On the subject my priorities are as below:

1. Should have leadership qualities and respectable.

2. Should not be connected directly or by his family to any type commercial activities.

3. All decisions should be transparent and be focused on the issue.

4. I agree he should have clarity on his thoughts and decisive. (People needs immediate action)

5. Should be concerned about people and if need be give weightage to right suggestions of opposition.

6. Moreover the incumbent should be dare to take any action without partylines.

In the present state of affairs, being decisive, having clarity of thoughts, having charismatic personality is not a prerequisite to become PM. English speaking quality was never a prerequisite to become PM. All or few of these qualities will be just incidental. This leaves just two criteria of those listed. These are- being a political person and having support of Corporate world. Now if UPA wins, even these qualities will not decisive factors. Anybody who the high command thinks will serve its interest will be PM whether or not he possesses any of these qualities. If the PM is not from UPA then he will certainly be a political person- be he from BJP, SP, JD or any other party/group. In that case having support of corporate world will also
be an added advantage.

Why are IAS officers intruding in specialized fields ?

If there is shortage of IAS (generalists) officers then why are they intruding in the domain of Specialists(like IT, Power, Aviation, Telecommunication, Railway, PWD, CPWD, Defence, Health, Home etc.)? Let other technical cadre officers become Jt. Secreatary, Addl Secretary and Secretary of these departments. There is no need of so many exams being conducted by UPSC. Only one exam should be conducted and people should be allotted services on merit and choice basis.

There is a joke that gold medalists make flop managers. Is this syndrome responsible for our economic mess? All the top economic managers in South Block and Yojana Bhavan are supposed to be toppers with oxbridge background.

Economic Crisis or Emergency

The economic condition is in peril. As per rating agency (S&P) the country outlook is negative and likely to be downgraded in future. Government is still defending that situation is under control. What is under control only government knows. Inflation, price rise fall of rupee, current account deficit, fiscal deficit, industrial production, GDP growth whatever parameters are considered to define economic situation in the country all are negative. Now blame game has started and no one is accepting the blames. Now biggest problem in country is that there is no vision and no direction. Country is facing real challenge in the absence of strong leadership. Country is not able to move forward in absence of long term clear vision and direction. Suggestions are being made such as gold can be mortgaged, petrol pump can be shut during night times, import of gold can be restricted, temple gold can be taken for the benefit of country etc.. This all shows nervousness. Fire fighting steps are being taken to overcome the problem. Fall of rupee is not controlled. We have to find some solution otherwise we have to go to IMF or world bank to get some help instead of strong denial. Where is our foreign reserves of 278 Billion $? Can not 8-10 billion out of reserves is pumped in the market to overcome the situation.

Severe blow to Mamta Banerjee's vote bank

In a significant judgement, Kolkatta HC has given a severe blow to Mamta Banerjee's vote bank politics by striking down the TMC Government's order giving pension to Mullahs and Mukris from Government funds. The WB Government has already spent almost Rs.200 crores on this account. This amount should be recovered from the CM and her political party and it will be a lesson to other parties indulging for vote bank politics.

Disclosure of passport details in larger public interest

The details of the passports issued to two individuals were denied claiming that the information was personal in nature and exempt under section 8(1)(j) of the RTI Act. During the hearing the before Central Information Commission (CIC), the appellant submitted that he had filed a complaint case against those two individuals under various sections of the IPC and the competent court had issued an arrest warrant against them. The applicant claimed that these individuals had gone out of India and he had requested for their extradition. As per the guidelines of the Ministry of External Affairs (MEA), the request for extradition is required to be accompanied with such details of the persons concerned which could be found out from their passports only.
The MEA argued that, if the competent court would need the presence of these individuals, it would itself give appropriate direction and it was not for the complainant in the case to seek the passport details of others by himself. The CIC directed to PIO to provide the copy after verifying the genuineness of the arrest warrant.

Comments

The passport details of a citizen are in the nature of personal information and cannot be ordinarily disclosed to anyone else under RTI. However, when a criminal complaint under various penal provisions is made, any information that assists the court in completing the judicial process can be taken up as plea can be argued to be in larger public interest.
