsar- Ludhiana- Chandigarh- Kurukshetra. There are around 850 students, in this 3rd trip, including about 150 international students from the Universities of Edinburgh and London. The aim of this trip is to acquaint and provide the students an exposure on the advancements in urbanization and industry along with the cultural, religious and traditional diversity of India. The students will visit to villages to know the rural India, its farms and farmers. The educational sojourn will visit industrial hubs of Ludhiana, architectural marvels in the city of Chandigarh - showcasing its model for town planning and development and the revered religious pilgrimage of the Sikhs - the Golden Temple at Amritsar to have a glimpse of Sikhism and the teachings of Sikh religion. The students will also visit Kurukshetra, the place of epic battle of Mahabharat. It will also enable the Indian and the international students to interact with each other thereby knowing each other's culture and practices.

NSIC achieves record business in spite of slowdown (UPDATED)
K H Munniyappa, Minister of Micro, Small and Medium enterprises, has received dividend cheque from Dr H P Kumar, CMD, NSIC in the presence of Madhav Lal, Secretary, Ministry of Micro, Small and Medium Enterprises. NSIC paid a dividend equivalent to 20% of the Net Profit for the year 2012-13. It was the seventh consecutive year of the Corporation to pay dividend to the Government of India. The company did a turnaround few years ago and became a self-sustaining, profit making and dividend paying entity. National Small Industries Corporation (NSIC) achieved record business performance during the financial year 2012-13. Total business of the Corporation reached to Rs. 13901 crore as compared to Rs. 11,137 crore during the previous year, registering the growth of 24%. The Corporation achieved profit Before Tax amounting to Rs. 92.35 crore for the year 2012-13 as against Rs. 60.21 crore in the previous year, registering a growth of 53%. Speaking on the occasion, the Minister ,MSME informed that there was 35% increase in NSIC's Gross Income from operations at Rs. 342 crore for the financial year ended 31.3.2013 as compared to Rs. 253 crore for the previous year. The Gross Margin registered a growth of 47% at Rs. 226 crore for the year as compared to Rs.153 crore in the previous year.

Steps to overcome financial mess

In addition, if money/Gold held by all Baba's/religious organizations like temple, mosque, church etc be taken over by the GOI. Black money parked outside India on payment of 20% tax be allowed to be brought into India, provision of designed independent cars to civil servants and public sectors executives be stopped and they be paid transport allowance like others, wasteful expenditures be stopped, we can certainly come out of this economic mess.

Disclosure of passport details in larger public interest

The details of the passports issued to two individuals were denied claiming that the information was personal in nature and exempt under section 8(1)(j) of the RTI Act. During the hearing the before Central Information Commission (CIC), the appellant submitted that he had filed a complaint case against those two individuals under various sections of the IPC and the competent court had issued an arrest warrant against them. The applicant claimed that these individuals had gone out of India and he had requested for their extradition. As per the guidelines of the Ministry of External Affairs (MEA), the request for extradition is required to be accompanied with such details of the persons concerned which could be found out from their passports only.
The MEA argued that, if the competent court would need the presence of these individuals, it would itself give appropriate direction and it was not for the complainant in the case to seek the passport details of others by himself. The CIC directed to PIO to provide the copy after verifying the genuineness of the arrest warrant.

Comments

The passport details of a citizen are in the nature of personal information and cannot be ordinarily disclosed to anyone else under RTI. However, when a criminal complaint under various penal provisions is made, any information that assists the court in completing the judicial process can be taken up as plea can be argued to be in larger public interest.
