Collegium of Supreme Court of India
People are curious to know about the present Collegium. Presently Collegium
is presided over by Chief Justice of India P Sathasivam. Other members

Latest grapevine has it, Bhaskar Chatterjee may
be appointed as Commissioner, Bureau of Civil Aviation Security (BCAS).
Chatterjee is a 1978 batch IPS officer of Rajasthan cadre.
Orders of Dayal in couple of days
Orders of Maharashtra DGP, S S Dayal for the post of DG, ITBP are expected
to be issued in a couple of days. He is a 1977 batch IPS officer.
Empanelment review of 1990 batch IAS to take
place in October
As the grapevine has it, the empanelment of 1990 batch IAS officers
would be reviewed in the month of October. Reportedly, as many as 24
IAS officers will have a chance to have their names on the empanelment
list; though in review. Some of them had served the Government of India
on foreign assignment but ironically their term was not considered for
the ACR at the time of empanelment in the year 2008-2009.
Will Aniruddhe Mukherjee move to MHA?
Whispers in the corridors of power have it that Aniruddhe Mukherjee
is likely to move to MHA as Joint Secretary. The 1993 batch IAS officer
of MP cadre previously served as Director, Ministry of Environment &
Forest, GoI. Will he ?
R P Agrawal moves to CBI Headquarters
Joint Director, CBI in Gauhati has been moved to Delhi. The 1986 batch
Assam-Meghalaya cadre IPS officer Agrawal has also been given additional
charge of JD, Bhopal.

Despite the vacancy arisen on September 1 with the retirement of Sushil
Behl, the orders of G Bandyopadhyay, GM, CIL, for the appointment as
Director (Finance), Western Coalfields Limited (WCL) are being delayed.
Bandyopadhyay was selected for the post on February 18, 2013.
BPCL CMD, R K Singh retiring this month
R K Singh, Chairman and Managing Director (CMD), Bharat Petroleum Corporation
Limited (BPCL), is superannuating on September 30, 2013. S Varadarajan,
Director (Finance), will succeed him in October, 2013. However, the
latter has not received the orders for joining.
1963 batch IPS to meet this month
The 1963 batch IPS officers are meeting in Hyderabad on completion of
50 years. It will be a family get-together for three days beginning
September 24.
Passing out Ceremony of 63rd batch of IRS
The Passing out Ceremony of the 63rd Batch of IRS (C & CE ) was
held in National Academy of Customs, Excise and Narcotics, Faridabad
on September 6, 2013. The Chief Guest at the Passing Out Parade was
the Honorable MoS of Finance. The chairperson, CBEC and other members
of the Board were also present. As many as 106 Officers who graduated
from the Academy of the 2010 and 2011 Batch are now in field doing active

Minor reshuffle of IAS officers in HP (UPDATED)
As many as four officers belonging to Indian Administrative Service
(IAS) have been transferred and posted at different places in Himachal
Pradesh. Accordingly, Vineet Chawdhry has been appointed as Additional
Chief Secretary, Forest, IT & IPH while Tarun Shridhar will now
be Principal Secretary-cum- FC Revenue and Principal Secretary, Horticulture
& Fisheries and Sanjay Gupta is Principal Secretary, Ayurveda and
Technical Education. Besides, R D Dhiman has been appointed as Principal
Secretary, Industries with additional charge of Principal Secretary,
Education.

The person should no doubt be a political person decisive and honest
to some extent and have some skills of Vajpayeeji to run with coalition.

The next PM of INDIA should be a staunch nationalist first. Educated,
can speak in English & Hindi fluently. Must be people friendly,
humane, communicator, and should keep FAITH & GOVERNANCE OF STATE
far apart. A love of music will help.

Whether PM is political or non-political does not matter provided he
has clarity in governance and firm in taking decisions. He should be
able to truly perceive the aspirations of people and translate the same
into reality through policy instruments and institutions. There is no
necessity to have charismatic personality to head a government.
Win over govt & PSU employees
Very large population of Govt. Employees and PSU Employees live in
Delhi. You can win over them for elections by following means without
having any significant financial implications:
1. Enhance Gratuity Limit from Rs. 10 lakhs to Rs.20 lakhs (Rational
is limit was fixed as on 1.1.2006. Moreover it is scheduled to be revised
in 1.1.2016. So why not take benefit in election.)
2. Presently on retirement, leave encashment is fully exempt from income
tax for Govt. Employees. But for the PSU employees, it is taxed beyond
Rs.3 lakhs. Income Tax exemption may be given to PSU employees in the
same way, as in case of Govt. Employees.

Why vacancies are not filled up from IBPS declared list ?
Indeed, good information reported in your website about 2000 vacancies
of Clerks in State Bank of Travancore. Why these vacancies are not being
filled up from the IBPS Declared qualified wait listed candidates as
large numbers of educated youth is unemployed in the country. Will Ministry
of Finance, Govt. of India, take suitable action to fill up these vacancies
through IBPS list of declared qualified candidates ?

Is It Hera-Pheri III?
The post (WIC 7/9/13) regarding the ghapla in bank exam results, if
true, is a fit case for a PIL. Though the area seems to fall outside
the jurisdiction of the CAT, still the Tribunal can take suo-motto cognizance
of the matter and issue notice to the concerned on the strength of inherent
powers vested in it as it deals with services under the jurisdiction
of the ministry of Finance, who exercise administrative control on banks
in the public sector including appointments of CMDs.

Where is Congress party taking India to?
I am appalled to see that a DGP, once head of state police force is
languishing in jail without trial for more than 6 years! His crime is
that he is alleged to be involved in the killing of a terrorist. His
alleged letter is of no importance, anyone can break if put in jail
for such a long time. He is a victim of Sonia Gandhi's desperate attempts
to keep Modi out from becoming the PM. They will ensure that he and
his colleagues will languish in jail till they come out against Modi.
But what surprises me is the silence of the IPS Association, the Gujarat
Government and the Courts on this unjustified and venomous act. While
such inhuman and undignified treatment is being meted out to a Policeman
who has spent years in service of the Government, Congress CM and ministers
of Kerala are making a bee line to the new Congress CM of Karnataka
to dilute the prosecution and release Abdul Madani who is in Bangalore
jail in connection with Bangalore blasts.

An ingenious example of speech and politics occurred recently in the
United Nations Assembly that made the world community smile. A representative
from India began: 'Before beginning my talk I want to tell you something
about Rishi Kashyap of Kashmir, after whom Kashmir is named. When he
struck a rock and it brought forth water, he thought, 'What a good opportunity
to have a bath.' He removed his clothes, put them aside on the rock
and entered the water. When he got out and wanted to dress, his clothes
had vanished. A Pakistani had stolen them.'
The Pakistani representative jumped up furiously and shouted, 'What
are you talking about? The Pakistanis weren't there then.' The Indian
representative smiled and said, 'And now that we have made that clear,
I will begin my speech. 'And they say Kashmir belongs to them...

Disclosure of summary note put up before the Selection Committee
Copies of the biographical information including the academic
qualification and work experience of all the candidates which
had been put up before the Selection Committee for the post of
Principal National Defence Academy were denied u/s 8(1)(e) and
8(1)(j). During the hearing, the Appellant claimed that he should
be provided with the desired information if not for everyone else,
at least for himself. Respondent claimed that the Supreme Court
of India had stayed the order of the CIC directing UPSC to disclose
the personal details of selected candidates in any recruitment
process vide order dated 11 May 2012 in the SLP No. 8890, 9079,
9085 and 9141 of 2012. CIC ruled that there should be no objection
to disclose the summary note which had been put up before the
Selection Committee in respect of the biographical information
including the academic qualification and work experience of the
Appellant himself.
Comments
There is a need for the Hon'ble Supreme Court to take a clear
stand on such cases at an early date to avoid piling up of similar
cases.
