Who can counter Narendra Modi in Congress party ?
Who is the leader in Congress Party who can counter the mighty Narendra
Modi ? This question was discussed in a marriage party and the conclusion
was no individual in the Congress can challenge Modi. A suggestion surfaced
during the discussion " In fighting spirit and political brain
it is Digvijay Singh, for resources Ahmad Patel and Kamal Nath and in
manipulation Sonia Gandhi can throw a challenge to Narendra Modi ".
Incidently no one mentioned the name of Rahul Gandhi.

Ms Vrinda Swarup is likely to succeed R Bhattacharya as Secretary, School
Education and Literacy Mission in the Government on December 31. She

Credibility of Modi Government established
Appointment of new CBI Chief Anil Sinha has established the credibility
of the Modi Government. People say it is the right decision since there
is nothing against Sinha who is considered honest, upright ,hardworking
and a man of integrity. And above all, the silence of entire media and
political parties is a proof.
Will NHAI Chairman go on January 1 ?
Chairman of the National Highways Authority of India R P Singh is expected
to leave on January 1. He is 1976 batch IAS officer of Andhra Pradesh
cadre. One can only wait and watch.

Indian Revenue Service officer of Income Tax cadre, Sanjay Kumar presently
CIT (A), Dhanbad, has resigned from the service.
IPS officer goes on inter-cadre deputation to Rajasthan
Akhilesh Kumar 2005 batch IPS officer of Uttar Pradesh cadre has been
allowed to go on inter-cadre deputation to Rajasthan for a period of
five years.

Anil Swarup has been assigned an additional charge of Secretary, Ministry
of Mines till the return of Anup K Pujari from the leave. Swarup is

Nidhi Mani Tripathi who was on deputation to Uttarakhand Government

Bill to increase age of HC Judges to 65 yrs

A constitutional amendment bill, which was introduced in Lok Sabha on
August 25, 2010 for the increase in retirement age of Judges in the
High Courts from 62 to 65 years, is yet to be tabled for passing in
Parliament.

Tenure of Ms Joshi as Addl Secretary, Defence ends in Dec
The tenure of Ms Sobhana Joshi, Additional Secretary in the Ministry
of Defence, is reportedly coming to an end in December 2014. She is

one candidate turned up for the same. The Board has recommended the
Department of Fertilizers to explore the possibility of appointing a
candidate on deputation basis.

Two IRS-IT officers have been transferred and posted at different regions

Don't reduce retirement age
"Retirement age of government servants should not be reduced. In
fact, it should be increased suitably. Reasons for this have been discussed
in detail by many of us- increase in life expectancy, delayed marriages
and consequent unsettled children, optimum utilization of the experience
gained by government servants over the years etc. etc. It is more important
that jobs are created in the private sector which is much more lucrative
now. BJP government should take a decision on this issue with great
care. "

DEBATE (2) Retirement Age
Idea is far fetched
The notion that reduction of retirement age in civil services will usher
in more efficiency is far fetched as long as the system remains the
same. Caste and religion based recruitment for more than 50% of the
vacancies and the ministers' quest for coreligionists and co castes
in their departments are playing havoc with efficiency and creating
cesspools of corruption. An example is that of the Kerala IAS officer
with lots of allegations of corruption pending against him and a blue
eyed boy of ruling UPA partner, Muslim League was caught by the vigilance
for DPA(till now it is 50 crores).In almost all most states, CS has
no powers in nominating IAS officers to various departments, such powers
resting on ministers. The allegedly corrupt officers do not even want
their ACR to be initiated by CS.

DEBATE (3) Retirement Age
Weed out dead wood instead
Retirement age at 58 from the existing 60 years when it was in force
for last 16 years is a knee jerk stuff. Instead, they should weed out
dead wood. Can they bring in objective reviews from 55 years on and
only the effective ones survive. Rest should get back to home. As it
was mentioned if it is for babus
it is high time we change from
"Indian Administrative Services" to "India Development
Services" or "India Management Services".

Denying tax officials their due
While the government is keen on building taxpayer friendly regime to
attract investors, bringing black money and naming and shaming people
who have undisclosed accounts abroad through income tax department,
it has been denying tax officials their due in terms of promotions,
incentives etc. It may be seen that nearly 60% of posts are vacant at
senior most level, only 1 out of 5 members of CBDT are functioning,
more than 20 out of 28 principal chief commissioners, more than 75 out
of 120 odd chief commissioners, more than 250 posts of commissioners
are vacant ! With the above, how does the government expect to garner
revenue, bring black money with demotivated workforce.

Shameful situation in Board of Excise & Customs
A shameful situation prevails in the Board of Excise and Customs. Several
vacancies are prevailing at Commissioner level in all major revenue
yielding areas of the country while on the other hand revenue growth
is slowing down. If the Finance Minister is concerned about the revenue
growth, he should be answerable for the mess. File for posting of key
Commissioners has been pending long months and no one in the ministry
seems to be in an urgent hurry to deal with it. The present revenue
formations are trying their level best but without Commissioners at
the helm it is very difficult to provide leadership from additionally
held charges. It is hoped that through your website, this would reach
the right years and long pending files with the PM be cleared.

RTI act needs overhaul
Two hours in every office every day is spent in RTI replies totally
unconnected with public welfare. People seek telephone records, vehicle
movements and leave records. The spirit of RTI act is defeated in such
cases. Many people have turned RTI into a business of sorts whereby
they extort money from small time builders, businessman etc for their
selfish interest. It's time we modify RTI act to only concentrate on
providing information which is required for larger public welfare.

Personal information of a government employee
The appellant asked for the service details of a teacher regarding
her date of joining the service, her present residential address
and her salary certificates, etc. During hearing before the CIC,
the teacher submitted that the information seeker is her husband
who is harassing her. She raised objection to the disclosure of
information to the appellant, saying that it is her personal information.
The CIC held that information about salary and official address
of public servant is public in nature and shall be disclosed to
any person including spouse. Salary details including deductions
contained in Salary slip or certificate and residential address
of the public servants is personal information, and also third
party information. Only after proof of larger public interest
such information also can be given. Filing of 50 RTI applications
reflects the personal animosity but not public interest.
Comments
Cases where spouses are seeking information about each other are
now increasingly coming to notice. They may be involved in marital
disputes and cases both civil and criminal, may be filed mutually
against each other. They can also seek information to help them
to prove or disprove the charges. However, it must be born in
mind that information unconnected with the discharge of public
duties should not be provided unless the disclosure establishes
a larger public interest.
