IT surveys at Jaipur detect undisclosed income of Rs. 118 Crs: says CBDT
A series of income tax survey action conducted by IT Dept at Jaipur on 03rd Sept has brought results to the Department of Revenue, GoI; CBDT. The action adds Rs 118 Crs to its revenue pool which was evaded by the tax payers operating in real estate business. The exercise resulted into the detection of the additional income of Rs. 95.14 crores. The assessee, a leading Builder and Developer of Jaipur, not only admitted the said additional income but also furnished the post dated cheques of Rs. 39.21 crores towards his additional tax liability. Surprisingly no advance tax installment was paid by the said assessee in June, 2013. Three other survey actions at Jaipur in the cases of persons engaged in the real estate business resulted in further disclosure of additional income of Rs. 23 crores. In these cases also, the
assessees have given post dated cheques for income tax payments towards their admitted tax liability.

SCOPE to Develop Global Leaders in CPSEs
SCOPE, the apex body of PSEs, and Indian Institute of Management, Calcutta (IIM-C) jointly organized the prestigious 2nd Advanced Global Leadership Programme 2013 at SCOPE Convention Centre, New Delhi on September 06. C S Verma, Chairman, SCOPE said that in a business environment where the dynamics and equations are witnessing rapid changes PSEs need to have a clear vision and acquire global perspective and dynamic approach to meet the challenges of globalization. Dr. U.D. Choubey, DG, SCOPE highlighted the need for developing global leaders in public sector. He advised that learning from the western management should be adapted keeping in mind India's environment and culture. Mr. O.P. Rawat, Secretary, DPE said leadership is an ability to influence self by being right, authentic, innovative and effective and then to influence others. Dr. Nitish Sengupta, Chairman, BRPSE termed the PSEs as White Knights for the Government in meeting the global crisis which came in quick succession. To him the need of the hour was to become global managers with an apetite for constant learning, unlearning and relearning.

DEBATE (1) Who will make the best Prime Minister in India ?
The most important qualification about the next PM is that he should be an elected member of Lok Sabha unlike the current Prime Minister who is from Rajya Sabha and has never but once only fought the election to Lok Sabha. The essence of Parliamentary form of Government in Democracy is that the Prime Minister should be the leader of the majority party in Lok Sabha. He has to be a political person no doubt and should be competent enough to handle the massive problems faced by this country. He must have leadership qualities to inspire and impress all sections of our political outfits. This can be possible only if he has charismatic personality and is absolutely sure of himself. Decisiveness and clarity of thoughts flow from a person with these qualities. English speaking? It can help but not necessary as he can always communicate through interpreters. Support of the corporate world is not important.

Bank exams
Your site has been reporting about the large number of vacancies in Public Sector Banks. IBPS is responsible for recruiting personnel for most of the Public Sector Banks except SBI. Although IBPS has been conducting tests and interviews for filling up the vacancies in Public Sector Banks their system of declaring results does not appear to be very transparent. An individual candidate is informed of his or her selection or non selection without informing them about the exact rank obtained by the candidate in the merit list. The IBPS does not display the entire list of successful candidates which makes it impossible to know whether one has chance to get appointment or not and whether genuine candidates are in fact getting appointed. It is therefore suggested that IBPS should publish a complete list of successful candidates after the written part of the examination and the final result after interview. All candidates have a right to know what rank he or she has obtained and also the cut off marks for final selection, category wise(i.e. SC/ST/OBC etc,).Will the Ministry of Finance issue suitable directions in this direction?

A suggestion worth consideration
The suggestion for productive use of rural welfare schemes is a constructive one deserving serious consideration of the government. It was not the Awadhi Nawabs alone, but most Rajwadas in Rajputana (Rajasthan now) where this used to be the SOP. Famines afflicted the geography compelling the state to offer succour to the people. So taal, talaiyaa, kuan, babdi, sheds and forestry etc were the usual schemes for relief and productive use of funds. We decry lack of toilets in the countryside or school buildings. If all the funds are diverted to take up building schools and public toilets in rural areas, it shall not only obviate a problem but also bring about the change in people's mind that "development" selling think tanks have been marshalling all these years. similarly, community centres, in abundance in all urban cities, need to be built in the rural areas with all the facilities available to urbanites including a small library. Remember the teachers on this Teachers' Day: build some quarters for them on the school premises to attract them to serve villages, where nothing beyond "jhonpris" can be seen. These jhonpris are not as classy as those in Mumbai or Delhi, where even encroachers are rewarded with regularisation. We would only be utilizing our funds productively.

Disclosure of passport details in larger public interest

The details of the passports issued to two individuals were denied claiming that the information was personal in nature and exempt under section 8(1)(j) of the RTI Act. During the hearing the before Central Information Commission (CIC), the appellant submitted that he had filed a complaint case against those two individuals under various sections of the IPC and the competent court had issued an arrest warrant against them. The applicant claimed that these individuals had gone out of India and he had requested for their extradition. As per the guidelines of the Ministry of External Affairs (MEA), the request for extradition is required to be accompanied with such details of the persons concerned which could be found out from their passports only.
The MEA argued that, if the competent court would need the presence of these individuals, it would itself give appropriate direction and it was not for the complainant in the case to seek the passport details of others by himself. The CIC directed to PIO to provide the copy after verifying the genuineness of the arrest warrant.

Comments

The passport details of a citizen are in the nature of personal information and cannot be ordinarily disclosed to anyone else under RTI. However, when a criminal complaint under various penal provisions is made, any information that assists the court in completing the judicial process can be taken up as plea can be argued to be in larger public interest.
