Companies defrauding investors by offering high returns

The Ministry of Corporate Affairs has received complaints against some companies for allegedly defrauding investors by offering high returns. It has also asked all the Chief Ministers of the States to take action against such companies and urged for launching a media awareness campaign against such fraudsters.

Filling up of important posts in Railways getting delayed

The filling up of a number of important posts in the Ministry of Railways is getting delayed. The main reason being that the IAS people want to intrude/percolate in the cadre of Ministry of Railways. A point to be noted here is that the work in the Ministry of Railways is totally technical in nature even a generalist cadre people in the Ministry of Railways are taught the subjects of Civil Engineering, Electric Engineering and Mechanical Engineering. God knows how an IAS chap will understand terms technical terms like brakes, bogies, couplers, OHE, wagons, graded sections, signaling, railway tracks, yards, intricacies of railway operations etc.

AIS officers would be put to hardship

The country is facing an acute shortage of IAS / IPS officers, 3000 of whom are urgently required to hold the Indian Ship afloat. Under the circumstances, the already impoverished AIS officers, would be put to further hardship and may decide to leave the Government service for alternate avenues, where their expertise and linkages may prove rewarding. Maharashtra has seen continuous desertions from the IAS cadre of late. Now there is a shortage of 60 IAS officers in the State. The State has found a unique way to keep the IAS officers from leaving the service. Keeping official cars with red beacon intact, the Government has approved payment of tax free allowance / perks for the Secretaries, Principal Secretaries, Additional Chief Secretaries and the Chief Secretary recently.As per this arrangement, a Secretary gets Rs 15000 per month as allowance to take care of his mobile, residential landline / internet, news papers and domestic help. The Principal Secretary gets Rs. 22,500 per month, Additional Chief Secretaries, Rs 33,750 per month and, the Chief Secretary, Rs 50625 per month. In addition, the Chief Secretary is also entitled to the perks admissible to a Cabinet Minister. The State Government has therefore made a conscious attempt to arrest exodus of IAS officers and to take care of the economic hardships faced by them when serving as secretaries in the Mantralaya. Field officers and other AIS officers are considered to be capable enough to take care of the hardships faced by the IAS officers. The State Government has recently announced austerity measures. Hence no such allowances for others .A real praiseworthy effort, this needs to be followed by other State Governments and even by the Central Government.

Food security bill is a huge burden on the economy

The food security bill is a huge burden on the economy which is already in doldrums. Instead of spending lakhs of crores on this unimaginative scheme, the money should be spent on creating infrastructure in the country which will create huge employment. This will automatically ensure that the citizens would not go to bed hungry. Everyone knows that most of the money proposed to be spent on food security would go into the pockets of unscrupulous politicians and middlemen and the deserving people will never get the benefits. Just find out how successful the MGNAREGA is.

Mockery of RTP Orders of DoPT

It is very strange that despite repeated reminders issued by DoPT regarding relieving of officers/officials covered under Rotational Transfer Policy (RTP), some of the Ministries/Departments of the Government of India are making mockery of the orders of DoPT by not relieving their officers/officials on the pretext of one and another. What is the use of this RTP if the same is not being implemented seriously? Isn't it bias with other honest officers/officials? May I request DoPT to take stringent action against the defaulters.

Teacher: So you should not demand jobs and be dependent on us.

Student: Sir, in case of money, where we will approach at international level IMF or World Bank
Teacher: Market forces will decide.

Student: Sir, these organizations have advised earlier to reduce subsidies then how they can lend the money.
Teacher: On humanitarian ground.

Student: Sir, I am confused, how country will face such bad economic situation.
Teacher: We will study the situation and react afterwards when things improve.

DATE WITH RTI

Disclosure of passport details in larger public interest

The details of the passports issued to two individuals were denied claiming that the information was personal in nature and exempt under section 8(1)(j) of the RTI Act. During the hearing the before Central Information Commission (CIC), the appellant submitted that he had filed a complaint case against those two individuals under various sections of the IPC and the competent court had issued an arrest warrant against them. The applicant claimed that these individuals had gone out of India and he had requested for their extradition. As per the guidelines of the Ministry of External Affairs (MEA), the request for extradition is required to be accompanied with such details of the persons concerned which could be found out from their passports only.
The MEA argued that, if the competent court would need the presence of these individuals, it would itself give appropriate direction and it was not for the complainant in the case to seek the passport details of others by himself. The CIC directed to PIO to provide the copy after verifying the genuineness of the arrest warrant.

Comments

The passport details of a citizen are in the nature of personal information and cannot be ordinarily disclosed to anyone else under RTI. However, when a criminal complaint under various penal provisions is made, any information that assists the court in completing the judicial process can be taken up as plea can be argued to be in larger public interest.
